OBJECTIVE: To extend Agreement No. 20CO3 with the Florida Department of Environmental Protection (FDEP) Bureau of Beaches and Coastal Systems Beach Management Funding Assistance Program to December 31, 2026 to continue the Collier County Wiggins Pass inlet management plan CONSIDERATIONS: FDEP Agreement No. 20CO3 was approved by the Board of County Commissioners (Board) on September 24, 2019, (Item 16A3). The purpose of this Agreement was to enter into a cost share reimbursement agreement with FDEP for implementing the Inlet Management Plan for Wiggins Pass approved by FDEP. On February 9, 2021, (Item 16A20) the Board approved Amendment No. 1 to this Agreement which increased the amount of funding available for reimbursement for Monitoring from $76,500 to $204,530.00 and added Task 2 (construction) in the amount of $719,040.50. The additional reimbursement was for the Interim dredging of Wiggins Pass which was completed in the Spring of 2020 and the pass monitoring. On January 23, 2024 (Item 16B3) the Board approved Amendment No. 2 to this Agreement which increased the total amount of funding by $837,500 for a total amount of $1,761,070.50, and extended the agreement by one year from January 1, 2024 to December 31, 2024. The additional reimbursement is for the 2022 dredging of the pass and the pass monitoring. On October 22, 2024 (Item 16B20) the Board approved Amendment No. 3 to this Agreement which increased the total amount of funding by $107,000 for a total amount of $1,868,070.50, and extended the agreement by one year from January 1, 2025 to December 31, 2025. The additional reimbursement is for the 2022 dredging of the pass and the pass monitoring. Amendment No. 4 extends the agreement by one year from January 1, 2026, to December 31, 2026 and moves $49,776.04 from Task 2 Construction to Task 1 Monitoring to cover the remaining monitoring events left to bill. The execution of the FDEP Beach Funding Assistance Agreement primarily provides funding assistance for dredging work already completed and, to a lesser extent, monitoring work that is underway, or is to be undertaken in the near future. FDEP has determined that up to 50% (percent) of the non-federal project costs are eligible for state cost sharing. FDEP’s financial obligation shall not exceed the sum of $1,868,070.50 for this project. The county’s financial obligation shall not exceed the sum of $1,868,070.50 or 50% for a total project cost of $3,736,141.00. The amendment was received on November 25, 2025 and must be submitted to FDEP by December 31, 2025. Due to the short turnaround, Collier County CMA #5330 authorizes the County Manager to approve the submittal of the amendment with subsequent action at the next regularly scheduled Board meeting to ratify the approval of an after-the- fact amendment. The County Manager approved the amendment on December 12, 2025. This item is consistent with the Quality of Place Objectives of the County’s Strategic Plan. FISCAL IMPACT: There is no new fiscal impact associated with this item. However, funding in the amount of $49,776.04 was moved from Task 2 Construction to Task 1 Monitoring to cover the remaining monitoring events left to bill. The total amount of the grant award has not changed. Funding for Wiggins Pass work was provided from TDC Beach Renourishment Fund (1105), accordingly, reimbursements pursuant to this agreement will be deposited into TDC Beach Renourishment Fund (1105). (ATF 26-001). The initial FDEP Grant Agreement (20CO3) was approved by the Board of County Commissioners (Board) on September 24, 2019, to implement the lnlet Management Plan for Wggins Pass. Funding assistance is primarily provided for dredging and monitoring activities with a 50% cost share. The agreement currently expires on December 31 , 2025. The amendment was received on November 25,2025, extending the agreement by one year to complete monitoring activities and to increase the monitoring task funding from a reduction to the construction task. Vvith the Board meeting only once during December, it became necessary to utilize Collier County CMA 5330 policy which authorizes the County Manager to execute grant amendments with a subsequent Board action at the next available meeting of January 13,2026.
