Executive Summary
Recommendation to approve the after-the-fact submittal of Amendment No. 3 to Agreement 21CO1 with the Florida
Department of Environmental Protection Bureau of Beaches and Coastal Systems Beach Management Funding
Assistance Program to extend the agreement to December 31, 2026, to continue Collier County Beach Renourishment
and make a finding that this item promotes tourism.
OBJECTIVE: To allow for the continued beach renourishment and inlet management within the County’s coastal
system.
CONSIDERATIONS: FDEP Agreement No. 21CO1 was approved by the Board of County Commissioners (Board) on
February 9, 2021 (Item 16.A.18). The purpose of this Agreement was to enter into a cost share reimbursement
agreement with FDEP for partial cost-share reimbursement of 42.38% for the construction and monitoring for the
Vanderbilt, Park Shore, and Naples beach nourishment. Beach nourishment on these beaches is generally cyclical,
generally every 4 to 5 years, but weather dependent.…. The funding pays for surveys, design, construction, and
environmental monitoring, which are ongoing efforts throughout renourishment cycles. The project is also partially
funded with tourist development taxes.
Amendment No. 1 to this Agreement approved by the Board on December 12, 2023 (Item 16.B.3) extended the
Agreement for a 24-month period from December 31, 2023, through December 31, 2025. Amendment No. 1 also
increased the amount of funding available for reimbursement by $173,758 for a total of $6,061,823.00.
Amendment No. 2 to this Agreement to this Agreement approved by the Board on August 27, 2024 (Item 16.B.4)
increased the amount of funding available for reimbursement by $1,063,876.61 for a total of $7,125,699.61.
Amendment No. 3 to this Agreement extended the Agreement for a 12-month period from January 1, 2026 through
December 31, 2026.
The amendment was received on December 16, 2025, and must be submitted by December 31, 2025. Due to the short
turnaround, Collier County CMA #5330 authorizes the County Manager to approve the submittal of the amendment
with subsequent action at the next regularly scheduled Board meeting to ratify the approval of an after-the-fact
amendment. The County Manager approved the amendment on December 18, 2025.
This item is consistent with the Quality of Place Objectives of the County’s Strategic Plan.
FISCAL IMPACT: There is no new Fiscal Impact associated with this item. Funding for this renourishment is provided
from the Tourist Development Council (TDC) Beach Renourishment Fund (1105), accordingly, reimbursements to this
agreement will be deposited in the TDC Beach Renourishment Fund (1105). The source of funding is Tourist
Development Tax.
GROWTH MANAGEMENT IMPACT: This item is consistent with the Conservation and Coastal Management
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. –

RECOMMENDATION(S): To approve the after-the-fact submittal of Amendment No. 3 to Agreement 21CO1 with
the Florida Department of Environmental Protection Bureau of Beaches and Coastal Systems Beach Management
Funding Assistance Program that extends the grant agreement to December 31, 2026, to continue Collier County
Renourishment and make a finding that this item promotes tourism.

County Manager review and approval to execule Amendment No. 3 to the Florida
Department of Environmental Protection Grant Agreement 21CO1 for a zero dollar funding
adjustment between categories and an extension to December 31, 2026. (ATF 26-004).
The initial FDEP Grant Agreement (21CO1) was approved by the Board of County Commissioners
(Board) on February 9, 2021, to implement the Collier County Beach Nourishment project. Funding
assistance is primarily provided for construction and monitoring activities with a 42.38% cost share. The
agreement currently expires on December 31 , 2025.
The amendment was received on December 16,2025, extending the agreement by one year to complete
construction and monitoring activities. Wth the Board meeting only once during December, it became
necessary to utilize Collier County CMA 5330 policy which authorizes the County Manager to execute
grant amendments with a subsequent Board action at the nel:t available meeting of January 13, 2026.
This will allow the amendment to be executed prior to the current expiration date.
