A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, DECLARING TWO
VACANCIES AND APPOINTING JEAN PAUL, NATASHA TYLER,
AUBREY FULTON AND KEESHA MORISMA TO THE BLACK
AFFAIRS ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 91-38 established the Black Affairs Advisory
Board to provide periodic reports to the Board of County Commissioners that identify and
evaluate problems unique to the Black community and recommend ways to ensure open
communication between minorities and Collier County Government; and
WHEREAS, Ordinance No. 91-38, as amended, provides that the Advisory Board shall
consist of nine members; and
WHEREAS, Collier County Ordinance No. 2001-55, as amended, provides that if any
board member is absent from two consecutive meetings without a satisfactory excuse acceptable
to the Board Chairperson, the Board Chairperson shall state such fact at the next board meeting
and if the Commission concurs with the Chairperson’s notification, the Commission shall declare
the board member’s position to be vacant; and
WHEREAS, Jimmy Bayes and Michael Patterson have had multiple unexcused absences
as members of the Advisory Board; and
WHEREAS, the Black Affairs Advisory Board is requesting that the Board of County
Commissioners declare these seats to be vacant on their Board; and
WHEREAS, there are currently two vacancies on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, staff has provided the Board of County Commissioners with its
recommendations for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JEAN PAUL and PHYLLIS
TYLER be appointed to the Black Affairs Advisory Board, each to a four-year term to expire on
June 25, 2029.
BE IT FURTHER RESOLVED that the seats occupied by JIMMY BAYES and
MICHAEL PATTERSON are hereby declared to be vacant and that AUBREY FULTON and
KEESHA MORISMA be appointed to serve out the remainder of their vacant terms. AUBREY
FULTON to serve the remainder of the vacant term ending on June 25, 2026, and KEESHA
MORISMA to serve the remainder of the vacant term ending on June 25, 2027.
THIS RESOLUTION ADOPTED upon majority vote on the 13th day of January 2026.

Executive Summary
To remove two members and appoint four new members to the Black Affairs Advisory Board.
OBJECTIVE: To remove two unresponsive members and appoint four new members to the Black Affairs Advisory
Board.
CONSIDERATIONS: This nine-member board was created in 1991 to identify and evaluate problems unique to the
black community, review and recommend ways to ensure open communication between minorities and Collier County
government, and provide periodic reports to the Board of County Commissioners. Terms are four years. A list of the
current membership is included in the backup.
There are currently two vacant seats on this advisory board. The vacancies were advertised, and applications were
received from the following:

STAFF RECOMMENDATION: At its meeting on October 20, 2025, the advisory board recommended that Mr. Paul
and Ms. Tyler be appointed to the Black Affairs Advisory Board, each to a four-year term expiring on June 25, 2029.
The Advisory Board also requests that current members Jimmy Bayes and Michael Patterson be removed from the board
for poor attendance. A vote for removal was taken and unanimously approved on October 20, 2025. On November 21,
2025, the advisory board voted to fill the vacant seats of the removed members with Ms. Morisma and Ms. Fulton. Ms.
Morisma will serve the remainder of a term ending June 25, 2027, and Ms. Fulton will serve the remainder of a term
ending June 25, 2026.
Collier County Ordinance No. 2001-55, as amended, provides that if any board member is absent from two consecutive
meetings without a satisfactory excuse acceptable to the board chairperson, the board chairperson shall state such fact at
the next board meeting, and if the Commission concurs with the chairperson’s notification, the Commission shall
declare the board member’s position to be vacant.

FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION(S): That the Board of County Commissioners adopts the Staff Recommendation and
authorizes the Chair to execute the attached resolution confirming the vacancies and appointments.

Hilda Cenechar/es made a motion to approve the agenda, seconded by Bessie

B.Review and Approval of Minutes from April 21, 2025
Bessie Brown made a motion to approve the minutes, seconded by Vincent Keeys.

IJL Old Business-Discussion on survey questions and audience. Disc ussion
ensued regardi ng the number of black churches the survey could be distributed
th rough to their members. The leader from a prevtous meeting could be helpful

to reach out to for a list. Bridget thought she had contact information from a
previous meeting. Bessie suggested all survey questions should be submitted to
Bridget no later than August 25 th .
IV.New Bu iness
A.Approval of
Hilda Cenecharles made a motion to approve the two-year renewal of Jean Renaud Paul's
board membership, seconded by Vincent Keey s. The motion to approve passed
unanimously.
B.Chairman Newton introduced applications for three new members to fill the seat vacated by
Jeris Lampkin Smith. The candidates are:

Phyllis Tyler
Natasha Taylor
Phyllis Tyler, the only candidate present, provided a brief introduction and discussion on
why she would like to serve on the board.
Hilda Cenecharles made a motion to approve Phyllis Tyler to se,ve on the board for a two-year
term, Bessie Brown seconded. The nomination of Phyllis Tyler to se,ve on the Blacl< Affairs
Advisory Board was approved unanimously.
V.Member Comments: Discussion amongst members asking the role Collier
County plays with "Alligator Alcatraz." Questions included party
responsibility, financial impact to Collier County, environment and
dcvelop1nent.
VT. Public Comments: Keesha Morisma provided information on events her
company coordina tes. Chairman Newton attended a senior photo shoot at a
local nursing home. H was recommended a Community Engagement
Committee be formed. Phyllis volunteered to chair the committee with Keesha
as a volunteer lo report event ideas to the Board.
Vincent Keeys moved to form the Community Engagement Committee and
appoint Phyllis as the Chair. Reverend Jean Paul seconded. The motion to
approve was passed unanimously.

RESOLUTION NO. 2026 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, DECLARING TWO
VACANCIES AND APPOINTING JEAN PAUL, NATASHA TYLER,
AUBREY FULTON AND KEESHA MORISMA TO THE BLACK
AFFAIRS ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 91-38 established the Black Affairs Advisory
Board to provide periodic reports to the Board of County Commissioners that identify and
evaluate problems unique to the Black community and recommend ways to ensure open
communication between minorities and Collier County Government; and
WHEREAS, Ordinance No. 91-38, as amended, provides that the Advisory Board shall
consist of nine members; and
WHEREAS, Collier County Ordinance No. 2001-55, as amended, provides that if any
board member is absent from two consecutive meetings without a satisfactory excuse acceptable
to the Board Chairperson, the Board Chairperson shall state such fact at the next board meeting
and if the Commission concurs with the Chairperson’s notification, the Commission shall declare
the board member’s position to be vacant; and
WHEREAS, Jimmy Bayes and Michael Patterson have had multiple unexcused absences
as members of the Advisory Board; and
WHEREAS, the Black Affairs Advisory Board is requesting that the Board of County
Commissioners declare these seats to be vacant on their Board; and
WHEREAS, there are currently two vacancies on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, staff has provided the Board of County Commissioners with its
recommendations for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JEAN PAUL and PHYLLIS
TYLER be appointed to the Black Affairs Advisory Board, each to a four-year term to expire on
June 25, 2029.
BE IT FURTHER RESOLVED that the seats occupied by JIMMY BAYES and
MICHAEL PATTERSON are hereby declared to be vacant and that AUBREY FULTON and
KEESHA MORISMA be appointed to serve out the remainder of their vacant terms. AUBREY
FULTON to serve the remainder of the vacant term ending on January 25, 2026, and KEESHA
MORISMA to serve the remainder of the vacant term ending on January 25, 2027.
