Executive Summary
Recommendation to reappoint Eric Kelly to the Parks and Recreation Advisory Board.
OBJECTIVE: To reappoint Eric Kelly to the Parks and Recreation Advisory Board.
CONSIDERATIONS: This seven-member committee was created by guidelines established on November 25, 1975,
and confirmed by Ordinance No. 93-81 to advise the Board of County Commissioners on any matters concerning
acquisition, development, and programs involving parks and recreation facilities in Collier County. Membership consists
of one member from the Immokalee Community Park District and six members from the Naples and Urban Area
Community Park District. Terms are 4 years. A list of the current membership is included in the backup.
There are three vacant seats on this board. The vacancies were advertised, and applications were received. At this time,
the Committee would like to reappoint Eric Kelly and, at their next meeting, review the other applications received to
fill the two remaining vacancies.

ATTENDANCE: During the past two years, Eric Kelly has had two excused absences. Attendance records are included

COMMITTEE RECOMMENDATION: At their meeting on November 19, 2025, the committee voted to recommend
that Mr. Kelly be reappointed to his seat, to a four-year term expiring on December 31, 2029. A recommendation memo
is included in the backup to this item.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION(S): That the Board of County Commissioners adopts the Committee Recommendation and
authorizes the Chair to execute the attached resolution confirming the reappointment.

On November 19,2025, the Parks and Recreation Advisory Board held its regularly scheduled meeting at North Collier
Regional Park at 2:00 p.m. During this meeting, the Board made a motion, which successfully carried, to reappoint
Eric Kelly, whose seat is set to expire on December 31, 2025.
Regarding the remaining vacancies, the Board currently has two vacant voting chairs. The following applicants remain
under consideration for these seats:

. Felipe Pereira was unresponsive to communication attempts.

To fill the two vacant votinB chairs, the Board has agreed to move forward with a Two-stage Split Process, outlined
below:
1. Public lnterview Session:
Applicants will attend, introduce themselves, and answer questions from the Board.
2. Selection Meeting (Public, Held at a Later Date):
The Board will deliberate and vote on appointments.
A subsequent memo will be prepared followin8 the next Board meeting on January 27,2025, to present final
recommendations for the two vacant chairs.

RESOLUTION NO. 2026 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING ERIC KELLY TO THE
PARKS AND RECREATION ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 93-81 established the Parks and Recreation
Advisory Board to advise the Board of County Commissioners on matters pertaining to the
acquisition, development and programs involving County park facilities; and
WHEREAS, Ordinance 93-81, as subsequently amended, provides that this Advisory
Board shall be composed of seven members, consisting of one member from the Immokalee
Community Park District and six members from the Naples and Urban Area Community Park
District; and
WHEREAS, there are three vacant seats on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Parks and Recreation Advisory Board have provided the Board of County
Commissioners with their recommendation for reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that ERIC KELLY, representing the
Naples and Urban Area Community Park District, is hereby reappointed to his seat, to a four-year
term expiring on December 31, 2029.
THIS RESOLUTION ADOPTED upon majority vote on the 13th day of January 2026.
