Executive Summary
Recommendation to approve and authorize the Chair to sign eight (8) mortgage satisfactions for the State Housing
Initiatives Partnership loan program in the amount of $145,000.00 and to approve a budget amendment to recognize
$66,666.67 in revenue from loan payoffs. (SHIP Grant Fund 1053).
OBJECTIVE: To advance the County’s strategic goal of Community Development by expanding affordable housing
opportunities for low- and moderate-income residents through homeownership and rehabilitation programs funded by the
State Housing Initiatives Partnership (SHIP).
CONSIDERATIONS: The State Housing Initiatives Partnership Program (SHIP), a state affordable housing program,
offers assistance to first-time homebuyers for use toward a portion of the required down
payment and emergency repairs to the newly acquired home, or rehabilitation assistance to homeowners for
rehabilitation to their homesteaded property. As a condition of the loan, the homeowner must repay the assistance
provided upon sale before the end of the affordability term, refinance, or loss of homestead exemption. If all loan
conditions are met, the loan is fully forgiven.
The following table provides details regarding the first six associated mortgages that have met the affordability period,
and the last two were paid off; therefore, satisfactions of mortgage are required. None of the properties listed in the
following table had a Countywide Impact Fee Agreement Lien.

Approval of this item will authorize the Chair to sign the aforementioned mortgage satisfactions, and the executed
document shall be recorded in the Public Records of Collier County, Florida.
This item is consistent with the Collier County strategic plan objective to support comprehensive affordable housing
opportunities.
FISCAL IMPACT: A Budget Amendment is attached to recognize $66,666.67 in revenue from loan payoffs to SHIP
Fund (1053) Project 33938. The $10 recording fee for the property that was sold was paid by the Developer, and the
$10.00 recording fees for the other satisfactions of mortgage will be paid from the SHIP Grant Fund (1053), Project
33907.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board
approval. -JAK
