Executive Summary
Recommendation that the Board of County Commissioners, as the ex officio Governing Board of the Collier County
Water-Sewer District, approve updated Agreements with the Greater Naples Fire Control and Rescue District and the
North Collier Fire Control and Rescue District to provide access to raw water for firefighting purposes.
OBJECTIVE: The public purpose is to enhance public safety, protect property, and strengthen emergency response.
This action is to provide access to raw water from the Collier County Water-Sewer District (CCWSD) wellfields for
firefighting purposes.
CONSIDERATIONS: On July 8, 2024 (Agenda item 16C1), the Board directed Staff to update the existing agreements
with the fire districts.
On November 12, 2013 (Agenda item 16C1), the Board approved the “Agreement for Fire Department Accessible Raw
Water Connections Between Big Corkscrew Island Fire Control and Rescue District and Golden Gate Fire Control
District and Collier County Water Sewer District.” This agreement memorialized the historic practice by which the
CCWSD provided access to raw water in the wellfields via the raw water booster station hydrants and wellheads fitted
with special connections.
On May 12, 2014, the Governor approved the Greater Naples Fire Rescue Enabling Act Chapter 2014-240. Upon voter
ratification on November 4, 2014, the Golden Gate Fire Control and Rescue District and the East Naples Fire Control
and Rescue District merged into the Greater Naples Fire Control and Rescue District.
On November 4, 2014, voters in the North Naples Fire Control and Rescue District and the Big Corkscrew Island Fire
Control and Rescue District voted to merge the two districts. The North Collier Fire Control and Rescue District was
formed from this merger on January 1, 2015.
Staff met with representatives of the two fire districts and developed updated agreements. The updates included a new
notification protocol for water requests; updates to current fire district entity names; elimination of some reporting
requirements; and highlighting new hydrants placed into service in the NE Service area.
The fire districts have approved the updated Agreements with all recommended changes incorporated into the Final
Agreement.
This item is consistent with the Collier County strategic plan objective to maintain public infrastructure and facilities to
effectively, efficiently, and sustainably meet the needs of our community. It is also aligned with the Quality of Place
Strategic Focus Area’s objectives to support and enhance our commitment to robust public safety services.
FISCAL IMPACT: There is no fiscal impact to providing raw water to the two fire districts.
GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK

and the North Collier Fire Control and Rescue District to provide access to raw water for firefighting purposes.
