Executive Summary
Recommendation to approve the execution of an Administrative Amendment to the Federal Transit Administration
(FTA) for the Section 5307 FHWA Flex Fund (FL-2017-055) and the Section 5339 Bus and Bus Facilities Formula
Grant (FL-2017-017) Grant Awards; to add the Period of Performance (PoP) field within the agreement and to
incorporate the respective PoP end date; and to authorize the execution of the amendment in the FTA’s Transit Award
Management System (TrAMS).
OBJECTIVE: To provide ongoing support for public transit operations for the residents of Collier County.
CONSIDERATIONS: On December 1, 2025, the FTA contacted staff to advise that grants under Section 5307 FHWA
Flex Fund (FL-2017-055) and the Section 5339 Bus and Bus Facilities Formula Grant (FL-2017-017) which were
created in the previous Transit Electronic Award and Management (TEAM) System do not have a PoP end date field
and while the grants were extended via budget revision, it is necessary to modify the grant through an Administrative
Amendment to create the PoP end date field in TrAMS. This is being done to better monitor the progress of the grant
agreements. No other changes were made to the grant.
Section 5307 FHWA Flex funds (FL-2017-055)
Funds were originally awarded for a total amount of $80,000. Since the award, staff have been advancing the projects
associated with the grant. There is a remaining balance of $8,537, which will be used for the original intended purpose
of bus stop improvements. The design for the improvements has been completed, and it will now enter the construction
phase. On June 24, 2025, a budget revision was approved to extend the existing PoP end date to March 30, 2027. After
evaluating the construction timeline and the progress made during design, staff determined that a completion date of
October 30th, 2026 is feasible to facilitate the drawdown of remaining funds. This Administrative Amendment is to add
the PoP end field and will modify the end date to 10/30/2026 within the TrAMS system.
Section 5339 Bus and Bus Facilities Formula Grant (FL-2017-017)
Funds were originally awarded for a total amount of $299,327. Since the award, staff have been advancing the projects
associated with the grant. There is a remaining balance of $193,264, which will be used for its intended purpose which
was to expand the current capacity of the existing fuel tanks at the Collier Area Transit facility. The design for the
improvements has been completed, and it will now enter the construction phase. On June 24, 2025, a Budget Revision
was approved to extend the existing Program of Projects end date to March 30, 2027. This Administrative Amendment
is to add PoP end field and incorporate the March 30, 2027, end date into the grant within the TrAMS system.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors. Additionally, the item is
consistent with the objective to support accessing health, wellness, and human services.
FISCAL IMPACT: There is no additional fiscal impact associated with this item. Funding was previously appropriated
for these grants within CAT Grant Fund 4031 for Section 5339 Bus and Bus Facilities Formula Grant (FL-2017-017)
under Project No. 33510 and for Section 5307 FHWA Flex Fund (FL-2017-055) under Project No. 33511.
GROWTH MANAGEMENT IMPACT: This item is consistent with the Transportation Element Objectives 10 and 12
of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK
RECOMMENDATION(S): To approve the execution of an Administrative Amendment to the Federal Transit
Administration (FTA) for the Section 5307 FHWA Flex Fund (FL-2017-055) and the Section 5339 Bus and Bus
Facilities Formula Grant (FL-2017-017) Grant Awards. The purpose of this amendment is to add the Period of
Performance (PoP) field within the agreement and to incorporate the respective PoP end date, and to authorize the
execution of the amendment in the FTA’s Transit Award Management System (TrAMS).
