Executive Summary
Recommendation to approve the Resolution authorizing the Chair to execute Section 5339 Public Transit Grant
Agreement (FPN 457348-2-94-25) with the Florida Department of Transportation to accept Federal Transit
Administration grant funding in the total amount of $208,305 to improve existing bus stops to support fixed route
services in the rural areas of Collier County and to approve the necessary Budget Amendment.
OBJECTIVE: To accept grant funding to improve existing bus stops to support fixed route services in the rural areas of
Collier County.
CONSIDERATIONS: The Federal Transit Administration (FTA) administers the Section 5339 Rural Area Bus and
Bus Facilities Program administered through the Florida Department of Transportation (FDOT), as authorized by Title
49 U.S. Code. This grant program offers capital assistance to states and federally recognized Indian tribes to bolster
public transportation in rural areas with populations of fewer than 50,000.
On December 10, 2024, (Agenda item 16.B.15), the Board of County Commissioners (“Board”) authorized staff to
submit a grant application for funding to improve existing bus stops to support fixed route services in the rural areas of
Collier County. FDOT has recently submitted the attached Public Transit Grant Agreement for execution. The
Agreement provides for a grant award of $208,305, which is 100% of the total project cost. The attached resolution
authorizes the Chair to execute the corresponding Agreement, as well as any required certifications and assurances
related therein.
Grant funding will be used to construct ADA improvements and shelters to existing bus stops to support fixed route
services in the rural areas of Collier County. In doing so, Collier Area Transit is progressing with ADA accessibility for
bus stops.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: Funding is provided by the FTA, with these grant dollars passing through the Florida Department
of Transportation via the PTGA. A Budget Amendment is required to recognize grant funding in the amount of
$208,305 in the Collier Area Transit (CAT) Grant Fund (4031) Project No. 33969. There is no match requirement for
the grant.
GROWTH MANAGEMENT IMPACT: This item is consistent with the Transportation Element Objectives 10 and 12
of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK

WHEREAS, the State ol'f'lorida Department of Transportation (F'DOT) is willing to
enter into a Section 5339 Public 'lransportation Grant Agreement (the "Agreement") with Collier
County, wherein FDOT will reimburse Collier County up to the sum ol$208.305 (Two I Iundred
and Eight-l'housand and l'hree Hundred and Five Dollars) to improve existing bus stops anrVor
add new bus stops in the rural scrvicc area; and
WHEREAS, the Collier County Board ol County Commissioners finds that the
Agreement is in the public interest and benefits the citizens of'Collier County.
NOW THEREFORE, BE IT RESOLVED by the Board ol County Commissioners ol-
Collier County, l'lorida, that:
1 . The Board approves and authorizes its Chairman to sign the Agreement pertaining to FPN 45 7348-
2-94-25. as rvell as any required certilication and assurances related therein.
