Executive Summary
Recommendation to approve the issuance of a Purchase Order under Agreement No. 21-7842 "Roadway Contractors" to
authorize the replacement of the multi -use greenway path on Vanderbilt Drive to Quality Enterprises USA, Inc., in the
amount of $845,066. (Project 1617-162543)
OBJECTIVE: To replace the multi -use greenway path on Vanderbilt Drive in support of ongoing beautification
projects as established per Ordinance No. 2009-18 for the Vanderbilt Beach Beautification MSTU.
CONSIDERATIONS: This project consists of replacing the asphalt greenway sidewalk from the north side of Dunes
Boulevard to the south end of The Anchorage community with concrete and adjusting the elevation in low areas that
flood during high tide and rainy season. Agreement No. 21-7842 requires the issuance of payment and performance
bonds on projects that involve work with a value greater than $200,000. Staff is in the process of obtaining the bonds
from the contractor and will not issue the Notice to Proceed until receipt of the payment and performance bonds.
On October 27, 2025, staff issued RFQ No. 25-0813 under Agreement No. 21-7842, Roadway Contractor Services, for
the replacement of the Vanderbilt Drive Greenway sidewalk. The County received three quotes by the November 17,
2025, due date from Quality Enterprises USA, Inc. (QE) in the amount of $815,066.00, Ajax Paving Industries of
Florida for $902,454.60, Coastal Concrete Products LLC, for $833,967.00, Pavement Maintenance LLC and Preferred
Materials, Inc. responded with "no bid".

Staff reviewed the bids and found the bidding process to be fair and competitive and recommends the lowest bidder
responsible, Quality Enterprises USA, Inc., be awarded the project in the total bid amount of $815,066.00. In addition
to the bid amount, staff has allocated $30,000.00 in Owner's Allowance, for Owner's use as directed for a total amount
of $845,066.00. QE's quote is 3% lower than the engineer's "Opinion of Probable Cost" of $870,351.76.
This item is consistent with the Collier County strategic plan objective to support and enhance our commitment to robust
public safety services.
FISCAL IMPACT: The total contract cost is $845,066.00. Funding is available within the established Vanderbilt
Beach MSTU Fund (1617) to cover associated costs with this agreement.
GROWTH MANAGEMENT IMPACT: This item supports the transportation element objective to encourage
neighborhood involvement in the establishment and maintenance of safe and pleasant conditions for the residents,
pedestrians, bicyclists, and motorists on neighborhood streets, which are not classified as arterials.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board

INTRODUCTION
As requested by the Public Transit & Neighborhood Enhancement (PTNE) MSTU Division (hereinafter,
the "Division or Department"), the Collier County Board of County Commissioners Procurement Services
Division (hereinafter, "County") has issued this Request for Quote (hereinafter, "RFQ") with the intent of
obtaining bid submittals from interested and qualified contractors in accordance with the terms, conditions,
and specifications of Contract #21-7842 and as stated within the attached plans. The vendor, at a minimum,
must achieve the requirements of the Specifications and Scope of Work as stated on the project plans.
Vanderbilt MSTU was established in 2001 to aid and assist the County in carrying out the purposes of
beautification and maintenance within the MSTU. Collier County PTNE oversees the administration of the
MSTU's in coordination with Board appointed advisory committee members within the community
boundaries.
The County is requesting quotes from qualified contractors per Contract #21-7842. The target final
completion date for the project is 180 calendar days from the notice to proceed final completion, with
substantial completion 30 days prior to final completion. The engineering plans for construction are
attached and incorporated in the scope of work.
BACKGROUND
The Vanderbilt MSTU is replacing and improving the multi -use greenway path along the west side of
Vanderbilt Drive. This project will allow for improved safety for pedestrians and cyclists in this highly
populated area.
Collier County MSTU project manager will be the contact for this project and will be responsible for the
management and administration of all aspects of the construction.
TERMS OF CONTRACT
The contract term, if an award(s) is/are made is intended to be for 180 calendar days (150 days to Substantial
Completion) which will commence on the date of the Notice to Proceed (NTP).
An Owner's Allowance is included in this Contract for use solely at the discretion of the Owner. This
allowance is intended to cover additional work that may arise due to unforeseen conditions and/or as
specifically directed by the Owner.
The inclusion of this allowance in the Contract does not guarantee that the Contractor will receive any
portion of the allowance. Use of the allowance is contingent upon prior written approval by the Owner.
No materials shall be ordered, nor work performed, under this allowance without the prior submission of a
detailed quote and scope of work by the Contractor. Following review and approval, the County Project
Manager will issue a formal Work Directive. A corresponding Change Order must then be submitted and

approved by the County within thirty (30) calendar days of the issuance of the Work Directive.
All requests for use of the Owner's Allowance must include supporting documentation, including but not
limited to:
• A detailed quote
• A clearly defined scope of services
• Final invoices from all subcontractors utilized (if applicable); and
• A comprehensive breakdown of time and materials supporting the expenditure.
Failure to comply with these requirements may result in denial of the request for allowance use.
Prices shall remain firm for the entire term of this project.
Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated
into the pricing structure.
All goods are FOB destination and must be suitably packed and prepared to secure the lowest
transportation rates and to comply with all carrier regulations. Risk of loss of any goods sold
hereunder shall transfer to the COUNTY at the time and place of delivery; provided that risk of loss
prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR.
DETAILED SCOPE OF WORK
The following specifications outline the minimum requirements of Collier County for a prospective
contractor to provide RFQ 25-0813 "Vanderbilt Drive Sidewalk Improvements".
The responsibility to discern the scope of service detailed in this specification and detailed plans (attached)
shall rest solely with the contractor. A failure of the contractor to accurately assess the scope shall not
relieve any of the responsibilities to perform under the contract documents, nor shall it be considered the
basis for any claim for additional compensation.
The contractor shall provide all labor, tools, and materials necessary to perform the work described
hereunder and according to the project plans and required to comply with the following:
• All project meetings, scheduled or unscheduled, field meetings, and office work shall be considered
on the bid tab.
• All daily cleanup of the work site is required. The contractor will remove and dispose of the
existing sidewalks, pavers, and miscellaneous debris.
• The contractor will be required to obtain all permits and inspections as required per Collier County.
• All work within the right of way requires maintenance of traffic (MOT) for autos and pedestrians'
safety. The contractor will be required to set up MOT per the guidelines below.
MAINTENANCE OF TRAFFIC (MOT)
• The contractor shall verify current Maintenance of Traffic (MOT) certification and comply with the
requirements of Florida Department of Transportation (FDOT) and Collier County's (MOT) Policy
standards and requirements, available from the county Risk Management Division.
• The contractor shall utilize adequate barricades, warning devices, and the necessary safety equipment
according to Collier County Right -of -Way Ordinance.
• Flagmen are required when two-way traffic is obstructed.
• Blocking of a public right-of-way (ROW) or street, except under extreme emergency conditions, shall
not be permitted without prior approval of the project manager and arrangements made with agencies
having jurisdiction over the street to be closed.
• For safe worker visibility, approved bright day -glow red/yellow/orange colored safety vests (Class 3)
shall be worn by employees when servicing the area.

GENERAL PROVISIONS
• The contractor shall identify a singular point of contact with radio, cellular phone, and e-mail for on -
site and off -site communication to communicate with the project manager.
• The contractor shall provide a sufficient crew size for each weekly landscape service to be completed
within one (1) day, and if required, a consecutive day immediately following.
• Professional courtesy, conduct, and clothing are expected at all times.
• Replacement of plants, shrubs, trees, grass, or foliage due to death caused by neglect or damage by
the contractor, contractor's employees, or a subcontractor, as determined by the project manager, shall
be at the contractor's sole expense.
• Should additional costs be anticipated which are not covered within the contract specifications, a unit
cost shall be agreed to by the contractor and project manager prior to performing additional services.
• Accidents, thefts, and vandalism shall be reported to the project manager on the same day as
discovered, including pictures when reasonably available to be taken.
CONTRACTOR EMPLOYEES
• All employees of the contractor working under this specification shall at all times be sole employees
of the contractor's company and under the contractor's sole direction and not an employee or agent of
Collier County.
• The contractor shall supply competent and physically capable employees.
• At the direction of the project manager, the contractor shall remove any employee deemed to be
careless, incompetent, insubordinate, or otherwise objectionable and whose continued services are not
in the best interest of the County.

8. UNDERGROUND CONTRACTOR SHALL MINIMIZE THE WORK AREA AND WIDTH OF TRENCHES TO AVOID DISTURBANCES OF NATURAL VEGETATION. SPOIL FROM TRENCHES SHALL BE
PLACED ONLY ON PREVIOUSLY CLEARED AREAS OR AS DIRECTED BY THE OWNER. CONTRACTOR SHALL NOT REMOVE OR DISTURB ANY TREES AND/OR SHRUBS WITHOUT PRIOR APPROVAL

a properly signed work zone.
2. When drop-offs occur within the clear zone due to construction or maintenance
activities, protection devices are required (See Table 8). A drop-off is defined
as a drop in elevation, parallel to the adjacent travel lanes, greater than 3" with
slope (A:B) steeper than 1:4. In superelevated sections, the algebraic difference in
slopes should not exceed 0.25 (See Drop-off Condition Detail).
3. Drop-offs may be mitigated by placement of slopes with optional base material per
Specifications Section 285. Slopes shallower than 1:4 may be required to avoid
algebraic difference in slopes greater than 0.25. Include the cost for the placement
and removal of the material in Maintenance of Traffic, LS. Use of this treatment in
lieu of a temporary barrier is not eligible for CSIP consideration. Conduct daily
inspections for deficiencies related to erosion, excessive slopes, rutting or other
adverse conditions. Repair any deficiencies immediately.
4. For Setback Distance, refer to the Index or Approved Products List (APL) drawing of
the selected barrier.
5. For Conditions I and 3 provided in Table 8, any drop-off condition that is created
and restored within the same work period will not be subject to use of temporary
barriers; however, channelizing devices will be required.
6. When permanent curb heights are >_ 6", no channelizing device will be required. For curb
heights < 6", see Table B.

2. Whenever there is a difference in elevation between adjacent travel lanes, the
