Executive Summary
Recommendation to approve the termination of grant agreement (L2301) between the Florida Department of
Environmental Protection (FDEP) and Collier County for the Legislative Line Item Collier County Parks and Recreation
Athletic Courts Resurfacing project and authorize the necessary Budget Amendments.
OBJECTIVE: To terminate an agreement with the Florida Department of Environmental Protection (FDEP) and Collier
County for Legislative Line Item Collier County Parks and Recreation.
CONSIDERATIONS: On November 8, 2022 (Agenda Item 11. L), the Board of County Commissioners (Board)
approved Collier County’s State and Federal Legislative and Administrative Priorities for 2023, which contained the
County’s State appropriations project requests. One of the project requests was for $750,000 for the resurfacing of
approximately fifty (50) athletic courts throughout County parks, including related activities such as design,
engineering, permitting, construction, and construction engineering inspection services (the “Project”) to include a
$50,000 local match. The request was officially submitted to the Florida Senate in February 2023.
The request for $750,000 was reduced during the legislative session. On June 15, 2023, Governor DeSantis approved the
General Appropriations Act, which included a nonrecurring appropriation in the amount of $450,000 for the
development of Collier County’s Athletic Courts Resurfacing project, to be administered as a cost reimbursement grant
to Collier County. As such, the $800,000 project requires a local match of $350,000 to meet the $800,000 project cost.
On June 25, 2024 (Agenda Item 16.D.3), the Board approved a resolution accepting the $450,000 award and $350,000
match requirement. On March 27, 2025, the Florida Department of Environmental Protection provided Collier County
staff with the prepared agreement.
At this time, Collier County requests the formal termination of the above-referenced agreement. Thanks to the
development of successful public-private partnerships, we have completed resurfacing work on many courts originally
included in our funding request. These collaborations have enabled us to reallocate resources and return these funds so
that they may be directed toward other valuable projects across Florida.
This item is consistent with the objective of providing quality public amenities and recreational opportunities of Collier
County’s Strategic Plan.
FISCAL IMPACT: Collier County has not received any grant revenue to date for the project. Budget amendments are
required to reduce FDEP grant funding in the amount of $450,000 within Public Services Grant Fund (1839), Project
33947 and the local match in the amount of $350,000 with Public Services Match Fund (1840), Project 33947.
GROWTH MANAGEMENT IMPACT: This item is consistent with the Recreation and Open Space Element of the
Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK
