CALLTO ORDER & PLEDGE OFALLEGIAI\ICE Meeting called to order at 9 a.m. 2. ROLL CALL OF COMMITTEE MEMBERS AND STAFF . Todd Lyon- Excused absence o Bill Mulhere - Excused absence o Hannah Roberts - Excused absence o Andrew Terhune - In attendance via virtual participation Roll called and a quorum established. 3. APPROVAL OFAGENDAAI\iD MINUTES A. Approval of today's agenda o Chairman Hruby made a motion to approve the agenda. . The committee approved the agenda with no changes. Motion passed unanimously. B. Approval of July 15, 2025, meeting minutes Chairman Hruby made a motion to approve the July 15,2025, meeting minutes. Minutes approved as presented and motion passed unanimously. 4. INFOR]VIATIONAL ITEMS AND PRESENTATIONS A. Greenfield Partners - Workforce Housing (Gene GorabMatt Lewis) o Greenfield Partners would like to introduce themselves to the AHAC. They focus on workforce housing, targeting essential workers and collaborating with employers for housing solutions. B. 2025 Housing Demand Model (S. Harrington/C. Giblin) o Report represents number of cost burdened households, yearly population gro*th, existing available supply, and units needed yearly by income level. o 3,1 76 - Remaining Affordable Units needed (Yearly) o Housing Demand Model is updated annually as an internal planning tool to show the significant deficit of affordable units in the counry particularly for low-income households. July 2025 Apartment Survey (Lisa Carr) o Lisa Carr, Supewisor- Grants, presented the July apartment survey. o Survey reflects all apartment complexes in Naples and Immokalee to include address, phone number, bedroom rates for l-2-3 bedrooms, total units in development, and total available units by July 1,2O25. 5. PUBLIC COMMENT r Alex Ballina, President, Florida Development Building Group, LLC (FDBG) o Developer with focus on workforce housing projects has a property located at 1465 Golden Gate Parkway that could benefit from Live Local. o Mr. Ballina would like to know the county's policy and process in the application of Live Local as it applies to the maximum density allowed. o Requests help and support of the committee to work with the County to address the maximum density allowed under the Live Local Act. 6. DISCUSSION ITEMS A. 2025 Local Government Area Local Government Area of Opportunity (LGAO) review and selection The committee heard presentations by representatives ofboth LGAO applications, followed by a question-and-answer session for each applicant respectively. Estimated completion Date: December 2027 o Developer has extensive experience, developing 2,700 units across Florida. o Eight current projects in Collier County totaling 340 rental units . Proposed project has community suppo( and complies with environmental regulations. r Emphasizes self-management to ensure quality living conditions for residents. The Committee deliberated and selected Rural Neighborhoods, Renaissance Hall Senior Living project as the LGAO recipient. Motion passed unanimously. B. AHAC Member Terms Expiring: Review Applications & Vote o The committee reviewed the six applicants for the three terms expiring on October l, 2025. l. Stephen J. Hruby, current member (Chairman) 2. Jennifer L. Faron, current member (Vice Chair) 3. Todd Lyon, current member 4. Althea M. Irving 5. Kristin Reagan 6. Taneisha Rodriguez o Mr. Giblin read out loud a letter prepared by Mr. Lyon expressing his interest in continuing serving on the committee. o Stephen Hruby and Jennifer Faron provided individual statements as to their interest to continue serving on the committee. o Taneisha Rodgriguez was in attendance and given the opportmity to address the committee to provide an introduction, background, and interest in serving on the committee. o The committee members deliberated and unanimously agreed to re-elect Stephen Hruby, Jennifer Faron, and Todd Lyon for a new term period. o Final Board approval will be made at an upcoming Board meeting. C. 2025 SHIP Incentive Strategies Report (S. Harrington) o The final draft 2O25 SHIP Incentive Strategies Report was reviewed for final acceptance by the committee. Motion to accept the final report with no other changes passed unanimously. STAFF AND COMMITTEE GENERAL COMMUNICATIONS A. June/July 2025 Affordable Housing Website Analytics (Kristi Sonntag) . Analytic Report issued by Quest to reflect website views and where traffic is originating from. o 2,941- views in June 2025 (919 page views from google) o 4,610 - views in July 2025 (1,231 page views from google) NEW BUSINESS ADJOURN Meeting adjoumed at 10:58 a.m. 10.
