Terrible Experience at 777 Arcade on Pine Ridge
This place is absolutely awful. From the moment I
walked in, they took my ID and held onto it the
entire time, which made me feel very uneasy. None
of the employees speak English, so trying to ask a
question or get help is nearly impossible.
The customer service is terrible—rude,
unprofessional, and completely unhelpful. The
entire place gave off a bad vibe, and I felt extremely
uncomfortable the whole time I was there.
On top of that, the machines don't pay out at all. It
felt like a complete scam just designed to take your
money. I regret ever walking in.
I will never go back, and I highly recommend you
stay far away from 777 Arcade Total waste of time
and money.

I don't see how this is an allowed gambling establishment under Florida law. I highly doubt
that gambling is one of the conditional uses allowed under the Collier County Land
Development Code(the "LDC").
"Adult Arcade" is a farce we should be discussing whether we want gambling in our
backyard in this limited commerce center. Golden Gate has very few limited commerce
centers because it is intended to be a more rural residential area. Why are we using space
for gambling that could be used by more essential retailers of goods and services, thereby
saving residents from having to go to town for every day necessities.

Notice and a hearing are required under the Collier County Land Development Code for a
"conditional use"at the premises. The current zoning apparently does not outright
allow for an adult arcade on the property. However, it seems from the notice that an
adult arcade can be permitted as a conditional use.As you can see from the attached,
the arcade already seems to be violating the sign ordinance and even after warnings,
continues to ignore said ordinance and in fact, doubled down on the covering of the
windows, which is in clear violation of the original ordinance. These violations have been
ongoing since the inspector first recorded them nearly one year ago.
From the legal position:
Under Florida law, an "adult arcade" is an establishment that may operate amusement
games, but any machine offering a prize dependent on chance (like slot machines) is illegal
unless it's on tribal land or in specific locations in Broward or Miami-Dade counties. Lawful
arcades must only allow games of skill where prizes are limited (e.g., merchandise, not
cash) and a limited value per game, as defined by Florida Statutes. The term "adult arcade"
can also refer to facilities that restrict admission to persons 18 or older, but this does not
exempt them from gambling laws.
Requirements for lawful arcades
• Skill-based games: Machines must be based on skill, not chance.This means a
player's skill, not just luck, must determine the outcome.
• Limited prizes: Prizes are restricted to merchandise and gift cards, not cash or
alcohol.The value of any single prize cannot exceed a specified amount under
Florida law.
• Coin-operated machines:Traditionally, machines that operate by inserting a coin or
token are permitted.
• Admission age:These businesses can restrict entry to those aged 18 or older, but
this does not change the rules for the games played inside.
What is illegal
• Slot machines: Any game that uses mechanical slot reels, video depictions of slot
reels, or other casino-style games of chance is illegal outside of designated areas
like tribal casinos.
• Cash payouts:Any machine that pays out cash or allows for the redemption of
points or coupons for cash is illegal.
• Unregulated operations: Many establishments that are called "arcades" have been
targeted by law enforcement for operating illegally with cash payout systems, which
are technically illegal in all counties except for a few specific cases.
Legal exceptions
• Tribal lands: Gambling, including the operation of slot machines, is legal on land
owned by Native American tribes.
• Specific counties: Broward and Miami-Dade counties have specific allowances for
gambling establishments, but this does not extend to all counties in Florida.

All interested parties are invited to appear and be heard. All materials used in presentation before the
Hearing Examiner will become a permanent part of the record.
Copies of staff report are available one(1)week prior to the hearing. The file can be reviewed at the Collier
County Growth Management Community Development Department, Zoning Division; 2800 North
Horseshoe Drive,Naples, FL 34104.
As to any petition upon which the Hearing Examiner takes action,an aggrieved petitioner may appeal such
final action.Such appeal shall be filed per Section 2-88 of the Collier County Code of Laws and Ordinances
within 30 days of the decision by the Hearing Examiner.An aggrieved non-party may appeal a decision by
the Hearing Examiner to the Circuit Court of Collier County within 30 days of the decision. In the event
that the petition has been approved by the Hearing Examiner, the applicant shall be advised that he/she
proceeds with construction at his/her own risk during this 30-day period.Any construction work completed
ahead of the approval authorization shall be at their own risk.
As part of an ongoing initiative to encourage public involvement, the public will have the opportunity to
provide public comments remotely, as well as in person, during this proceeding. Individuals who would
like to participate remotely should register through the link provided within the specific event/meeting entry
on the Calendar of Events on the County website at www.collier.gov/Calendar-Events-directory events
after the agenda is posted on the County website. Registration should be done in advance of the public
meeting, or any deadline specified within the public meeting notice. Individuals who register will receive
