CAC Minutes 11/13/2025 draft COLLIER COUNTY COASTAL ADVISORY COMMITTEE (CAC) Thursday, November 13th, 2025 LET IT BE REMEMBERED that the COLLIER COUNTY COASTAL ADVISORY COMMITTEE, in and for the County of Collier, having conducted business herein, met on this date November 13th, 2025, at 1:00 p.m., at the Board of County Commissioners Chambers, Third Floor, Collier Government Center, East Naples, Florida, with the following members present: Chairman: Joseph S. Burke (City of Naples) Vice Chair: Dave Trecker (Collier County) Dr. Judith Hushon (City of Naples) Daniel High (City of Marco Island) Bob Roth (City of Marco Island) Linda Penniman (City of Naples) Erick Brechnitz (City of Marco Island) Bob Raymond (Collier County) Also Present: Andy Miller, Coastal Zone Management Colleen Greene, Assistant County Attorney Any person who decides to appeal a decision of this Board will need a record of the proceedings pertaining thereto and therefore may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Neither Collier County nor this Board shall be responsible for providing this record. I) Call to Order The meeting was called to order by Chairman Joe Burke at 1:00 P.M. II) Pledge of Allegiance The Committee recited the Pledge of Allegiance. III) Roll Call A roll call was taken by staff. A quorum was present. IV) Changes and Approval of the Agenda No proposed changes to the agenda were noted. Motion by Vice Chair Dave Trecker to approve the agenda as presented; Seconded by Dr. Judith Hushon – Approved 8/0 V) Public Comment VI) Approval of Previous Meeting Minutes Motion to approve September 11th, 2025, minutes Linda Penniman; Seconded by Bob Raymond – Approved 8/0 VII) Staff Reports Andy Miller presented the year-to-date budget report: i Adopted Budget: $37.9 million. ii Year-to-Date Actual: $49+ million. iii Surplus: 32.8% above adopted budget. He noted performance closely mirrored last year’s with slight increases. VIII) New Business A. Annual Monitoring Work Order i. Recommendation to authorize and approve to execute under a work order with Humiston & Moore Engineering to provide professional services for the State required annual monitoring of the Collier County beaches and inlets for 2026 under Contract #18-7432-CZ not to exceed to $161,547 and to promote tourism. Committee Discussion: i. Reviewed recent, current and future beach renourishment projects. ii. A question was asked if bidding was a requirement to which the answer was, no. iii. It was noted that South Marco beaches are being actively monitored for possible renourishment based on YOY beach loss. iv. It was discussed how the process for choosing this Engineering firm was made and how the decision process works. B. Doctors Pass Dredging Project. Committee Discussion: i. Bill Bladerick, Chairman Moorings Bay Citizen Advisory Committee. Commented that previous beach renourishment proects to the north of Doctors Pass contribute to the reoccurring need to dredge Doctors Pass. He also mentioned the need to address dredging area within the Bay itself and out of the Pass proper. ii. It was noted that the inlet management process was on a four-to-five-year cycle on average iii. Dredging outside of the scope of work related directly to the inlet came from separate sources. iv. It was asked if hydraulic or mechanical dredging would be utilized for the Doctors Pass project. Hydraulic dredging would be most suitable for this project. v. It was asked if there was a difference in cost for dredging within or without of the channel. The response was that it depended upon variables. vi. It was asked what the criteria was to classify a project as “promoting tourism” and how this dredging project was classified as achieving that designation. The response was that the sand harvested from this and similar projects were redistributed and used to renourish adject beach locations. vii. Pelican Bay does not participate in the County renourishment projects because of the lack of Public Access and that Clam Pass and Bay are under the direction of Pelican Bay. viii. The sand harvested from the Clam Pass dredging projects were redistributed and used to renourish the Public beaches immediately adjacent to Clam Pass, with any excess being utilized to the north. ix. Ms. Joanne Janney, a Clam Pass volunteer, spoke about the success of the restoration projects in the highly damaged areas of Clam Pass. x. Renewal of dredging permit is in approximately 18 months. Meetings have already been scheduled to address the initiation of the application process. xi. It was confirmed that the scope of work taking place at Doctors Pass would not exceed that of previous projects. Motion to approve recommendation as presented was made by Erick Brechnitz; Seconded by Dave Tucker – Approved 8/0 C. Chair Vacancy i. Two applications have been received. ii. Of the two applications received, one of the candidates is unqualified as a candidate as he is a citizen of the City of Naples. iii. A motion was made to accept the application of the remaining candidate, Tom Saverns, and was carried unanimously. VIII) Old Business A. Collier Creek Dredge Permit i. Permit processing has been in the pipeline for about 4 years. ii. The ability of the Engineering firm to secure permitting was brought into question. It was noted that the issue may not be with the engineering firm and it was noted that the Wiggins Pass project took 4 years. It was noted that the Army Corp of Engineers is experiencing a backlog, and that the National Marine Fisheries and Florida Wildlife Commission are also involved in the permitting process. It was noted that it is encouraging that there is ongoing communication taking place. iii. A recommendation was made that Collier Creek be designated as an ongoing agenda item going forward. iv. The need for continual political pressure was emphasized. IX) Announcements X) Committee Member Discussion A. Recommendation to reconvene the Water Quality Subcommittee. B. Recommendation was made to recognize J & M Marine Services for excavating debris, a large solar panel, from the swimming area on Keewaydin Island. XI) Next Meeting Date Scheduled for December 11th, 2025, at 1:00 P.M. XII) Adjournment There being no further business, a motion was made and carried to adjourn at 1:50 P.M.
