Move 16B18 to 11E: Recommendation to declare a valid public emergency to bring the unpassable roads in the
Private Road Emergency Repair Municipal Services Taxing Unit (MSTU) to a passable condition, allow for a loan
from Capital Reserves in the amount of $1.5M, approve purchase orders for Quality Enterprises for a total amount
of $1,238,800 to complete necessary repairs by Fire District zone for the Private Unpaved Road Emergency Repair

Move 17J to 11F: Recommendation to enact an Ordinance which converts the East of 951 Ad Hoc Advisory

1. Summary of the proposed ordinance (must include a statement of the public purpose,
such as serving the public health, safety, morals and welfare):
This Board will serve to assist the Board of County Commissioners in compiling
and identifying issues and relevant best practices relating to the geographic area
lying east of CR 951 (Collier Boulevard) and north of 1-75 (Alligator Alley), and to
provide a forum for the citizens of this area to identify and discuss issues facing
their community.
2. An estimate of the direct economic impact of the proposed ordinance on private, for-
profit businesses in the County, if any:
(a) An estimate of direct compliance costs that businesses may reasonably incur;
(b) Any new charge or fee imposed by the proposed ordinance or for which businesses
will be financially responsible; and
(c) An estimate of the County's regulatory costs, including estimated revenues from any
new charges or fees to cover such costs.
There is no direct economic impact.

OF 951 AD HOC ADVISORY COMMITTEE; PROVIDING FOR THE
FUNCTIONS, POWERS AND DUTIES OF THE ADVISORY BOARD;
PROVIDING FOR APPOINTMENT AND COMPOSITION; PROVIDING
FOR TERMS OF OFFICE; PROVIDING FOR REMOVAL FROM OFFICE;
PROVIDING FOR OFFICERS, QUORUM, AND RULES OF
PROCEDURE; PROVIDING FOR CONFLICT AND SEVERABILITY;
PROVIDING FOR INCLUSION IN THE CODE OF LAWS AND

WHEREAS, Collier County Resolution No. 2023-54, established the East of 951 Ad Hoc
Advisory Committee to advise the Board on identifying and discussing issues pertaining to the
geographic area lying east of CR 951 (Collier Boulevard) and north of I-75 (Alligator Alley); and
WHEREAS, Collier County Resolution No. 2024-112 established a sunset date of August
15, 2025, which was extended again by Resolution No. 2025-75A to April 8, 2026; and
WHEREAS, at its October 28, 2025, meeting, the Board of County Commissioners
reviewed the recommendations of the East of 951 Ad Hoc Advisory Committee and voted to
initiate the replacement of the East of 951 Ad Hoc Advisory Committee by converting it to the
Rural Golden Gate Estates Restudy Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION ONE: Establishment of the Rural Golden Gate Estates Restudy Committee.
The Board of County Commissioners hereby sunsets the East of 951 Ad Hoc Advisory
Committee and establishes the Rural Golden Gate Estates Restudy Committee (the Committee").
The purpose of the Committee is to serve as the primary source of community input to the Board
regarding issues pertaining to the geographic area lying east of CR 951 (Collier Boulevard) and
north of 1-75 (Alligator Alley).

SECTION TWO: Functions, Powers and Duties of the Committee.
The functions, powers, and duties of this Committee shall be to assist the Board in
identifying issues and relevant best practices, including but not limited to reviewing studies and
potential amendments to the Collier County Growth Management Plan, as they relate to the
geographic area of Collier County identified in Section One above. In addition, at the request of
the Board, the committee shall consider topics of interest to the Board.
SECTION THREE: Appointment and Composition.
The Committee shall be composed of five regular members and two alternate members
who are appointed by resolution of the Board of County Commissioners. Alternate members may
only vote in the absence of one or more regular members. Members shall, to the maximum extent
possible, represent a broad base of residents and business and property owners within the

geographical area lying East of CR 951 (Collier Boulevard) and north of 1-75 (Alligator Alley).
The existing members of the East of 951 Ad Hoc Advisory Committee are hereby appointed to the
Rural Golden Gate Estates Restudy Committee with terms commencing with the date of this
Ordinance. They are:

SECTION FOUR: Terms of Office.
Each appointment or re-appointment shall be for a term of two years. Appointments to fill
any vacancies'on the Committee shall be for the remainder of the unexpired term of office.
SECTION FIVE: Removal from Office.
Removal of members from the Committee shall be in accordance with the provisions of

Collier County Ordinance No. 2001-55,as amended;however,any member of the Committee may
be removed from the Committee,with or without cause,by a majority vote of the Board of County
Commissioners.
SECTION SIX: Officers; Quorum; Rules of Procedure.
At the Committee's first meeting, the membership shall elect a Chair and Vice-Chair. The
presence of a majority of the membership shall constitute a quorum. The Committee shall follow
Robert's Rules of Order for the transaction of business and shall keep records of the meetings,
findings, and determinations.
SECTION SEVEN: Reimbursement of Expenses.
Members of the Committee shall serve without compensation but shall be entitled to
receive reimbursement for expenses reasonably incurred in the performance of their duties upon
prior approval of the Board of County Commissioners.
SECTION EIGHT: Conflict and Severability.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of this Ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such holding shall not affect the validity of the
remaining portion.
SECTION NINE: Inclusion in the Code of Laws and Ordinances.
The provisions of this Ordinance shall become and be made a part of the Code of Laws and
Ordinances of Collier County, Florida. The sections of the Ordinances may be renumbered or re-
lettered to accomplish such, and the word "ordinance" may be changed to "section," "article," or
any other appropriate word.
SECTION TEN: Effective Date.
This Ordinance shall become effective upon filing with the Florida Department of State.

This Board will serve to assist the Board of County Commissioners in compiling
and identifying issues and relevant best practices relating to the geographic area
lying east of CR 951 (Collier Boulevard) and north of 1-75 (Alligator Alley), and to
provide a forum for the citizens of this area to identify and discuss issues facing
their community.
2. An estimate of the direct economic impact of the proposed ordinance on private, for-
profit businesses in the County, if any:
(a)An estimate of direct compliance costs that businesses may reasonably incur;
(b) Any new charge or fee imposed by the proposed ordinance or for which businesses
will be financially responsible; and
(c) An estimate of the County's regulatory costs, including estimated revenues from any

ESTATES RESTUDY COMMITTEE, PREVIOUSLY NAMED THE EAST
OF 951 AD HOC ADVISORY COMMITTEE; PROVIDING FOR THE
FUNCTIONS, POWERS AND DUTIES OF THE ADVISORY BOARD;
PROVIDING FOR APPOINTMENT AND COMPOSITION; PROVIDING
FOR TERMS OF OFFICE; PROVIDING FOR REMOVAL FROM OFFICE;
PROVIDING FOR OFFICERS, QUORUM, AND RULES OF
PROCEDURE; PROVIDING FOR CONFLICT AND SEVERABILITY;
PROVIDING FOR INCLUSION IN THE CODE OF LAWS AND
ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Collier County Resolution No. 2023-54, established the East of 951 Ad Hoc
Advisory Committee to advise the Board on identifying and discussing issues pertaining to the
geographic area lying east of CR 951 (Collier Boulevard) and north of I-75 (Alligator Alley); and
WHEREAS, Collier County Resolution No. 2024-112 established a sunset date of August
15, 2025, which was extended again by Resolution No. 2025-75A to April 8, 2026; and
WHEREAS, at its October 28, 2025, meeting, the Board of County Commissioners
reviewed the recommendations of the East of 951 Ad Hoc Advisory Committee and voted to
initiate the replacement of the East of 951 Ad Hoc Advisory Committee by converting it to the
Rural Golden Gate Estates Restudy Committee.
NOW, THEREFORE. BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION ONE: Establishment of the Rural Golden Gate Estates Restudy Committee.
The Board of County Commissioners hereby establishes the Rural Golden Gate Estates
Restudy Committee (the "Committee"). The purpose of the Committee is to serve as the primary
source of community input to the Board regarding issues pertaining to the geographic area lying
east of CR 951 (Collier Boulevard) and north of I-75 (Alligator Alley).
SECTION TWO: Functions, Powers and Duties of the Committee.

The functions, powers, and duties of this Committee shall be to assist the Board in
identifying issues and relevant best practices, including but not limited to reviewing studies and
potential amendments to the Collier County Growth Management Plan, including but not limited
to the Golden Gate Area Master Plan, as they relate to the geographic area of Collier County
identified in Section One above. In addition, at the request of the Board, the committee shall
consider topics of interest for the Board.
SECTION THREE: Appointment and Composition.
The Committee shall be composed of five regular members and two alternate members
who are appointed by resolution of the Board of County Commissioners. Alternate members
may only vote in the absence of one or more regular members. Members shall, to the maximum
extent possible, represent a broad base of residents and business and property owners within the
geographical area lying East of CR 951 (Collier Boulevard) and north of I-75 (Alligator Alley).
The existing members of the East of 951 Ad Hoc Advisory Committee are hereby appointed to
the Rural Golden Gate Estates Restudy Committee with terms commencing with the date of this
Ordinance. They are:

SECTION FOUR: Terms of Office.
Each appointment or re-appointment shall be for a term of one (1) year. Appointments to
fill any vacancies on the Committee shall be for the remainder of the unexpired term of office.
SECTION FIVE: Removal from Office.

Removal of members from the Committee shall be in accordance with the provisions of
Collier County Ordinance No. 2001-55, as amended; however, any member of the Committee may
be removed from the Committee, with or without cause, by a majority vote of the Board of County
Commissioners.
SECTION SIX: Officers; Quorum; Rules of Procedure.
At the Committee's first meeting, the membership shall elect a Chair and Vice-Chair. The
presence of a majority of the membership shall constitute a quorum. The Committee shall follow
Robert's Rules of Order for the transaction of business and shall keep records of the meetings,
findings, and determinations.
SECTION SEVEN: Reimbursement of Expenses.
Members of the Committee shall serve without compensation but shall be entitled to
receive reimbursement for expenses reasonably incurred in the performance of their duties upon
prior approval of the Board of County Commissioners.
SECTION EIGHT: Conflict and Severability.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of this Ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such holding shall not affect the validity of the
remaining portion.
SECTION NINE: Inclusion in the Code of Laws and Ordinances.
The provisions of this Ordinance shall become and be made a part of the Code of Laws and
Ordinances of Collier County, Florida. The sections of the Ordinances may be renumbered or re-
lettered to accomplish such, and the word "ordinance" may be changed to "section," "article," or
any other appropriate word.
SECTION TEN: Effective Date.
This Ordinance shall become effective upon filing with the Florida Department of State.
