Agenda 12/09/2025 Item #16G 4 (County Manager or designee to begin negotiating a new Leasehold Agreement for Hangar Construction with Collier Mosquito Control District)12/9/2025 Item # 16.G.D I- # 202543D89 Executive Summary Recommendation to authorize the County Manager or designee to begin negotiating a new Leasehold Agreement for Hangar Construction with Collier Mosquito Control District, related to the construction of aircraft hangars at the Immokalee Regional Airport. OBJECTIVE: To provide the Mosquito Control District with a new land lease on the Immokalee Regional Airport property to support their operational needs. CONSIDERATIONS: On May 10, 2022, (Agenda Item 16G1), the Authority approved a Leasehold Agreement (the “Lease”) with the Collier Mosquito Control District (the “Tenant”) to construct aircraft hangars at the Immokalee Regional Airport. The term of the fully net Lease was forty (40) years for a parcel of land approximately 449,975 square feet, which was to be utilized for the construction, and subsequent operation of: aircraft hangars, a Collier Mosquito Control District administration facility, and other support infrastructure. On August 27, 2024, the Board approved the Collier Mosquito Control District's request to terminate its land lease signed May 10, 2022 with the Airport Authority and both parties mutually agreed to terminate the agreement, effective August 28, 2024. Collier Mosquito Control District has now expressed interest in re-establishing a land lease on the same property to support their operational needs. Since the lease termination, the Airport Authority has updated its land lease policies, including terms and conditions. As a result, the prior agreement structure is no longer applicable, and any new lease would need to conform to current standards. At the CMCD Board Meeting of May 27, 2025, the CMCD Board voted to permit their Executive Director, Patrick Linn, to commence negotiations with the Collier County Airport Authority to create a new lease and to bring the new lease back to the CMCD Board for approval. Staff requests that the Board authorize the County Manager or designee to begin negotiating a new leasehold agreement with the Collier Mosquito Control District for construction of aircraft hangars at the Immokalee Regional Airport so that the Mosquito Control District can meet their operational needs and continue providing services. According to Florida Statute 125.38, for the sale or lease of county property to the United States, or state or any governmental agency or municipality, no advertisement shall be required. This item is consistent with the Collier County strategic plan objective: Develop and utilize partnerships to ensure that government facilities meet public expectations. These partnerships with other governmental entities or the private sector allow for the improvement of infrastructure and the creation of new facilities that provide economic opportunities for all parties and revert facilities to the Airport Authority at the end of the lease. FISCAL IMPACT: There’s no fiscal impact associated with this Executive Summary at this time. GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan. Good afternoon Mr. Garrett: In follow-up to our discussions of the last two weeks – and at the direction of the CMCD Board of Commissioners – the Collier Mosquito Control District formally requests termination of its lease on a 10-acre parcel on the southwest corner of the Immokalee Airport. As we discussed, recent, revised cost estimates for the entirety of the proposed project far exceeded our expectations (and thus ability to move forward). To be clear, cost estimates are now more than 300% of what we planned. That said, the District, despite careful financial planning during the past seven years, is unable to proceed with the project as planned. The amount of effort and expense put forth by both parties to reach this point in this project has been substantial. Further, the assistance and support of the County, Airport Authority, and management have been exemplary. Please advise regarding the appropriate next steps the District needs to take to follow-through with the above request.
