Executive Summary
Recommendation to approve the Master Development Agreement (MDA) between Global Flight Training Solutions,
Inc., and the Collier County Airport Authority to develop large tracts of land at the Immokalee Regional Airport.
OBJECTIVE: To obtain the approval of the Board of County Commissioners to execute the Master Development
Agreement.
CONSIDERATIONS: On June 17, 2024, Invitation To Negotiate (ITN) No. 24-8268 Immokalee Regional Airport
Development Opportunity was advertised with the purpose of soliciting proposals from any proposer(s) interested in
leasing all developable vacant property located at the Immokalee Regional Airport. The ITN closed on July 2, 2024, at
3:00 pm. Five voting members of the Selection Committee were appointed, and only one sealed proposal was received.
Global Flight Training Solutions, Inc. (GFTS) was found to be responsive and responsible by procurement and the
committee. Negotiations ensued, and a Master Development Agreement (MDA) was crafted to identify the five areas of
opportunity (phases) and to address the timing, purpose, and restrictions of the development. At the August 26, 2025,
Board of County Commissioner's meeting (Item 16.G.1.), the Board authorized the team to prepare the MDA with the
following notable terms:
1. Agreement Term: 40 years.
2. Independent Leases: Each parcel will receive an independent lease, separate from the Master Agreement's term.
-Duration: Subject to the level of investment, typically 30 years, not to exceed 50 years.
-Rate: Based on land appraisal at the time of lease preparation, with annual adjustments tied to CPI.
-Renewals: Dependent on additional investment, potentially resetting to 30/40/50 years.
3. Cure Period: The developer will have six (6) months to rectify after a letter of default/breach is issued.
4. Future Planning: The Airport Authority intends to conduct a new Master Plan and Airport Layout Plan (ALP), which
will govern future decisions concerning the airport's geographic layout and improvements.
The MDA was drafted and presented to the GFTS, and the signed agreement is attached.
This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and
facilities to effectively, efficiently, and sustainably meet the needs of our community. Also, to develop and utilize
partnerships to ensure that government facilities meet public expectations. Lastly, under Responsible Governance, to
safeguard taxpayer money by promoting fiscal stewardship and sound budget oversight.
FISCAL IMPACT: There is no fiscal impact associated with this agenda item. The fiscal impact will be realized upon
the execution of the leases for each phase, which will be brought to the Board for subsequent action.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval.
