Executive Summary
Recommendation to adopt a Resolution authorizing execution of Amendment No. 2 to Public Transportation Grant
Agreement (PTGA) 452976-1-94-01, Contract No. G2J23 with the Florida Department of Transportation to add $52,700
of FDOT funding to the Agreement for the Security Enhancements at the Immokalee Regional Airport, increasing the
total cost of the project from $243,125 to $309,000, and FDOT participation from $194,500 to $247,200, and the
associated Budget Amendments.
OBJECTIVE: To enhance existing security measures at Immokalee Regional Airport (IMM).
CONSIDERATIONS: On June 13, 2023, Agenda Item 16.G.4, the Board of County Commissioners (the "Board"),
sitting as the Collier County Airport Authority (Authority), accepted a Public Transportation Grant Agreement (PTGA)
452976-1-94-01, Contract No. G2J23, with the Florida Department of Transportation (FDOT) in the amount of
$194,500 for security enhancements at IMM. The estimated project budget was $243,125.
On May 27, 2025, Agenda Item 16.G.1, the Board accepted Amendment No. 1 PTGA 452976-1-94-01, extending the
end date of the Agreement to June 30, 2026.
The project is currently in procurement to begin the advertisement for the bidding process. However, the most recent
engineer's estimate of cost shows a substantial price escalation since the original grant acceptance. This amendment
provides additional FDOT funding (80%), but also requires additional local funds (20%).

The Authority has received Amendment No. 2 adding $52,700 of FDOT grant funding with a local requirement of an
additional $13,175 (attached). Budget amendments are required to recognize the additional grant funds and transfer
local match funds. A resolution is also required.
This item is consistent with the Collier County Strategic Plan under Responsible Governance and safeguarding the
taxpayer money by promoting fiscal stewardship and sound budget oversight. In addition, under Infrastructure and Asset
Management, to develop and utilize partnerships to ensure that government facilities meet public expectation.
FISCAL IMPACT: A budget amendment is required to recognize additional grant revenue in the amount of $52,700 in
Airport Grant Fund 4093, Project 33604; the funding source is FDOT via the PTGA agreement. This grant amendment
requires a twenty percent (20%) local match amount of $13,175. Budget amendments are also required to transfer funds
from Airport Capital Fund (3091) to Airport Match Fund (4094), Project 33604; the funding source is revenue generated
from fuel sales.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
