12/9/2025 Item # 16.F.1 ID# 2025-4645 Executive Summary Recommendation to authorize the sale/purchase of property located at 1945 Bay Street in the amount of $693,500. OBJECTIVE: To authorize the sale / purchase agreement of an improved property in the amount of $693,500 located at 1945 Bay Street for the future purpose of a Bayview Park expansion. CONSIDERATIONS: The Board previously directed staff to pursue strategic land acquisitions on Bay St. and Danford St. to expand boat launch parking; improve Bayview Park; and, to address concerns of residents on Danford Street. The County presently has five properties either under contract or in ownership to the west of this parcel, and five parcels to the east of this parcel under ownership. The purchase of this double-lot residential home will give the County twelve consecutive lots. The recommended purchase of this home is 10% above the appraised value with an allowance for doc stamps and closing costs. Additionally, staff is recommending that the seller, Nan Gerhardt, is provided one year to vacate the home after closing. Ms. Gerhardt is a former 23-year employee of the County. This past year, her husband unexpectedly passed away, and she has been challenged with health issues. Immediate relocation is a challenge due to her circumstances. Additionally, having a tenant helps to mitigate the operational cost of the County. It should be further noted that the purchase price of this property is below the Property Appraiser's market value. Additionally the County will pay closing costs. This acquisition supports the need to expand critical infrastructure. FISCAL IMPACT: Funds in the amount of $693,500 plus closing costs are available in the County-Wide Capital Fund (3001), Strategic Land Acquisitions Project (50294). GROWTH MANAGEMENT IMPACT: This project will address future requirements for boat launch parking as part of the Regional Park A.U.I.R.
