Executive Summary
Recommendation to accept and ratify the Debarment Determination made by the Procurement Services Division
Director, placing Juvert Bricks & More, LLC, in a debarred state for a period of five years, beginning December 9, 2025,
and ending on December 9, 2030.
OBJECTIVE: To accept the recommendation made by the Procurement Services Division Director to place Juvert
Bricks & More, LLC (“Juvert”), in a debarred state for a five-year period beginning December 9, 2025, and ending on
December 9, 2030. The debarment applies to all officers, directors, managers, principals, partners, qualifiers, divisions,
or other organizational elements of Juvert, which excludes them from conducting business with the County as agents,
representatives, subcontractors, or partners of other contractors.
CONSIDERATIONS: On April 25, 2025, the Procurement Services Division received written notification from the
Clerk of the Circuit Court and Comptroller Office of Inspector General (hereafter, the “Complaint for Debarment”) of an
investigation concluding Juvert submitted false estimates (quotes). During the period of June 20, 2018, through January
10, 2024, through the informal quoting process, Juvert received awards for 36 projects in which it provided and engaged
in false and questionable conduct. The awarding of those projects resulted in Juvert being paid $378,738.
On May 6, 2025, through the authority then provided in Collier County Procurement Ordinance No. 2017-08, as
amended, Juvert was placed on suspension.
Thereafter, on September 13, 2025, the County formally notified Juvert that the allegations supporting the Complaint for
Debarment were valid and the Procurement Services Director would be requesting authorization from the Board of
County Commissioners for debarment. Juvert was provided with an opportunity to formally respond to the allegations
supporting the Complaint for Debarment and the recommended debarment but failed to respond. Juvert received the
notice through certified mail, which was delivered to two different addresses.
The Procurement Services Division Director is recommending the debarment of Juvert for a five-year period beginning
December 9, 2025, and ending on December 9, 2030, as provided in Collier County Procurement Ordinance No. 2025-
34, Section Twenty-Six, Debarment and Suspension, subsections 3(b) and (c).
As provided in those sections, the scope of debarment is very broad:
b) The fraudulent, criminal, or other seriously improper conduct of a contractor may be imputed to any officer, director,
shareholder, partner, employee, or other individual associated with the contractor who participated in, knew of, or had
reason to know of the contractor's conduct.
c) The fraudulent, criminal, or other seriously improper conduct of any subcontractor associated with a contractor may be
imputed to the contractor when the conduct occurred in connection with the subcontractor's performance of duties for or
on behalf of the contractor, and the contractor has knowledge of, approved of, or acquiesced in this conduct. The
contractor's acceptance of benefits derived from the conduct shall be evidence of such knowledge, approval, or
acquiescence.
The Procurement Services Division Director recommends placing Juvert Bricks & More, LLC, in a debarred state for a
period of five years, beginning December 9, 2025, and ending on December 9, 2030. The County has implemented
internal controls specific to informal quoting monitoring and enhanced its financial system (SAP) to improve monitoring
of vendor quoting activity.
This item is consistent with the Collier County strategic plan objective of responsible governance, promoting fiscal
stewardship, and sound budget oversight.
FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
