Recommendation: to approve an after-the-fact Second Amendment to the FY25 Older Americans Act
Title III agreement between the Area Agency on Aging of Southwest Florida, Inc., and Collier County in
the amount of ($2,077.67), and authorize the necessary Budget Amendment bringing the total award to
$2,656,828.02. (Human Services Grant Fund 1837).
OBJECTIVE: To ensure continuous support for elderly clients through the Collier County’s Services for
Seniors Program (CCSS) and enhance the Quality of Place focus area by improving access to health,
wellness, and human services.
CONSIDERATIONS:
The Older Americans Act (OAA) Programs are federal initiatives that provide assistance to older persons
and caregivers and are the only federally funded support services programs directed solely toward
improving the lives of older persons. These funds are received by Collier County through the Area
Agency on Aging of Southwest Florida, Inc. (AAASWFL).
On February 11, 2025, (Agenda Item#16. D.5) The Collier County Board of County Commissioners
(Board) approved a grant award from AASWFL in the amount of $1,604,272.20 to be utilized for the
period January 1, 2025-December 31, 2025.
On August 12, 2025, (Agenda Item#16. D.6), Collier County received amendment #1 from AAASWFL
with additional carryforward funding in the amount of $1,054,633.49, increasing the award to a total of
$2,658,905.69.
On October 31, 2025, Collier County received the proposed Second Amendment from AAASWFL
reducing the Nutrition Services Incentive Program (NSIP) funding by $2,077.67, bringing the total award
amount to $2,656,828.02.
The grantor agency AAASWFL has requested a $2,077.67 reduction in funding from the Community and
Human Services Division (CHS) prior to the grant expiration date of December 31, 2025, to assist another
agency experiencing a shortfall. The proposed reduction will have no negative impact on program
delivery.

AAASWFL routinely sends CCSS agreements and amendments that require a limited turnaround time.
This timeframe makes it impossible to process the documents for the Board’s approval in the time
requested by the AAASWFL. The amendment is being presented “After-the Fact” because Collier County
received the Amendment on October 31, 2025, with an effective date of the last day the amendment had
been signed by both parties. Consequently, pursuant to CMA #5330, the County Manager is authorized to
sign AAASWFL related contracts. The amendment is being presented for Board ratification. Collier
County, as the Lead Agency, is responsible for responding to seniors’ needs and managing the spending
authority for the Federal and State Funded Services for Seniors programs.

FISCAL IMPACT: A Budget Amendment is required to reduce grant revenue in the amount of $2,077.67
for the FY25 Older American Act Title III Grant program funded by DOEA. The Budget Amendment
will decrease the funding by $2,077.67 in Human Services Grant Fund (1837) Project 33932 (NSIP).
There is no impact to the (General Fund 0001).
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and requires a majority vote for approval. -JAK
