Agenda 12/09/2025 Item #16D 8 (Chair to sign a State Housing Initiatives Partnership (SHIP) Sponsor Agreement)12/9/2025 Item # 16.D.8 ID# 2025-4824 Executive Summary Recommendation to approve and authorize the Chair to sign a State Housing Initiatives Partnership (SHIP) Sponsor Agreement in the amount of $1,200,000 for new construction assistance with Habitat for Humanity of Collier County, Inc. (Grant Fund 1053) OBJECTIVE: To support comprehensive affordable housing opportunities and further the County’s strategic plan focus area on Community Development for very low-, low- and moderate-income persons through the State Housing Initiatives Partnership Program (SHIP). CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through the documentary stamp tax on real estate transactions. Under the SHIP Program, Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to undertake eligible activities. On April 8, 2025, (Agenda Item #16. D.10), Resolution No. 2025-73, the Board of County Commissioners (Board) adopted the SHIP 2025-2028 Local Housing Assistance Plan (LHAP), and amended by technical revision adopted May 27, 2025, Item #16.D.6, Resolution No. 2025-109. The current approved LHAP includes the New Construction Assistance Strategy. The strategy allows the County to use SHIP funds for the construction of new affordable housing for very low, low, and moderate-income households. The Sponsor will receive $100,000 per completed housing unit upon receipt of a certificate of occupancy. The Sponsor will sell each housing unit to a Collier County referred applicant, thus reducing the sales price by $100,000 to allow for increased affordability. Annually, the Community and Human Services (CHS) staff advertise an application cycle to secure organizations to implement SHIP strategies. In FY25, the grant application cycle was open from February 3, 2025, through February 24, 2025. CHS received a total of five applications for SHIP-eligible projects. On March 26 and 27, 2025, the Review and Ranking committee met to review all applications and recommended the award of $1,200,000 to Habitat for Humanity of Collier County, Inc. for New Construction. The Sponsor operates as a non-profit in Southwest Florida serving very low and low-income families. The Sponsor Agreement provides funding to construct up to twelve (12) affordable housing units for family income categories that are at or below the Low-Income Area Median Income (80% AMI). The Sponsor will be responsible for site selection and construction. The SHIP funds will be secured against the property with a $100,000 promissory note and mortgage in favor of Collier County. Should the property not sell within 1 year from the date of the certificate of occupancy, the Sponsor will be required to repay the County its investment. This activity supports the Strategic Plan by supporting comprehensive affordable housing opportunities. FISCAL IMPACT: There is no new fiscal impact associated with this item. The funds are available in SHIP Grant Fund 1053, Project 33938 (1.2M). The proposed action does not have any impact on the General Fund. GROWTH MANAGEMENT IMPACT: Acceptance of these agreements will allow the County to expand affordable housing opportunities for its citizens and further the goals of the Housing Element of the Collier County Growth Management Plan.
