Executive Summary
Recommendation to approve and authorize the Chair to sign a State Housing Initiatives Partnership Sponsor Agreement
between Collier County and Community Assisted and Supported Living, Inc., (CASL) in the amount of $300,000 for the
Rental Rehabilitation strategy. (SHIP Grant Fund 1053)
OBJECTIVE: To support the County’s comprehensive affordable housing opportunities through the Rental
Rehabilitation Strategy for very low, low, and moderate-income persons utilizing the State Housing Initiatives
Partnership program.
CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local communities to
promote and advance affordable housing initiatives through a documentary stamp tax on real estate transactions.
Through the Florida Housing Finance Corporation’s State Housing Initiatives Partnership (SHIP) program, Collier
County and the City of Naples receive funds to undertake eligible activities as provided by Section 420.9075, Florida
Statutes, and 67-37, Florida Administrative Code.
On April 8, 2025, (Agenda Item #16. D.10), the Board of County Commissioners (Board) adopted the SHIP 2025-2028
Local Housing Assistance Plan (LHAP), which includes the Rental Rehabilitation Strategy. The Rental Rehabilitation
Strategy allows the County to use SHIP funds to support for-profit or non-profit organizations in rehabilitating sponsor-
owned rental units within Collier County for income-eligible renters.
Annually, the Community and Human Services (CHS) division advertise an application cycle to secure organizations to
implement SHIP strategies. In FY25, the grant application cycle opened from February 3, 2025, through February 24,
2025. CHS received a total of five applications for SHIP-eligible projects. On March 26, 2025, and March 27, 2025, the
Review and Ranking committee met to review all the applications and recommended the award of $300,000 to
Community Assisted and Supported Living, Inc. (CASL) for Rental Rehabilitation.
CASL is the owner and manager of multiple affordable housing properties in Collier County that provide supportive
affordable housing to residents with a disabling condition (mental illness or substance use disorder, etc.) including
homelessness or at risk of homelessness. The proposed agreement includes funding the rehabilitation of (five) 5 CASL-
owned duplex properties, directly enhancing the living environment for very low and low-income individuals with
special needs in alignment with LHAP objectives. Twenty households will be served.
In accordance with the LHAP, CASL will be responsible for executing a promissory note, mortgage, and land use
restriction agreement for an affordability period of thirty (30) years in favor of Collier County.
The funding for this project is $300,000, and the period of performance is November 1, 2025, to May 31, 2028.
This agreement supports the Strategic Plan by supporting comprehensive affordable housing opportunities.
FISCAL IMPACT: The funds are available in SHIP Grant Fund 1053, Project 33938. The proposed action does not
have any impact on the General Fund.
GROWTH MANAGEMENT IMPACT: Acceptance of this agreement will allow the County to improve affordable
housing and further the goals of the Housing Element of the Collier County Growth Management Plan by continuing to
provide a decent, safe and sanitary living environment to citizens of Collier County.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a majority vote for
Board approval. – CLD
