Executive Summary
Recommendation to accept and appropriate FY 2025 Q4 restricted donations from the Friends of the Library and various
donors in the amount of $48,863.08 for the benefit of the Collier County Public Library; to assign the reserve and carry
forward budgets in the amount of $180,800.00 to the appropriate funded program; and to authorize the necessary Budget
Amendments.
OBJECTIVE: To accept and appropriate FY 2025 Q4 restricted donations from the Friends of the Library and various
donors in the amount of $48,863.08 for the benefit of the Collier County Public Library; to assign the reserve and carry
forward budget in the amount of $180,800.00 to the appropriate funded program; and to authorize the necessary Budget
Amendments.
CONSIDERATIONS: The Friends of the Library of Collier County, Inc, has been committed to supporting the Collier
County Public Library (CCPL) since its founding in 1957. Their mission is to support the library; to obtain greater
usefulness or wider use of the library; and to support the literary and educational needs of the community through the
Collier County Public Library.
The CCPL has received restricted donations in the amounts of $13,644.80, $7,912.61, $5,228.00, $20,287.67, and
$185.00 from the Friends of the Library of Collier County, Inc. to provide funding for library programs and projects. In
keeping with Board Resolution #2001-255, the Friends of the Library of Collier County, Inc., informed the CCPL that
these donations were being made to the library.
Additionally, donations in the amount of $1,605 were received from the following donors:
1. Carolyn Ulanski: on June 23, 2025, Carolyn Ulanski, Trustee donated $1,000.00 to be used for general
purposes/improvements at the Headquarters Library.
2. Arthur Langel: on June 26, 2025, Arthur Langel donated $100.00 to be used for improvements at the Vanderbilt
Beach Branch Library.
3. Phyllis & Michael George: on July 10, 2025 Phyllis & Michael George donated $50.00 to be used for programs at
the Vanderbilt Beach Branch Library.
4. Sandra & James Madsen: on July 11, 2025 Sandra & James Madsen donated $100.00 to be used for improvements at
the Vanderbilt Beach Branch Library.
5. Franciscus & Karen Jungslager: on July 11, 2025, Franciscus & Karen Jungslager donated $25.00 to be used for the
purchase of books in memory of Fran Austin.
6. Austin & Shirley Rhoads: on July 13, 2025, Austin & Shirley Rhoads on behalf of the Rhoads Family Trust donated
$100.00 in support of CCPL’s Mail-a-Book program
7. Melwese Knoebel: on September 9, 2025, Melwese Knoebel donated $80.00 to be used for the purchase of books in
memory of Walter Queen.
8. Robert & Nancy Foster: on September 11, 2025, Robert & Nancy Foster donated $50.00 to be used for the purchase
of books in memory of Walter Queen.
9. Marguerite Matson: on September 20, 2025, Marguerite Matson donated $100.00 to be used for improvements at the
Vanderbilt Beach Branch Library.
Donations were received as revenue and posted in Fund (1810). The table below depicts the allocation of the donations to
projects aligned with the respective donation’s purpose as indicated.

FY 2026 budgeted carry forward and reserves within Library Grants & Project Fund (1810) were inadvertently not
assigned a funded program. A budget amendment is required to assign these commitment items to the appropriate funded
program.
Donations: This item is consistent with the Quality of Place objective of Collier County’s Strategic Plan through the
preservation and enhancement of the character of our community. Additionally, this item is consistent with the objective
to provide quality public amenities.
FISCAL IMPACT: Budget Amendments are needed to appropriate restricted donations totaling $48,863.08 to projects
within Library Grants & Projects Fund (1810) as indicated above. There is no requirement for a county match.
Additionally, a budget amendment is required to assign budgeted carry forward and reserves in the amount of $180,800,
to the appropriate funded program within Library Grants & Projects Fund (1810).
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact resulting from this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK
