Agenda 12/09/2025 Item #16B19 (Easement to Florida Power & Light Company, for the construction, installation and maintenance of underground electrical lines)12/9/2025 Item # 16.B.19 ID# 2025-4713 Executive Summary Recommendation to grant an easement to Florida Power & Light Company, for the construction, installation and maintenance of underground electrical lines and related infrastructure at the site of the new Collier County Behavioral Health Center, being constructed at 5959 Golden Gate Parkway, Naples, FL 34116; and authorize the Chair to execute any additional utility easements for water, sewer, or communications, necessary to serve the Behavioral Health Center Project. OBJECTIVE: To obtain approval to grant an easement to Florida Power & Light Company (“FPL”) for the construction, installation, and maintenance of underground electrical lines, service and related infrastructure serving the Collier County Behavioral Health Center. CONSIDERATIONS: To enable FPL to provide electrical service to the Collier County Behavioral Health Center, currently under construction, it will be necessary to grant and record the attached Underground Easement (“Easement”) in favor of FPL The Easement comprises a total of approximately 0.11 acres, as shown and described on Exhibit “A” of the Easement. It is further recognized that additional utility easements for water, sewer, communications, or other related services may be required to support the Behavioral Health Center project. Staff therefore seeks authorization for the Chairman to execute any such additional utility easements necessary, subject to County Attorney review and approval as to form and legality. This item is consistent with the Collier County strategies plan objective to plan and build public infrastructure and facilities to effectively, efficiently, and sustainably meet the needs of our community. FISCAL IMPACT: Recording costs shall not exceed twenty-seven ($27.00) dollars and will be paid from Fund 3018- 50239. GROWTH MANAGEMENT IMPACT: There is no impact to the Collier County Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. - SAA RECOMMENDATION(S): That the Board of County Commissioners approves the attached Underground Easement and authorizes the Chairman to execute it; further authorizes the Chairman to execute any additional utility easements for water, sewer, or communications, necessary to serve the Behavioral Health Center project; and directs the County Manager or designee to take all necessary steps to record the executed easements in the Public Records of Collier County, Florida.
