Executive Summary
Recommendation to approve the release of a code enforcement lien with an accrued value of $616,300 for a reduced
payment of $1,508 in the code enforcement action titled Board of County Commissioners vs. Nancy Patterson, in Code
Enforcement Board Case No. CELU20160016735, relating to Folio No. 39837680004, Collier County, Florida.
OBJECTIVE: To have the Board of County Commissioners to accept an offer to release a code enforcement lien with
an accrued value of $616,300 for a reduced payment of $1,508 in relation to Code Enforcement Board Case (CEB) No.
CELU20160016735.
CONSIDERATIONS: The CEB ordered the imposition of a lien against unimproved property (Folio No.
39837680004) owned by Nancy Patterson in Case No. CELU20160016735. The violations consisted of three
unpermitted accessory structures present without having a permitted principal residence or primary structure (Part B),
and outside storage of items on an unimproved parcel (Part C), including, but not limited to, six utility trailers, PVC
piping, scaffolding, lumber, concrete blocks, tarp, flowerpots, barrels, chairs, and a table. The lien was recorded in the
Official Records on May 5, 2017, at O.R. Book 5390, Page 3846-3847, in the amount of $9,227.08. Fines continued to
accrue for 3,070 days for Part B ($100 per day from March 26, 2017, through August 20, 2025) and 3,093 days for Part
C ($100 per day from March 3, 2017, through August 20, 2025), totaling $616,300. The owner brought the property into
compliance on August 20, 2025.
Pursuant to Resolution No. 2023-90, a request for a reduction of fines may be considered when payment of the lien
would impose severe financial hardship on the owner. Ms. Patterson states that after the passing of her father, the
property's primary caretaker, she was finally able to abate the violation. The property is being actively maintained, and
the owner offers to pay $1,508 to settle $616,300 in accrued fines. The payment of $1,508 is ten percent (10%) of the
Collier County Property Appraiser's Assessed Value of $15,080 and meets the criteria outlined in Resolution 2023-90.
There are currently no known violations on the property.
This item is consistent with the Collier County strategic plan objective to preserve and enhance the character of our
community.
FISCAL IMPACT: Acceptance of a payment of $1,508 to settle the lien will correlate to what is outlined in Collier
County Resolution 2023-90.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: The County Attorney’s Office has reviewed this item and approved it as to form and
legality. Majority support is required for approval. This item conforms to the Board’s policy contained in Resolution
2023-90.- RTT
RECOMMENDATION(S): To approve the recommended reduction of fines in the amount of $614,792, accept
payment in the amount of $1,508, release the lien, and authorize the Chairman to sign the attached release and
satisfaction of lien for recording in the Official Public Records.

F'actua! Basis for Reduction of Lien
My father had faithfully maintained the vacant lot in
Collier County for many years. Beginning in20l6,
however, he suffered multiple heart attacks and was later
diagnosed with cancer. Despite his health struggles, he
continued to do what he could for the property until his
condition worsened. Sadly, he lost his battle last year while
I was pregnant with my son, just two months before his
birth. His passing not only left our family grieving but also
without his support in caring for the property.
Since then, our family has faced extraordinary challenges.
My husband, the primary source of income for our
household, was laid offalong with the rest of his company.
At the same time, I have been coping with severe
postpartum depression while caring for our newborn. These
overlapping circumstances have placed our family under
significant emotional and financial hardship.
Despite these difficulties, we acted diligently to bring the
property into compliance. This required hiring help and
paying for the removal and disposal of debris at
considerable personal expense. The costs of compliance,
combined with our current financial instability, have made
it exkgrnely difficult ro manage both household obligations
and the lien balance.
Given the measurable expenses already incurred, the good-
faith efforts made to corect the violations, and the
extraordinary hardships our family continues to endure, we
respectfully request that the county extend forgiveness and
grwtt relief of the fines. Such consideration would provide
much-needed stability and allow us to focus on maintaining
compliance moving forward.
We remain committed to ensuring that the property stays in
full compliance in the future.
