Executive Summary
Recommendation to approve a Resolution for final acceptance of the private roadway and drainage improvements, and
acceptance of the plat dedications, including the dedication of Tract “R1”, for the final plat of Brentwood Lakes – Plat
One (a/k/a Valencia Trails Naples – Plat One), Application Number PL20180001880 (PPL) and Application No.
PL20190001608 (PPLA), and authorize the release of the maintenance security in the amount of $594,912.54.
OBJECTIVE: To have the Board of County Commissioners (“Board”) accept final approval of the infrastructure
improvements associated with the subdivision, accept the plat dedications (including the dedication of Tract “R1” with
maintenance responsibility), and release the maintenance security.
CONSIDERATIONS:
1) On October 29, 2020, the Growth Management Department granted preliminary acceptance of the roadway
and drainage improvements in Brentwood Lakes – Plat One.
2) The roadway and drainage improvements, except for Tract "R1", will be maintained by the project's homeowners'
association. Tract "R1" was dedicated to the County on the plat with responsibility for maintenance, and the County
will accept maintenance responsibility of this Tract for drainage and stormwater purposes.
3) The required improvements have been constructed in accordance with the Land Development Code. The Growth
Management Department inspected the improvements on September 29, 2025, and is recommending final
acceptance of the improvements.
4) A resolution for final acceptance has been prepared by staff and approved by the County Attorney's Office. The
resolution is required by Section 10.02.05 C of the Land Development Code. A copy of the resolution is attached.
This item is consistent with the Collier County strategic plan objective to operate an efficient and customer-focused
permitting process.
FISCAL IMPACT: The roadway and drainage improvements will be maintained by the project's homeowners
association. Maintenance costs for Tract “R1”’ will be from the Transportation Services Operations and Maintenance
budget. The existing security in the amount of $594,912.54 will be released upon Board approval. The original security
in the amount of $2,368,412.15 has been reduced to the current amount of $594,912.54 based on the work performed
and completed and pursuant to the terms of the Construction and Maintenance Agreement dated January 29, 2020.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for
Board approval. - CLD
RECOMMENDATION(S): To grant final acceptance of the roadway and drainage improvements in Brentwood Lakes
– Plat One, Application Number PL20180001880 (PPL) and Application No. PL20190001608 (PPLA), and authorize:
1. The Chairman to execute the attached resolution authorizing final acceptance of the improvements and plat
dedications (including the maintenance dedication of Tract “R1”).
2. The Clerk of Courts to release the maintenance security.

WHEREAS. the Board of County Commissioners of Collier County, Florida,
February I I ,2020. approved the plat of Brentwood Lakes - Plat One for recording; and
WHEREAS. the Developer has constructed and maintained the roadway and
drainage improvements in accordance with the approved plans and speciiications as
required by the Land Developnrent Code (Collier County Ordinance No. 04-41. as
amended); and
WHEREAS, Tract "R l " identified in the Brentwood Lakes - Plat One
Subdivision, according to the plat thereof recorded in Plat Book 67, Pages 68-83, in the
Public Records of Collier County. Florida. was dedicated to the County with the
responsibility for maintenance in plat dedication paragraph D.6; and
WHEREAS. the County seeks to fomrally confirm acceptance of the maintenancc
responsibilities lbr Tract "R1" identified in the Brentwood Lakes - Plat One Subdivision:
and
WHEREAS. the Developer is also requesting final acceptance of the roadway and
drainage improvements and plat dedications and the release of the maintenance security:
and
WHERI-IAS. the Development Revicw Division has inspected the roadwal' and
drainage improvements. and is reconrmending acceptance of said facilities.
NOW, I'HEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
CIOMMISSIONERS OF COLLIER COUNTY, FLORIDA, that final acceptance is
hereby granted for those roadway and drainage improvements and plat dedications in
Brentwood Lakes - Plat One, pursuant to the plat thereofrecorded in Plat Book 67, pages
68 through 83, and the Clerk is hereby authorized to release the maintenance security.
BE lT FURTHER RESOLVED AND ORDERED that the roadway and drainage
improvements within Brentwood Lakes - Plat One. except for Tract "RI", will be
maintained privately in the futurc and will not be the responsibility ol Collier County.
