MINUTES OF THE COLLIER COUNTY
HISTORICAL ARCHAEOLOGICAL PRESERVATION BOARD MEETING
Naples, Florida July 18, 2025
LET IT BE REMEMBERED, the Collier County Historical Archaeological Preservation Board, in
and for the County of Collier, having conducted business herein, met on this date at 9:30 A.M. in
REGULAR SESSION at the Collier County Growth Management Community Department Building,
Conference Room #609/610, 2800 Horseshoe Drive North, Naples, Florida, with the following
members present:
Chairman: Zachary Burch
Janice O’Connell
Henry( Hank) Sentowski
Cindy Carroll
Rachel Hansen
ALSO PRESENT:
Ray Bellows, Zoning Manager – Growth Management Division
Amanda Townsend, Director of Collier County Museums
Any persons needing the verbatim record of the meeting may request a copy of the audio
recording from the Collier County Growth Management Division Department of Planning and
Zoning.
1. Call to Order
Mr. Burch called the meeting to order at 9:30 A.M. Roll call was taken, and a quorum was
established.
2. Addenda to the Agenda
An addendum was added regarding the Sable Palm Road RPUD waiver application under
New Business.
3. Approval of the Agenda
Motion: To approve the amended agenda – Passed unanimously.
4. Approval of Minutes
The Board considered the January 17, 2025; February 2025; and March 2025 minutes.
Motion: To approve the January, February, and March 2025 minutes as amended – Passed
unanimously

5. Old Business
A. Historic Marker for Cemetery at Goodlette-Frank and Pine Ridge Road – update provided
regarding Jonathan Rodriguez’s Eagle Scout project and related landscaping/signage progress.
B. Everglades City Depot/Bank Building – update provided; no new formal action taken.
6. New Business,
A. Unexpected Vacancy on the Board – Announcement of Elizabeth Perdichizzi’s resignation
and departure from the area. Discussion about filling the vacancy under citizen-at-large or
other qualifying categories.
B. Gore Nature Center Historic Designation – Update provided; application for historic
designation expected in late fall 2025.
C. Waiver Application – Sable Palm Road RPUD – Board informed of application and
pending review; discussion noted that the site may be near, but not within, an archaeological
area. Action deferred to future meeting.

9. HAPB Comments
A. Zachary Burch – Thanked Bety Perdichizzi for her service to HAPB. Mr. Burch also
requested that a copy of the meeting minutes be sent to the HAPB in advance of a HAPB
meeting.
B. Janice O’Connell – Ms. O’Connell also requested that the minutes have the “draft:
designation and have pagination
C. Ray Bellows – Mr. Bellows discussed that the August 15 will be the next tentative HAPB
date, and the Sable Palm Road RPUD waiver will be the main topic of discussion.
