HAPB Minutes 08/15/2025 (Draft)Page 1 of 4 1 MINUTES OF THE COLLIER COUNTY HISTORICAL ARCHAEOLOGICAL PRESERVATION BOARD MEETING Naples, Florida — August 15, 2025 LET IT BE REMEMBERED, the Collier County Historical Archaeological Preservation Board, in and for the County of Collier, having conducted business herein, met on this date at 9:30 A.M. in REGULAR SESSION at the Collier County Growth Management Community Department Building, Conference Room #609/610, 2800 Horseshoe Drive North, Naples, Florida, with the following members present: : Chairman: Zachary Burch Janice O’Connell Henry (“Hank”) Sentowski Rachel Hansen Barry O’Brien Cindy Carroll Also Present: Ray Bellows Amanda Townsend Timothy Finn Ailyn Padron Any persons needing the verbatim record of the meeting may request a copy of the audio recording from the Collier County Growth Management Division Department of Planning and Zoning. 1. Call to Order Chairman Zachary Burch called the meeting to order at 9:00 A.M. Roll call was taken, and a quorum was established. 2. Addenda to the Agenda: Addendum: Added Item 6B under New Business — informational presentation regarding an application for the board vacancy created by the resignation of Betsy Perdichizzi. 3. Approval of the Agenda Page 2 of 4 2 Motion: To approve the agenda as amended. Maker: Janice O’Connell Second: Rachel Hansen Vote: Passed unanimously. 4. Approval of Minutes — July 18, 2025 The Board discussed discrepancies in the draft minutes, including an incorrect start time, inaccurate attendee list, and erroneous references to meeting dates. The Board agreed the corrections could not be made in session. Motion: To defer approval of the July 18, 2025 minutes to the September 19, 2025 meeting. Sabal Palm Road PUDZ Historic Waiver Applicant presented corrected archaeological site location information, confirmed by Florida DHR to be outside the project boundaries. Motion: To approve the waiver as presented. Maker: Rachel Hansen Second: Janice O’Connell Vote: Passed unanimously. 5B. Rosemary Cemetery Plot N Amanda Townsend reported that the Rosemary Cemetery Plot N project is now essentially complete. The headstones have been installed, landscaping has been placed up to the right- of-way line, and an interpretive sign is scheduled for installation within the next two weeks. The project will then be considered finished, although additional landscaping around the entire perimeter may be proposed in the future, which would require a separate right-of-way permit from the Board of County Commissioners. 5C. Everglades City Train Depot Letter of Support Ray Bellows provided an update on related City of Everglades code enforcement actions. No draft letter has been issued; the Board will monitor developments. 5D. Gore Nature Center Letter Email update from Summer Araque: property closed August 8, 2025; historic designation application anticipated for review in October or November 2025. Page 3 of 4 3 6. New Business 6A. Horr’s Island Mound B Construction Site Ray Bellows reported on concerns of possible archaeological site disturbance on Marco Island. Coordination is ongoing with the City of Marco Island; no confirmed violations at this time. Suggestion made to engage the Marco Island Historical Society. 6B. Board Vacancy — Informational Resume received from Laura Burke for the Board vacancy. The position will be advertised, and formal consideration will take place at the September 19, 2025 meeting. 7. Review of Project and Activity Log – Rosemary Cemetery to completed projects. Townsend also noted ongoing research efforts to identify the individuals buried in Plot N, working in collaboration with local historians and “citizen scholars.” Records reviewed by historian Lila Zuck suggest the remains may have been moved from downtown Naples as part of a WPA project. There is potential for further documentation to be located in the National Archives, although the records are not well indexed. The next preservation effort for the Rosemary Cemetery will be to address Plot W, with the same type of recognition and improvements provided for Plot N. Beyond Rosemary Cemetery, no additional major updates to the project log were reported. Members briefly discussed the value of completing current projects before initiating new ones 8. Public Comments Amanda Townsend provided updates on museum projects:  Restoration of ancillary structures at Roberts Ranch.  Garden & Grove project underway; completion anticipated by year-end.  Naples Depot Museum restoration and Black History Baggage Car projects scheduled for completion by year-end.  Collier Museum at Government Center preparing to host Veterans History Museum beginning September 1, 2025, with opening targeted for October 1. 9. HAPB Comments  Members complimented the revised agenda format and thanked staff for providing nameplates. Page 4 of 4 4  Future site visits to be discussed at the September 19th meeting. 10.
