MINUTES OF THE CONSERVATION COLLIER LAND ACQUISITION
ADVISORY COMMITTEE MEETING
Naples, Florida, November 5, 2025
LET IT BE REMEMBERED, the Conservation Collier Land Acquisition Advisory
Committee in and for the County of Collier, having conducted business herein, met on this
date at 9:00A.M. in REGULAR SESSION at the Growth Management Department Building,
2800 North Horseshoe Drive, Naples Florida with the following members present:

1. Roll Call
Chair Lenhard called the meeting to order at 9:08AM. Roll call was taken and a quorum was established
with 8 Members present.
A. Approval of CCLAAC Members attending the meeting remotely
All Members were present in the conference room.
2. Approval of Agenda
Mr. Howell moved to approve the Agenda. Second by Mr. Satter. Carried unanimously 8 – 0.
3. Approval of the October 1, 2025 Meeting Minutes
Mr. Howell moved to approve the minutes of the October 1, 2025 meeting as presented. Second by Mr.
Bromley. Carried unanimously 8– 0.
4. Old Business
A. Acquisition Updates - Current Acquisition Status report updated monthly in advance of CCLAAC
meeting provided as part of meeting packet and under Acquisition News at
www.conservationcollier.com for information purposes. The report will be updated monthly (last
updated 10/27/25) including parcels the County has acquired to date, offers made by the County,
pending acquisitions and those properties where the owner withdrew the application.
Ms. Araque presented the PowerPoint “Conservation Collier Acquisition Update – November 5,
2025” for information purposes: She noted:
• Upcoming – Golden Land Partners – closing scheduled for 11/14/25.
• A list properties appraisals are in process (awaiting Purchase Orders or responses to appraisal
bids, etc.).
• Several properties upcoming for rankings at the December meeting.
• The Rails to Trails property acquisition was approved by Board of County Commissioners with
Conservation Collier’s cost for participation of $8.8M with 50 percent pledge due.
• Everglades Outpost parcel in a holding pattern.
5. New Business
A. Hendrix property
1. Interim Management Plan
Ms. Motkowicz provided the “Hendrix Preserve Interim Management Plan” for consideration.
She presented a PowerPoint on the plan outlining the goals of the plan and other information
including the characteristics of the parcel, history of land use, current land use, other County
acquisitions in the area, vegetation, wildlife and recreation management activities, safety and
security proposals and the budget (2026 - $52,000 and $23,000 for 2027 and 2028).
During Committee discussion it was noted:
• There is access to the property via 40th Ave.
• The trails on the property would be integrated with other pathways owned by Conservation
Collier when the opportunity arises.
• The private conservations parcels in the vicinity are the result of the Rural Fringe Mixed
Use District TDR program where developers have severed credits for development and
placed the land in conservation.

• The fencing proposed for security would be located on the south side of the property.
Mr. Bromley moved to recommend the Board of County Commissioners approve the “Hendrix
Preserve Interim Management Plan.” Second by Mr. Watkins. Carried unanimously 8 – 0.
2. Naming of Preserve
Ms. Motkowicz presented a Memorandum dated October 29, 2025 - Subject: Naming of Hendrix
property (November 5, 2025, CCLAAC meeting). She noted a public poll was conducted offering
potential names for the preserve - 1. Black Bear Path Preserve 2. Wildcat Crossing Preserve 3.
Hidden Swamp Preserve. After reviewing the results, the top choice was “Black Bear Path
Preserve.”
Mr. Satter moved to recommend the Board of County Commissioners rename the Hendrix
Preserve “Black Bear Path Preserve.” Second by Ms. Brito. Carried unanimously 8 – 0.
B. Initial Criteria Screening Reports (ICSRs) and Rankings
During discussion the Committee requested Staff to determine the feasibility of providing the general
value of the property offered for acquisition via any publicly available information (Collier County
appraiser, MLS listings, etc.) during future presentations.
Ms. Hennig presented the following Reports and PowerPoint “
1. Nichols
“Conservation Collier Initial Criteria Screening Report –Nichols, November 5, 2025” for
consideration.
The parcel is located on Taylor Terrace in Immokalee, is 9.1 acres and scored 194 out of 400. She
noted the acquisition comprises 6 parcels however one of them may be purchased by a private
party. Action by the Committee should include a ranking on the acquisition proposal separately for
the 5 or 6 parcels should the sale come to fruition. Staff recommends the properties be placed on
the A-List for acquisition.
During Committee discussion it was noted the northern section of the Williams Farms property 400
feet westerly of these parcels may be developed for affordable housing uses, however the southern
portion will be preserve land. It would be beneficial to determine the status of the 3 parcels across
Taylor Terrace separating these parcels from Williams Farm to determine any acquisition
possibilities to provide connectivity between the properties.
Speaker
Brad Cornell, Audubon of Florida and Audubon of the Western Everglades recommended the
parcels be placed on the A-List for acquisition as they comprise a large acreage for an urban area
and is near Lake Trafford.
Mr. Bromley moved to place the application for 5 parcels on the A-List for acquisition. Second
by Mr. Clark. Carried unanimously 8 – 0.
Mr. Howell moved to place the application for 6 parcels on the A-List for acquisition. Second by
Mr. Bromley. Carried unanimously 8 – 0.
2. Symphony Properties TPMA
a. Saintelmy – 5-acre

“Conservation Collier Initial Criteria Screening Report –Saintelmy – 5 acres, November 5,
2025” for consideration. The parcel is in the Symphony Properties TPMA, is 5 acres and scores
156 out of 400. Staff recommends the property be placed on the B-List for acquisition until
additional parcels immediately nearby are acquired.
Speaker
Brad Cornell, Audubon of Florida and Audubon of the Western Everglades spoke on both
applications prior to a motion being proposed by the Committee and recommended they be
placed on the A-List for acquisition. Given the 10-acre parcel is contiguous to US Fish and
Wildlife Service conservation easements and is characterized by valuable wildlife habitat. The
5-acre parcel given it’s in the TPMA and there would be an opportunity to acquire other parcels
nearby.
Mr. Pearson moved to place the parcel on the A-List for acquisition. Second by Mr. Clark.
Motion failed 4 “yes” – 4 “no.” Chair Lenhard, Mr. Howell, Mr. Watkins and Mr. Bromley
voted “no.”
Mr. Watkins moved to place the parcel on the A-List for acquisition. Second by Mr. Howell.
Motion carried 7 “yes” – 1 “no.” Mr. Clark voted “no.”
b. Saintelmy – 10-acre (just outside TPMA)
“Conservation Collier Initial Criteria Screening Report – Saintelmy – 10 acres” November 5,
2025for consideration. The parcel is in the Symphony Properties TPMA, is 10 acres and scored
230 out of 400. Staff recommends the property be placed on the A-List for acquisition.
During Committee discussion it was noted Staff would coordinate with the School District on
the location of any preserve areas if their parcel was developed on the easterly side of the
Saintelmy property.
Mr. Watkins moved to place the parcel on the A-List for acquisition. Second by Mr. Clark.
Carried unanimously 8 – 0.
3. North Belle Meade Preserve TPMA
a. North Naples United Methodist Church Trust
“Conservation Collier Initial Criteria Screening Report – North Naples Church, November 5,
2025” for consideration. The parcel is in the North Belle Meade TPMA, is 8.5 acres and scored
214 out of 400. Staff recommends it be placed on the A-List for acquisition.
Speaker
Brad Cornell, Audubon of Florida and Audubon of the Western Everglades recommended
the parcel be placed on the A-List for acquisition given its location, other conservation
easements in the area and its valuable habitat.
Mr. Bromley moved to place the parcel on the A-List for acquisition. Second by Mr. Satter.
Carried unanimously 8 – 0.
4. I-75 and Everglades TPMA
a. Sit
November 5, 2025

“Conservation Collier Initial Criteria Screening Report – Sit, November 5, 2025” for
consideration. The parcel is in the I-75 and Everglades TPMA, is 3.35 acres and scored 165 out
of 400. Staff recommends the property be placed on the A-List for acquisition.
Speaker
Brad Cornell, Audubon of Florida and Audubon of the Western Everglades recommended
the property be placed on the A-List for acquisition given its location and potential connectivity
to areas like the North Belle Meade preserve.
Mr. Satter moved to place the parcel on the A-List for acquisition. Second by Mr. Bromley.
Carried unanimously 8 – 0.
