RESOLUTICN OF THE COLLIER COUNTY
COMMISSION PERTAINING TO THE
COLLIER coUNTY AFFORDABLE HOUSING
TASK FORCE; PROVIDING FOR THE
CREATION AND PURPOSE OF THE
COLLIER COUNTY AFFORDABLE HOUSING
TASK FORCE; PROVIDING FOR THE
MEMBERSHIP OF THE COLLIER COUNTY
AFFORD~LE HOUSING TASK FORCE;
PROVIDING FOR THE ORGANI7.ATION OF
THE COLLIER coUNTY AFFORDABLE
HOUSING TASK FORCE; PROV:DING FOR
REPORTS BY THE COLLIE~ COUNTY
AFFORDABLE HOUSING TASK FORCE TO
THE COLLIER COUNTY COMMISSION.
WHEREAS, the cost of houses nationally and locally is
rapidly escalating, and
WHEREAS, the Collier County Ccmmission desires to
create an ad hoc committee known as the "Affordable Housing
Task Force" to be appointed to assess the housing needs of
low- and moderate-income County residents and recommend
programs and policies that should be initiated to facilitate
the implementation of the Goals, Objectives, and policies of
the Housing Element of the Collier County Growth Management
Plan, and
WHEREAS,
section
12S.01(1)(t),
Florida Statues,
provides in pertinent part that the governing body of a
county may adopt resolutions necessary for the exercise of
its powers.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY THAT:
Section h
Creation and Purpose.
Pursuant
Ordinance No. 86-41 the collier County Affordable Housing
Task Force, hereinafter referred to as the "Task Force", is
hereby created as an ad hoc committee for a period of one

(1) year for the purpose of exploring and recommending to
the Board of County Commissioners viable and innovative
methods for providing adequate and affordable housing to the
citizens of Collier County.
Section ~ Membership.
(a) The Task Force shall be composed of not less than
fifteer. (15) and not more than twenty (20) members, all of
Board
of
County
whom shall
be
appointed
by the
Commissioners. The members of the Task Force shall include,
but not be limited to, representative~ of the housing
industries and financial institutions.
(b) The members of the Task Forc~ shall be appointed
for a term of one (1) year, commencing on May 1, 1989, and
terminating on April 30, 1990.
(c) Any member may be removed upon a majority vote of
the Board of County Commissioners.
If any memPer of the
Task Force resigns, dies, or is removed from the Task Force,
the Collier County Commission shall, within thirty (30)
days, fill by appointment such vacancy. Such appointment
shall be for the unexpired term of the office.
section ~ Qualifications and Requirements for
Membership 2B Board
Each member of the Task Force shall be a permanent
resident and elector of collier County and should be
reputable and active in community service. In addition, all
Task Force members should have demonstrated an interest in
meeting the housing needs of low- and moderate-income
residents of Collier County.
Any member of the Task Force who ceasps to be a
resident of Collier County during his or her term of office

shall immediately advise the Commission of such change in
status. Upon such notice, th~ Commission shall declare the
position to be vacant and shall promptly fill same pursuant
to the provisions of Section 4 herein. The
Commission's
primary consideration in appointing Task Force members shall
be to
provide the
Task Force
wi th the
technical,
business,
or
administrative
professional,
financial,
expertise necessary to effectively liccomplish the Task
Force's purpose.
section ~ Process of Appointment.
(a) Vacancies occurring on the ~ask Force shall be
publicized, but need not be advertised, in a publication of
general circulation within the County, and vacancy notices
are to be posted in the County libraries and County
Courthouse.
(b) Prior to making appointments,to the Task Force,
the Commission's staff shall provide the Commission with a
list outlining the qualifications and demographic background
of each candidate for Task Force membership, along with a
list
detailing
the
qualifications
and
demographic
backgrounds of present members seeking reappointment on the
Task Force.
(c) The Commission shall appoint the members to the
Task Force by Resolution.
Section ~ Attendance Requirement.
Any member of the Task Force shall be automatically
removed if he or she is absent lrom two consecutive Task
Force meetings without a satisfactory excuse or if he or she
is absent from more than one-half of the Task Fo~ce meetings
in a given fiscal year. A member of tho Task Force shall be

deemed absent from a meeting when he or she is not present
during at least 75\ of the meeting.
section ~ Orqanization.
(a) The organizational meeting of the Task Force shall
be held no later than June 5, 1989. At its organizational
meeting, the Task Force shall elect frcm its membership, a
Chairman and Vice-Chairman and select ;,ndividuals to serve
on the four (4) committees of the Task Force. Further
meetings of the Task Force shall be held upon the request of
the Chairman or il majority of the membel's of the Task Force.
All meetings shall be open to the public. A majority of the
members of the Task Force shall constitute a quorum.
(bl The Task Force may adopt such other rules for its
operations and proceedings as it deems necessary.
Ie) The four (4) committees of the Task Force and the
respective responsibilities of such committees are as
follows:
1) Affordable Housinq Committee - Shall
review housing options available to the
County to help provide adequate housing
for low- and moderate-income residents.
Shall consider a range of programs available
for housing development, including those
at the local, state, and federal levels.
2) Existing Housinq Committee - Shall
consider to what ext$nt local government
can and should be involved in activities
to preserve the existing housing for the
residents of Collier County. Shall focus

on methods utilized throughout the County
to preserve the existing supply of housing.
Shall focus on the availability of housing
for all segments of the resident population.
3) Finance fommittee - shall ~nvestigate ways
in which &tate and local g~vernments can
influence the supply of ad'Jquate fimmcing
fo~ housing to low- and moderate-income
families. Shall investigate the available
financial tools for the provision of housing
for low- and moderate-income families.
4) Market Rate Committee - Shall explore
alternatives that would rEduce the cost
and influence the supply of market rate
housing throughout Collier County;
including, but not limited to, zoning,
growth management policies, impact fees,
and regulatory procedures of the County.
(d) Members
of
the Task Force
shall receive
no
compensation.
Section 1.:.
Reports.
The Tas~ Force shall submit
written reports to the Board of County Commissioners on or
before September 1, 1989, and February 1, 1990, outlining
its preliminary findings. The Task Force shall submit a
final written report to the Board of County commissioners on
or before April 30, 1990, outlining its findings and
recommendations as to viable means, methods, and options for
providing adequate and affordable housing to the Citizens of
Collier County.
