OBJECTIVE: To improve the landscaping at the Immokalee Regional Airport, consistent with the CRA’s goals to strengthen the economic health of Immokalee. To support development at the Immokalee Regional Airport as an economic development catalyst for the community. This project enhances commercial aesthetics, promotes business development, and supports economic revitalization efforts within the Immokalee Community Redevelopment Area. CONSIDERATIONS: The project includes professional landscaping features such as tree and shrub plantings, green space improvements, irrigation, decorative stonework and mulch, and minor signage and lighting upgrades. These improvements not only satisfy Land Development Code (LDC) landscape requirements but also enhance the airport’s overall visual appeal, reinforcing Immokalee’s image as a professional and growing aviation destination. The landscaping improvements at the Immokalee Regional Airport have already been completed by Global Flight Training Solutions (GFTS) as part of their facility expansion project. The proposed reimbursement represents a portion of the total cost of these improvements, consistent with a prior commitment made by CRA leadership and airport management to support the company’s investment in site beautification. This item requests that the BCC acting as the CRA approve reimbursement to Global Flight Training Solutions (GFTS) in the amount of $36,764 for completed landscaping improvements at the Immokalee Regional Airport. Global Flight Training Solutions (GFTS) is an FAA Part 141–certified flight school based at Immokalee Regional Airport. The school offers a full range of pilot training from private and instrument ratings through commercial and multi-engine certification with specialized “Airline Compatible Roster” programs designed to simulate real airline scheduling patterns and build practical flight hours efficiently. GFTS also supports both domestic and international students with accommodations and a well-maintained fleet, underpinning its position as a key contributor to Immokalee’s aviation sector. This partnership with GFTS reflects a successful public private collaboration that supports economic development and workforce training within the Immokalee Community Redevelopment Area. The company’s expansion, including the construction of two additional hangars, aligns with the CRA’s mission to promote business attraction and job creation. During the October 29, 2025, Immokalee CRA Advisory Board meeting, staff and board members discussed the history of this commitment. Former CRA leadership had agreed to incentivize GFTS for landscape enhancements that would improve the appearance of the Immokalee Regional Airport and provide a more welcoming environment for students, visitors, and business partners. Although the initial commitment was not finalized before leadership changes occurred, staff recommended honoring the original intent. The Advisory Board voted unanimously to approve reimbursement of up to $36,764 for these completed landscaping improvements, recognizing that the airport itself is a County-owned facility and the enhancements benefits the broader community. This item is consistent Collier County’s Strategic Plan by supporting priorities for infrastructure enhancement, economic growth, and community investment. These improvements complement ongoing County capital projects at the airport, leveraging public and private investment to promote sustainability, strengthen community assets, enhance workforce opportunities, and promote Immokalee as a key regional hub for aviation and commerce. FISCAL IMPACT: Global Flight Training Solutions provided a total cost breakdown of $82,920.25 for Parcel B. The CRA is requesting to reimburse a portion of that total for landscaping improvements in the amount of $36,764. Funding for this request is available under the Immokalee CRA Capital Fund (1026) Economic Development Project (50264). By enhancing the visual appeal and functionality of the airport a designated employment center within the Immokalee Urban Area the project supports this objective by fostering an environment conducive to aviation-related business growth and workforce training. It also complements the Immokalee Area Study policies promoting redevelopment, infrastructure investment, and aesthetic enhancements that attract private investment and improve the community’s overall economic vitality.
