Executive Summary
Recommendation that the Board of County Commissioners, acting as the Airport Authority, adopts the attached
Resolution approving the proposed rate schedules for the Everglades Airpark, Immokalee Regional Airport and Marco
Island Executive Airport for 2026.
OBJECTIVE: To approve rate schedules for the Everglades Airpark (X01), Immokalee Regional Airport (IMM), and
Marco Island Executive Airport (MKY) for 2026.
CONSIDERATIONS: Ordinance 2010-10, Section Five C.6 states that the Authority has the power to adopt by
resolution a schedule of rates, fees, and other charges.
The Airport Leasing Policy, Section II, states that a “Rate Structure” updated and approved by the Authority annually
will serve as a guide when negotiating fees.
The 2026 notable changes to the 2025 rate schedules, based on market comparisons, current costs, or previously
approved methodology, are:
• MKY – Hangar A Storage - Unit 8, monthly rate increased from $275 to $300
• MKY – Hangar B Storage - Unit 7, monthly rate increased from $375 to $400
• MKY/IMM/X01 – Fuel pricing methodology was increased by $0.25 per gallon for both AvGas and JetA; JetA
with Prist increased by $0.05
• MKY/IMM/X01 – Fuel Flowage/Inspection Fees increased by $0.05 per gallon
• MKY – Tie Down/Overnight Parking Fees revised to show Peak Season vs Off-Season rates
• MKY – Tie Down/Overnight Parking Fees reduced daily Peak Season rate for Single Engine (Piston) by $10 to
$30/day
• MKY – Tie Down/Overnight Parking Fees revised monthly rates for a 6-month minimum agreement and a 12-
month minimum agreement for single, multi-engine, Turbo-Props & Helicopter
• MKY – Added Multi-Storage Hangar rates (Peak Season vs Off Season) for new Bulk Hangar
• MKY – Added Potable Water Service at $50 up to 20 gallons
• MKY – Parking Lot Storage Fee broken down to a weekly ($75) vs monthly rate ($300)
• MKY – Aircraft Recovery Fee (Flat Tire – nose or tail wheel) from $50 to $100
• MKY – Aircraft Recovery Fee (Flat Tire – main gear) from $150 to $200
• IMM – Terminal Building lease rate was increase $10 per square foot per year to $30 per square foot per year
• IMM – T-Hangars (Standard Unit) rate increased $10 per unit/month

• X01 – After-Hours Charge revised to reflect new times
Under Responsible Governance, to safeguard taxpayer money by promoting fiscal stewardship and sound budget
oversight. This continues to allow the Airport Authority to keep up with current economic conditions by appropriately
raising rates.
FISCAL IMPACT: Modest increases are expected in certain revenue line items. Impacted revenue categories are
expected to meet or exceed the FY2026 budget. It should be recognized that the Consumer Price Index showed an
increase of 2.9% between September 2024 and September 2025.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote of the Board
for approval. – CLD
RECOMMENDATION(S): To adopt the attached Resolution approving the 2026 rate schedule for the Everglades
Airpark, Immokalee Regional Airport and Marco Island Executive Airport.

2026 Rates and Charges
Introduction
These rates and charges have been established by the Collier County Airport Authority (the “Authority”) by
considering the costs associated with the operation and maintenance of the airport, as well as the necessary
recovery of capital investment into its facilities. It is the policy of the Authority to make the facilities and
services of the Everglades Airpark available to the general public on reasonable terms without unjust
discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or revision, are
incorporated into the Rules and Regulations by reference. The administration of these rates and charges, and
any deviation or waiver thereof as may be operationally necessary, shall be under the authority,
responsibility and control of the Division Director, Airport Manager or their Designee.
Building Rates
Terminal Office Space $30.00 Per Sq Ft/Year
T-Hangars: Units 1-8 $600.00 Per Unit/Month

The Airport Authority adjusts rental rates for airport land, existing corporate hangars, T-hangars, storage, office
space and related facilities used for commercial aviation and non-aviation activities annually (every January 1st)
in accordance with the lease rental rate adjustment program as stated in the Authority’s Board approved Airport
Leasing Policy.

The Airport Authority may negotiate land lease rates below the above listed minimum based upon the lease
term and the acreage involved.

of $70 for a lock change, tax included, will be charged. If the tenant requests a lock change, there will be a charge
of $70 for the lock change.

Flight Schools wishing to take advantage of this program will be charged the non-discounted rate for the first
1,500 or 3,000 gallons. Once 1,500 or 3,000 gallons have been purchased by new customers, the customer
will receive the applicable discounted gallon rate for future fuel purchases for the remainder of the fiscal year.
Participants that have met the minimum annual tier in the prior year will continue at the first-tier discounted
gallon rate for the subsequent year provided that all other requirements under this program have been met.
Should the non-discounted gallon rate fall below a customer discounted tiered rate, the customer will be
assessed the non-discounted rate accordingly. The above full-service discount rates include the based
customer discount of $0.10/gallon as previously referenced.
Customers may elect to have monthly or direct pay at the time of sale via Avfuel Contract Fuel. Customers
electing to pay via credit card under this program (Visa, MasterCard, Discover, American Express, Multi-
Service, Government Air Card) will be charged a service fee of 3% for each transaction. The Authority, in its
sole discretion, reserves the right to request additional information regarding aircraft ownership/exclusive
control and to reject any aircraft or fuel reseller from the program that it deems ineligible.

Participants that have met the minimum annual tier in the prior year will continue at the first-tier discounted
gallon rate for the subsequent year provided that all other requirements under this program have been met.
The above full-service discounted rates include the based customer discount of $0.15/gallon as previously

Customers may elect to be billed monthly or direct pay at the time of sale via Avfuel Contract Fuel. Customers
electing to pay with a credit card under this program (Visa, MasterCard, Discover, American Express, Multi-
Service, Government Air Card) will be charged a service fee of 3%. The Authority, in its sole discretion, reserves
the right to request additional information regarding aircraft ownership/exclusive control and to reject any

Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by considering the costs associated with the operation and maintenance of the airport,
as well as the necessary recovery of capital investment into its facilities. It is the policy of the Authority
to make the facilities and services of the Marco Island Executive Airport available to the general
public on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or revision, are
incorporated into the Rules and Regulations by reference. The administration of these rates and
charges, and any deviation or waiver thereof as may be operationally necessary, shall be under the
authority, responsibility and control of the Division Director, Airport Manager, or their Designee.

Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by considering the costs associated with the operation and maintenance of the airport,
as well as the necessary recovery of capital investment into its facilities. It is the policy of the Authority
to make the facilities and services of the Immokalee Regional Airport available to the general public
on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or revision, are
incorporated into the Rules and Regulations by reference. The administration of these rates and
charges, and any deviation or waiver thereof as may be operationally necessary, shall be under the
authority, responsibility and control of the Division Director, Airport Manager or their Designee.

Flight Schools wishing to take advantage of this program will be charged the non-discounted rate for the first
1,500 or 3,000 gallons. Once 1,500 or 3,000 gallons have been purchased by new customers, the customer
will receive the applicable discounted gallon rate for future fuel purchases for the remainder of the fiscal year.
Participants that have met the minimum annual tier in the prior year will continue at the first-tier discounted
gallon rate for the subsequent year provided that all other requirements under this program have been met.
Should the non-discounted gallon rate fall below a customer discounted tiered rate, the customer will be
assessed the non-discounted rate accordingly. The above full-service discounteddiscount rates include the
based customer discount of $0.10/gallon as previously referenced.
Customers may elect to have monthly or direct pay at the time of sale via Avfuel Contract Fuel. Customers
electing to pay via credit card under this program (Visa, MasterCard, Discover, American Express, Multi-
Service, Government Air Card) will be charged a service fee of 3% for each transaction. The Authority, in its
sole discretion, reserves the right to request additional information regarding aircraft ownership/exclusive
control and to reject any aircraft or fuel reseller from the program that it deems ineligible.

These rates and charges have been established by the Collier County Airport Authority (the "Authority") by
considering the costs associated with the operation and maintenance of the airport, as well as the necessa ry
recovery of capital investment into its facilities. lt is the policy of the Authority to make the facilities and
services of the Everglades Airpark available to the general public on reasonable terms without unjust
discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or revision, are
incorporated into the Rules and Regulations by reference. The administration ofthese rates and charges, and
any deviation or waiver thereof as may be operationally necessary, shall be under the authority,
responsibility and control of the Division Director, Airport Manager or their Designee.

Flight Schools wishing to take advantage of this pro8ram will be charged the non-discounted rate for the first
1,500 or 3,000 gallons. Once 1,500 or 3,000 gallons have been purchased by new customers, the customer
will receive the a pplica ble discou nted gallo n rate for futu re fuel purchases fo r the rema inder of the fisca I yea r.
Participants that have met the minimum ann ua I tier in the prior year will continue at the first-tier discounted
gallon rate for the subsequent year provided that all other requirements u nder this program have been met.
Should the non-discounted gallon rate fall below a customer discounted tiered rate, the customer will be
assessed the non-discounted rate accordingly. The above full-service discount rates include the based
customer discount of S0.10/gallon as previously referenced.
Customers may elect to have monthly or direct pay at the time of sale via Avfuel Contract Fuel. Customers
electing to pay via credit card under this program (Visa, Mastercard, Discover, American Express, Multi-
Service, Government Air Card) will be cha rged a service fee of 3%o lor each transaction. The Autho rity, in its
sole discretion, reserves the right to request additional information regarding aircraft ownersh ip/exclusive
control and to reject any aircraft or fuel reseller from the program that it deems ineligible.

The Annual Volume Discount Fuel Program-Jet A offers reduced aviation fuel prices for large-quantity
purchasers of fuel. New customers must have purchased more than 30,000 gallons of fuel in the previous
fiscal year (October 1 through September 30). Customers wishing to take advantage of this program will be
charged the non- discounted rate for the first 30,000 gallons.

Participants that have met the minimum annual tier in the prior year will continue at the first-tier discounted
gallon rate for the subsequent year provided that all other requirements under this program have been met.
The above full-service discounted rates include the based customer discount of S0.15/gallon as previously
referenced.
Customers may elect to be billed monthly or direct pay at the time of sale via Avfuel Contract Fuel. Customers
electing to pay with a credit card under this program (Visa, Mastercard, Discover, American Express, Multi-
Service, Government Air Card) will be charged a service fee of 3%. The Authority, in its sole discretion, reserves
the right to request additional information regarding aircraft ownership/exclusive control and to reject any
aircraft, or fuel reseller from the program that it deems ineligible.

Every tenant will be issued two (2) keys at no charge to allow them access to their hangar or other
