Executive Summary
Recommendation to authorize budget amendments in the amount of $100,000 from the Airport Authority Capital Fund
(4091) Immokalee RV Park Rehab Project (46043) and $8,908, from the Collier County Airport Fund (4090) to the
Immokalee Wetland Delineation & Permitting Project (50328).
OBJECTIVE: To establish new development areas throughout the Immokalee Airport property, and authorize the
necessary budget amendments.
CONSIDERATIONS: The objective of the Immokalee Wetland Delineation & Permitting project is to take steps
toward obtaining environmental clearances to establish new development areas throughout the Immokalee Airport
property. Some of the airport’s property includes environmentally sensitive lands, including the Florida Scrub-Jay
conservation area and previously known Gopher Tortoise and Florida Burrowing Owl habitats. The airport is near large
conservation tracts and may support other listed species like the Audubon’s Crested Caracara, Florida Bonneted Bat, and
the occasional Florida Panther. Further, the airport property contains numerous wetlands which must be identified,
flagged and mapped to determine if any level of mitigation is required to develop these affected areas.
This item is consistent with the Collier County Strategic Plan Responsible Governance objective to safeguard taxpayer
money by promoting fiscal stewardship and sound budget oversight, as well as the Community Development objective
to develop integrated and sustainable plans to protect and manage water resources.
FISCAL IMPACT: Budget amendments totaling $108,908 are necessary to include the transfer of funds from Collier
County Airport Fund (4090) to Airport Authority Capital Fund (4091) in the amount of $8,908 and to reallocate funding
within the Airport Authority Capital Fund (4091) to the Immokalee Wetland Delineation & Permitting Project (50328)
in the amount $100,000. The allocation between the various funds is shown below:
The omitted remaining task to submit and get final approval of the SFWMD Conceptual ERP / 404 Permit in the amount
of $38,311 would come as a separate action once additional funding is identified.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires a majority vote for approval. -JAK

Wetland Delineation & Permitting Project
Phase 1
for
Collier County Airport Authority
Immokalee Regional Airport
The Collier County Airport Authority (CCAA) has expressed interest in updating their Airport
Master Plan at the Immokalee Regional Airport (IMM). During a recent meeting with
AtkinsRéalis, the Executive Director of the CCAA noted that a developer expressed interest
in building new facilities on the airport’s property. Some of the airport’s property includes
environmentally sensitive lands, including Florida scrub-jay conservation area and previously
known gopher tortoise and Florida burrowing owl habitat. The airport is near large
conservation tracts and may support other listed species like the Audubon’s crested
caracara and Florida bonneted bat and the occasional Florida panther. Further, the airport
property contains numerous wetlands. The objective of this project is to take steps toward
obtaining the environmental clearances to establish new development areas throughout the
airport property.
Section 1. Scope of Services
A phased approach to the wetland delineation and permitting project based on FAA and
NEPA requirements has been prepared. Work is broken down into major task areas and
sub-task areas. For the purposes of scope definition and consultant fee development, the
work has been divided into the tasks as indicated and further discussed within the specific
section. Any modification and/or revisions to these tasks will constitute a change in the
project scope and may require a revision to the compensation to be paid to the consultant.

Task 1. Pre-Permitting
Wetlands and surface waters play a crucial role in protecting water quality, providing habitat
for fish and wildlife, and storing floodwaters. These resources are safeguarded by federal
and state regulations, including the Rivers and Harbors Act and the Clean Water Act. These
regulations aim to protect aquatic resources like wetlands through avoidance and then
minimization of adverse impacts, and finally mitigation for unavoidable adverse impacts to
aquatic resources.
At the federal level, the U.S. Army Corps of Engineers (USACE) regulates waters of the
United States under 33 CFR 325, 332; 40 CFR 230. At the state level, the Florida
Department of Environmental Protection (FDEP) and the five water management districts
oversee wetlands and surface waters under Section 373, FS. Various federal and state
resource agencies such as the U.S. Fish and Wildlife Service also review and comment on
permit applications.
Sub-Task 1A: Wetland Delineation
To accurately assess potential wetland impacts and necessary mitigation for the Immokalee
Regional Airport Master Planning Update and development project, our team will conduct a
comprehensive wetland delineation of the entire property currently owned by the Collier
County Airport Authority. The wetland delineation will be performed in accordance with the
USACE’s “Corps of Engineers Wetland Delineation Manual” (1987) and their “Regional
Supplement to the Corps of Engineers Wetland Delineation Manual: Atlantic and Gulf
Coastal Plain Region” (2010), as well as Florida’s delineation methodology outlined in
Chapter 62-340, FAC. Our team will delineate the wetlands using a sub-meter accurate GPS
and field flagging, which can be readily identified by survey crews.

Sub-Task 1B: Complete Wetland Data Forms
Both federal and state wetland delineation methodologies require the completion of wetland
data forms that document each area’s hydrology, soil characteristics, and vegetation.
Federal policy requires the completion of an upland and wetland data form for e ach unique
wetland area. Our team will complete the wetland data forms using field data and publicly
available information.

Additionally, we will evaluate each wetland area and complete Uniform Mitigation
Assessment Method (UMAM) data forms in accordance with 62-345, FC. The proposed
impact and anticipated functional loss will provide an accurate estimate of mitigation need for
the development project. Coordination with regulatory agencies may be required for
mitigation where other assessment methodologies were used.

Task 2. ERP / 404 Permitting
The environmental permitting process involves several steps to ensure compliance with
federal and state regulations. Required forms are noted in Task 1B. Given the proposal to
complete a drainage master plan for the Immokalee Regional Airport at the time of the
airport master plan project, a conceptual ERP will provide a preliminary approval for the
project’s overall design and environmental impact. The conceptual approach offers several
benefits: early identification of potential regulatory issues, streaml ines the permitting process
for future phases, and provides greater certainty for project planning and budgeting. Once
the conceptual ERP is obtained, it can be modified for specific construction activities on the
property, thereby accelerating the overall development timeline versus a “piecemeal”
permitting approach.
Section 404 of the Clean Water Act requires a permit for the discharge of dredges or fill
material into waters of the United States, including wetlands. Prior to permit issuance, the
USACE must ensure the proposed action is the least environmentally damagi ng practicable
alternative. An alternative analysis is typically required along with clearances for other
resources (e.g., listed species, cultural). Tasks include the completion and submittal of
permit application forms, associated environmental reports a nd figures, development of
dredge and fill sketches, and both internal and resource agency coordination. The fee
includes one (1) pre-application meeting per regulatory agency, one (1) site visit with each
regulatory agency, and up to two (2) requests for additional information responses per
regulatory agency.
Assumption: Fee does not include permit application fees or wetland mitigation (to be paid
by others). The fee does not include release of any conservation easements or modifications
of existing biological opinions, which can be completed under separate cover.

Note: Wildlife surveys and species mitigation are not included in this scope of services.
Should wildlife surveys and/or species mitigation be required by the regulatory agencies prior
to issuance of a permit and/or conceptual permit, a separate scope and associated fee will
be required.
Note: In the event that a drainage plan is required prior to the submission of the ERP, the
task will be put on hold until which time the drainage plan is completed and all required
information necessary for the ERP is obtained. This project does not inclu de the
development of a drainage plan. A separate scope and fee will be required for the
development of the drainage plan.

Section 2. Consultant Fee Estimate
Planning and ecological services for this project will be performed on a lump sum basis.
Each task can be completed individually based on the fee schedule below. Services for this
task will be performed as stated herein and under contract 15-6382-2, executed October 13,
2015 and amended September 22, 2020 .

anticipated.
