Executive Summary
Recommendation to (1) accept the January 1, 2026–December 31, 2031, Older Americans Act (OAA) Lead Agency
award, (2) recognize estimated Year 1 funding in the amount of $1,604,272.20, including the County’s required cash
match of $174,008.50, (3) authorize the necessary Budget Amendments and (4) authorize the extension of five time-
limited, grant-funded positions to support the program through March 31, 2032.
OBJECTIVE: To ensure uninterrupted support services for frail and elderly clients served by Collier County Services
for Seniors (CCSS) through the Older Americans Act programs, advancing the County’s Strategic Plan by promoting
access to health, wellness, and human services.
CONSIDERATIONS: Collier County Services to Seniors (CCSS) has provided Older Americans Act (OAA) case
management, supportive services, nutrition, and caregiver services for more than 35 years, ensuring access to essential
in-home and community-based supports for older adults and their caregivers.
The OAA is a federally funded program offering a variety of in-home and community-based services. All OAA Services
must be centered and delivered with the goal of providing elderly clients with the support and assistance needed so that
they may remain in the community, leading independent lives in the least restrictive environment with dignity, for as
long as possible. These funds are received by Collier County through the Florida Department of Elder Affairs and
administered by the Area Agency on Aging of Southwest Florida (AAASWFL).
The OAA notice of funding was released by AAASWFL on June 2, 2025. The purpose of the RFP was to solicit
applications from qualified agencies/organizations interested in providing services to the 60+ population within Collier
County and other functions required by law as an OAA service provider. The Services for Seniors application was due on
August 11, 2025. On October 6, 2025, CCSS was notified of AAASWFL intent to award the OAA funding to Collier
County for five years beginning January 1, 2026 – December 31, 2031. Each year staff will bring forward and estimated
annual award amount through 2031.
The estimated grant award for year 1 is $1,604,272.20 and will be used to fund the program beginning January 1, 2026,
and ending December 31, 2026. The table below provides a detailed breakdown of the estimated award, estimated local
vendor match and estimated local cash match amounts. Matching funds are available in the Human Services Grant Fund
(707) Reserves via carry forward. Budget amendments for these programs will be used to offset eligible expenses and
strengthen the County’s required local match.

Advancing the County’s Strategic Plan by promoting access to health, wellness, and human services.
FISCAL IMPACT: Budget Amendments are required to recognize estimated grant revenue in the amount of
$1,604,272.20 for the FY26 Older American Act Title III Grant Program funded by the DOEA. The funds reside in the
Human Services Grant Fund (1837) Projects 33962 (III-B); 33964 (C1); 33965 (C2); 33963 (3E); and 33966 (NSIP).
A local match of ten percent (10%) is required in the amount of $174,008.50 and will be met by a combination of local
funding of $124,192.51 and estimated vendor match contribution of $49,815.99. The NSIP program does not require a
match. Budget amendments are required for the local match portion. $64,192.51 is available through the carry forward
(Reserves) in Human Services Grant Fund (1837). A budget amendment transferring $60,000 from Community &
Human Services Grant Support Fund (1806) to Human Services Grant Fund (1837) will be needed to cover the
remainder of the local match requirements. There is no impact on the General Fund (0001).
The fiscal impact of the proposed positions for FY2026 has been fully accounted for within the previously approved
grant budget. Funding for salaries, benefits, and associated costs was included in the original budget allocations and
remains available under the current grant provisions. As such, the addition of the following FTEs, will not result in any
increase to the general fund, the positions will be fully grant funded.
