11/10/2025 Item # 16.B.6 ID# 2025-4445 Executive Summary Recommendation to approve Agreement No. 23-8164, "Design Services for Goodlette-Frank Road from Vanderbilt Beach Road to Immokalee Road," with BCC Engineering, LLC, in the amount of $3,149,698.00, and authorize the Chair to sign the attached Agreement. (Project 60259). OBJECTIVE: To obtain design services for the Goodlette-Frank Road project from Vanderbilt Beach Road to Immokalee Road (the "Project"). CONSIDERATIONS: The Project encompasses approximately a 1.6-mile section of Goodlette-Frank Road from the intersection at Vanderbilt Beach Road, extending north to the intersection of Immokalee Road. Goodlette-Frank Road has bridges over a golf cart pathway and Pelican Marsh Boulevard at approximately 0.8 and 0.7 miles north of Vanderbilt Beach Road, respectively. The proposed roadway improvements for the Project consist of expanding the entire corridor to four travel lanes, repairing and widening the existing two bridge structures, completing the closed drainage system and lighting, and providing a multi-use pathway on the west side and a sidewalk on the east side. On April 9, 2024 (Agenda Item No. 16.B.2), the Board approved the selection committee's ranking and authorized staff to begin contract negotiations with the number one ranked firm, Kisinger Campo & Associates, Corp. (“KCA”). After four negotiation meetings and deliberations, staff reached an impasse with a KCA on a proposed design fee in the amount of $4,157,149.68. Upon refusal to accept KCA's offer, the County issued a letter to terminate negotiations on January 30, 2025, and proceeded to negotiate with the second-ranked firm, BCC Engineering, LLC (“BCC”). BCC's initial offer started at $4,706,732.85. After negotiations, the parties agreed to a recommended design fee of $3,149,698. While the final negotiated amount did not change, staff convened for additional meetings to update the scope of work and budget distribution between the Transportation Management Services Department and the Public Utilities Department. BCC Engineering, LLC is a full-service engineering firm with design experience for agencies like the Florida Department of Transportation District 1 and the Collier Metropolitan Planning Organization. BCC specializes in highway, bridge & roadway design; drainage; utility coordination/engineering; traffic engineering studies; signing & pavement marking; signalization; lighting; ITS; and graphic design. The completed Project will be consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: The total contract award for design services is $3,149,698.00. The primary funding source for this project is Road Impact Fees District 1 Fund (3090), within Project 60259. The Collier County Water Sewer District utilities component will be funded by CO Water Capital Projects Fund (4012), Project 70071 and CO Sewer Capital Project Fund (4014), Project 73065.
