OBJECTIVE: To provide continued transit service to the rural area of Collier County and safeguard the use of local funding. CONSIDERATIONS: Title 49 Section 5311 of the United States Code provides funding through the Federal Transit Administration (FTA) each year through an application process administered by the Florida Department of Transportation (FDOT). Collier Area Transit (CAT) has been awarded FTA 5311 funds for the purpose of providing transit service to the rural areas of the County. On October 26, 2021, the Board of County Commissioners (Board) approved a Resolution for the execution and submittal of an application for the FY2022-2023 FTA Section 5311 ARP/CRRSAA Grant. On January 10, 2022, FDOT notified and issued the Public Transit and Neighborhood Enhancement (PTNE) Division a recommendation for award to provide continued operational, administrative, and managerial funding for the provision of public transportation services in the rural areas of Collier County. On February 14, 2023, the Board of County Commissioners (Board) approved a PTGA with FDOT to provide continued public transportation to the eligible rural routes in the amount of $2,264,610. On September 10, 2025, Transportation Management Services Department staff submitted a request to FDOT to extend the current agreement set to expire December 31, 2025, to June 30, 2026, to fully spend down the awarded funds before the contract expires. The agreement was executed on February 24, 2023. However, due to the availability of previous 5311 Rural funding the county didn't start using the funds until January of 2024. Additionally, due to the most recent census data and the rural route determination, there has also been a reduction in the Rural area by 1.1%. Finally, service cost for next fiscal year will decrease per new operations contract rates. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: There is no additional fiscal impact associated with this item. Funding was previously appropriated within CAT Grants Fund 4031, Project 33845. GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the Transportation Element of the Growth Management Plan. The Agency requests an Amendment of the Agreement, to extend the end date of the Agreement to the 30 day of June, 2026, for additional time to complete the Project for the following reasons: Collier County is experiencing a year over year reduction in rural areas within the county. Due to this, there has been a decrease in ridership in the rural areas resulting in the inability to fully spend down the awarded funds before the contract expires. Based on invoices received by the Department, compared to this time last year, ridership is down more than 300 trips and 2200 miles per month. This contract ends on 12/31/25, however, based on the expenditure rate of Collier County it is expected the funds will be fully u tilized by 5/31/26. Collier County is requesting an extension to June 30, 2026. The Department agrees to the requested extension of the Agreement. All of the terms and conditions of the Agreement and any amendments thereto shall remain in full force and effect.
