Executive Summary
Recommendation to approve and execute a County Incentive Grant Program (CIGP) State-Funded Grant Agreement with
the Florida Department of Transportation (FDOT) (FPN 452247-1-34-01) reimbursing the County up to $750,000 for the
design, engineering, and permitting of the "Immokalee Road Corridor Improvements" project to make roadway and
intersection improvements along the 2-mile section of Immokalee Road from Livingston Road to Logan Boulevard and
authorize the necessary Budget Amendment. (Project 33958, Funds 1841 and 1842)
OBJECTIVE: To complete the design, engineering, and permitting of the "Immokalee Road Corridor Improvements"
project (the "Project") with funding assistance from the FDOT CIGP Agreement.
CONSIDERATIONS: In 2021, Collier County approved the Immokalee Road Corridor Congestion Study which
analyzed intersections along Immokalee Road from Livingston Road to Logan Boulevard. The study analyzed both
conventional and innovative intersection alternatives along Immokalee Road to accommodate future roadway volumes.
The Board authorized the application for FDOT funding on June 28, 2022, Item 16.A.15. FDOT has awarded up to
$750,000 in matching funds for the design of the Project.
The Project encompasses a 2-mile section of Immokalee Road from the intersection with Livingston Road, extending
east to the intersection of Logan Boulevard. Within this section of Immokalee Road there are intersections with a series
of community and business access points and an intersection with I-75.
The Project is intended to relieve congestion and improve operations along this Immokalee Road corridor. An improved
roadway network is not only needed for commuting purposes, but also critical to improve access for emergency
responders including fire departments, medical services, and law enforcement. The additional capacity provided by the
improvements will provide for a more efficient connection between many community resources including existing
neighborhoods, a library, churches, a nearby hospital, and commercial businesses.
The Project is consistent with the Collier Metropolitan Planning Organization (MPO) 2045 Long Range Transportation
Plan (LRTP) Cost Feasible Plan (reference p6-17, Table 6-8 SU Box Funds) and is funded for Construction in FY28 in
the MPO’s FY2026-2030 Transportation Improvement Program using a combination of Transportational Regional
Incentive Program (TRIP), CIGP and Local Funds. The County's FY22-FY26 5-Year Work Program (AUIR) also lists
this Project.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $750,000 within the
Transportation Grant Fund (1841), Project 33958. The funding source is FDOT via the CIGP agreement. This grant
requires a fifty percent (50%) local match amount of $750,000. A Budget Amendment is needed to transfer funds from
Road Impact Fee – District 4 Fund (3093), Project 60276, to Transportation Match Fund (1842), Project 33958.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation Plan
and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major
roadway system at an acceptable Level of Service.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote of the Board
for approval. – CLD
