Agenda 11/10/2025 Item #16A18 (Authorize Domestic Animal Services (DAS) to participate in Petco Love’s “Vaccinated & Loved” campaign)11/10/2025 Item # 16.A.18 ID# 2025-4544 Executive Summary Recommendation to authorize Domestic Animal Services (DAS) to participate in Petco Love’s “Vaccinated & Loved” campaign, which includes acceptance of in-kind vaccine donations and the proactive acceptance of $3.00 stipends per vaccine administered. This public-private partnership is designed to increase community access to core pet vaccinations, reduce preventable disease, and strengthen public health outcomes at no cost to the County. OBJECTIVE: To expand DAS’s ability to provide preventive veterinary care to community-owned pets through public- facing vaccine clinics, reduce the number of animals entering the shelter due to treatable illnesses, and enhance DAS’s efforts to return pets to their owners through associated services such as microchipping and licensing, all while minimizing taxpayer burden. CONSIDERATIONS: Petco Love’s Vaccinated & Loved campaign is a national initiative aimed at reducing the spread of contagious and preventable diseases such as parvovirus, distemper, and panleukopenia by supporting municipal and nonprofit organizations in delivering free public vaccine clinics. Through this program, DAS would receive: 1. No-cost DAPPv (canine) and HCP (feline) vaccines for public events; and provide them at no cost to the community; and 2. A $3.00 stipend for each vaccine administered, offsetting program costs. Participation is restricted to family-owned pets and excludes animals in shelter, rescue, or foster care. DAS will utilize its existing veterinary resources and trained personnel to ensure proper vaccine handling, cold chain storage, and administration in accordance with Florida regulations. This initiative is aligned with DAS’s broader community health strategy, which prioritizes preventive care, early intervention, and public outreach as cost-effective methods of reducing shelter intake, improving live outcomes, and promoting responsible pet ownership. Hosting vaccine events also provides a critical touchpoint to offer microchipping, licensing, and education, directly supporting the County’s goals of increasing Return-to-Owner (RTO) rates and reducing the volume of animals entering the shelter system unclaimed strays. Moreover, by reducing preventable disease within the community, DAS can mitigate the financial impact of disease outbreaks, which are costly to manage and can result in prolonged shelter stays, increased medical costs, and higher euthanasia risk. Staff is requesting the Board of County Commissioners authorize staff to: 1. Accept in-kind vaccine donations (DAPPv and HCP) through the Petco Love Vaccinated & Loved campaign 2. Proactively accept a $3.00 stipend per vaccine administered 3. Utilize Petco Love’s marketing materials, including bilingual outreach tools, to promote vaccine events This initiative strengthens DAS’s ability to provide essential services, reduce taxpayer costs, and protect both animal and public health in our community. This supports the strategic plan item to develop and utilize partnerships to ensure that government facilities meet public expectations. FISCAL IMPACT: There is no cost to the County for participation. Vaccines are provided at no charge, and the $3.00 per-vaccine stipend will directly support a portion of operational needs related to hosting clinics. Stipends will be deposited in account 1149-155418-366900. This public-private partnership exemplifies a cost-efficient, high-impact investment in community wellness and animal welfare.
