(Project 60237) OBJECTIVE: To construct safety improvements on 3.56 miles of Everglades Blvd. North from 45th Ave. NE to Immokalee Road, by adding 4-foot-wide paved shoulders on both sides of the roadway. CONSIDERATIONS: On May 16, 2025, the Procurement Services Division issued Construction Invitation to Bid (“ITB”) No. 25-8396, Everglades Blvd. North Shoulder Improvements. Collier County Transportation Engineering’s In-House Design Team reviewed the bid schedule and confirmed that the bid is approximately 13.9% below the Engineer’s Opinion of Probable Construction Cost of $7,883,853.20. Staff recommends awarding the contract to General Asphalt in the amount of $6,792,335.78. Staff has included an Owner’s Allowance of $100,000 in the award to cover unanticipated costs, including but not limited to unforeseen site conditions encountered during construction. Use of this allowance will occur only at the County’s direction, if necessary, and is subject to the terms of the attached Agreement. Any work authorized under this allowance must be properly documented for proper invoicing. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: The total funding required for this contract is $6,892,335.78, which includes $100,000 for the Owner’s Allowance. Budget amendments of $5,290,335.78 are required to reallocate funds from project 60090 Traffic Signal Timing and Project 60131 Road Resurfacing within the Transportation Capital Fund (3081) and Road Construction Gas Tax Capital Fund (3083) to Project 60237, to award the construction contract and open the PO. Staff reviewed the bids received, and four (4) bidders were deemed responsive and responsible as shown above. Preferred Materials, Inc., were deemed non-responsive for failing to submit the license and the correct bid schedule required in bid documents. Staff determined that General Asphalt Co., LLC, is the lowest responsive and responsible bidder. Staff recommend the contract be awarded to General Asphalt Co., LLC, the lowest responsive and responsible bidder, based on the award of the Total Bid Amount for a total of $6,792,335.78. References were provided, and the completed Vendor Reference Check Logs for each reference are attached hereto. The project references provided by General Asphalt Co., LLC were all contacted. The EOR determined the references contain sufficient relevant experience with similar projects to demonstrate the required successful experience to complete the project. Based on favorable performance reviews provided on the Vendor Reference Logs and its licensing, General Asphalt Co., LLC, formed in 1966 in Miami, FL, is a qualified firm to conduct the requested work. The contractor and it subs were able to mill and resurfaced 6000 LF of Runway within ten day. The work included demolition and installation of lights and pavement marking.
