Executive Summary
Recommendation to approve the Naples Zoo stormwater treatment system project and authorize construction of the
proposed improvements.
OBJECTIVE: Obtain Board of County Commissioners (Board) approval of the Zoo’s proposed stormwater treatment
system, as required under the lease agreement.
CONSIDERATIONS: Pursuant to Article 9.A. of the lease agreement between the Board and Naples Zoo, any
modifications, alterations, additions, or improvements to Zoo property exceeding $25,000 require prior Board approval.
The Zoo’s President/CEO has requested approval to improve property southeast of Lake Victoria and adjacent to the
Gordon River. The project consists of constructing a stormwater treatment system designed to improve the quality of
effluent discharged into the Gordon River. Key components include:
• Utilization of existing Lake Victoria
• Installation of a new pump station
• Creation of a treatment reservoir
• Incorporation of filtration media for nutrient reduction
This project has been coordinated with and reviewed by the Florida Department of Environmental Protection (FDEP).
The FDEP application has been deemed complete and is pending issuance of the Industrial Discharge Permit. A Site
Development Plan (insubstantial change) application is also under review by Collier County Growth Management
Community Development Department. Additionally, staff is requesting clarification that administrative approval of site
development plan changes and/or Building Permits meets the intent of the requirement for Board approval under Article
9.A. of the lease agreement for future modifications, alterations, additions, or improvements to the Zoo property.
This item is consistent with the Infrastructure, Asset Management, and Quality of Place elements of the Collier County
Strategic Plan.
FISCAL IMPACT: There is no fiscal impact associated with this approval. The Zoo is responsible for all construction
costs associated with this project.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this request.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK
