Executive Summary
Recommendation to approve and authorize the Chair to sign 1) Amendment #1 to Agreement #APR21-24 for pre-
development and construction, 2) Amendment #1 to Agreement #ARP21-25 for impact fees, and 3) Agreement #ARP21-
28 for pre-development and construction associated with Renaissance Hall at Old Course Phase 1 to further affordable
housing initiatives provided through a grant from the U.S. Department of the Treasury, State and Local Fiscal Recovery
Funds. (Housing Grants Fund 1835, Project 33765).
OBJECTIVE: To promote the development of affordable workforce housing in support of the County’s strategic
objective to enhance comprehensive affordable housing opportunities.
CONSIDERATIONS: The Consolidated Appropriations Act of 2021 (American Rescue Plan) included a $900 billion
relief package that made funds available for a variety of uses for state and local governments. Included in the legislation
was a $350 billion State and Local Fiscal Recovery Fund (“SLFRF”), of which Collier County has received an
allocation of $74,762,701. On June 9, 2021, the County entered into an Agreement with the United States Department of
the Treasury for a grant to execute and implement this funding.
The initial use of SLFRF funds allocated to the development of affordable housing at the former Golden Gate Golf
Course included allocations of SLFRF funding to Phase 1 and Phase 2 of the Renaissance Hall housing projects. The
Developer has returned the grant funds allocated for Phase 2 due to not yet securing financing. The Board, on September
23, 2025 (Agenda Item #16.A.10), approved an extension of the Developer Agreement financing requirements.
The proposed Amendments to Agreements #21-24 and #21-25 are as follows:
Agreement #21-24
On August 13, 2024, Agenda Item #11.A, the Board approved Agreement #ARP21-24 in the amount of $8,916,402.76
for pre-development and construction costs associated with the development of 252 affordable workforce housing units
at the former Golden Gate Golf Course.
1st Amendment includes the following revisions:
(a) to the Collier County Project Number, from CC4.4 to CC4.6
(b) to Project Details Project Number
(c) to Performance Deliverables to require a Conflict of Interest Disclosure Form for Subrecipient/Developer/Vendor
and an Affidavit Regarding Labor and Services (Trafficking)
(d) to Performance Deliverables to include a new Exhibit E Whistleblower Protections Certification added to the
Amendment
(e) to Payment Deliverables Project Number, and
(f) to Exhibit C to update Key Performance Indicators.
Agreement #21-25
On August 13, 2024, Agenda Item #11.A, the Board approved Agreement #ARP21-25 in the amount of $1,130,551 for
impact fees associated with Phase I.
The 1st Amendment includes the following revisions:
(a) to the Collier County Project Number, from CC4.4 to CC4.6
(b) to Project Details Project Number
(c) to Performance Deliverables to require a Conflict of Interest Disclosure Form for Subrecipient/Developer/Vendor
and an Affidavit Regarding Labor and Services (Trafficking)

On March 22, 2022, Agenda Item #16.D.7, the Board approved Amendment #5 of the ARP Plan including changes to
funding allocations to support Affordable Housing activities, and approved a conditional award in the amount of
$538,357 that was made to the Developer, Renaissance Hall at Old Course, for Phase 2 construction. On September 11,
2025, the Developer requested a reallocation of funds from Agreement #ARP21-26. Agreement ARP #21-28 includes an
award amount of $538,357, to Phase 1 for pre-development and construction costs and a period of performance from
December 29, 2022, to September 30, 2026.
The scope of work includes pre-development and construction costs, including but not limited to, impact fees to support
Phase 1 of the project's affordable workforce housing. The County’s ARP Recovery Plan has identified the project to
benefit impacted and disproportionately impacted households in Collier County with initial occupancy slated for
February 2026.
This project supports the County’s strategic objective to enhance comprehensive affordable housing opportunities.
FISCAL IMPACT: There is no new fiscal impact. The two grant Amendments and new Agreement will be paid
by funds from State and Local Fiscal Recovery Funds residing within the Housing Grants Fund (1835), Project No.
33765, and will allow the Community and Human Services Division (“CHS”) to administer, implement, and monitor
funds awarded for these activities.
GROWTH MANAGEMENT IMPACT: Providing funding to assist in the development of housing that is affordable
furthers the goals, objectives, and policies in the Housing Element of the Collier County Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote for
