Executive Summary
Recommendation to approve Change Order No. 7 under Professional Service Agreement No. 06-4000, Purchase Order
4500184671 with Jacobs Engineering, Inc., to add $40,990 to Task 6 and reallocate $11,230 from Task 1, $3,000 from
Task 2, and $1,130 from Task 4 all to Task 6, for the Post Design Services for the "Vanderbilt Beach Road Extension
from Collier Boulevard to 16th Street N.E." project; and authorize the Chair to sign the attached Change Order. (Project
Number 60168)
OBJECTIVE: To modify the task for Post Design Services for Agreement No. 06-4000 for the Vanderbilt Beach Road
Extension from Collier Boulevard to 16th Street N.E.
CONSIDERATIONS: On December 12, 2006 (Agenda Item 10.A), the Board approved Professional Service
Agreement No. 06-4000 (the “Agreement”) with CH2M Hill, Inc. n/d/b/a Jacobs Engineering, Inc. (collectively, the
“Design Consultant”) to complete the design of the Vanderbilt Beach Road Extension from Collier Boulevard to Desoto
Boulevard.
On April 4, 2008, the County issued the Design Consultant a suspension letter halting the completion of the design due
to the economic downturn. On April 25, 2017 (Agenda Item 11.D.), the Board approved staff’s recommendation to
advertise a Notice of Intent to resume the Vanderbilt Beach Road Extension project.
On December 12, 2017 (Agenda Item 11.D), the Board approved Amendment No. 1 to the Agreement for the Design
Consultant to update and complete the design of the Vanderbilt Beach Road Extension project. Amendment No. 2 was
approved on October 20, 2020, to include the design and permitting of a new 12-inch water main from the North County
Regional Water Treatment Plant to Valencia Trails, a new 12-inch water main on Massey Street from Vanderbilt Beach
Road to Mockingbird Drive, relocation of an existing wastewater force main, relocation of the wellfield’s Fiber Optic
Conduit, and a minor design of fiber optic conduit as requested by the Collier County IT Department.
Proposed Change Order No. 7 provides for an additional $40,990 for Task 6 and memorializes the reallocation of
$11,230 from Task 1, $3,000 from Task 2, and $1,130 from Task 4 all to Task 6 (for a total increase to Task 6 by this
Change Order of $56,350) to cover the extended Post Design Services for Public Utilities during the construction of this
project. Post Design Services during and after construction include answering Requests for Information, changes to
design plans, approving shop drawings, and the required certifications of completion of construction. Approval of
Change Order No. 7 will allow the Design Consultant to remain on the Project until it is completed.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors. This item is consistent with
the Infrastructure and Asset Management element of the Collier County Strategic Plan objectives.
FISCAL IMPACT: The sources of funding are the Water User Fee Capital Fund (4012), Project No. 70244 ($40,990).
Additional funds are being reallocated within Purchase Order 4500184671.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation Plan
and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major
roadway system at an acceptable Level of Service.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. —SRT
