Recommendation to approve an Ordinance rezoning property from the Rural Agricultural (A) zoning
district to the Residential Planned Unit Development (RPUD) for a project to be known as 8928 Collier
Boulevard RPUD to allow for 92 multifamily residential dwelling units with Affordable Housing. The
subject PUD, consisting of 9.49± acres, is located on the east side of Collier Boulevard (C.R. 951),
approximately 1,300 north of the intersection of Collier Boulevard and Hacienda Lakes Parkway in
Section 14, Township 50 South, Range 26 East, Collier County, Florida. [PL20230018397]
Recommendation to approve an Ordinance amending Ordinance No. 89-05, as amended, the Collier
County Growth Management Plan to create the Bonita Flores Residential Infill Subdistrict to allow for 92
multi-family residential dwelling units with affordable housing; directing transmittal of the adopted
amendment to the Florida Department of Commerce. The subject property is located on the east side of
Collier Boulevard, approximately 1,300 feet north of Hacienda Lakes Parkway in Section 14, Township

Items 11A, 11B & 11C to be heard Immediately following Item 10B: Presentation on funding strategies for
countywide Stormwater Capital, Operations, and Maintenance program; resolution to borrow up to $65M via the
Florida Local Government Finance Commission’s pooled commercial paper program for stormwater capital
projects; and Resolution amending Resolution 2022-123 to add transportation improvements for commercial paper
funding and increase authorized borrowing to up to $50M.
Item 11D to be heard at 2:00 PM: Recommendation to approve a Resolution amending the Growth
Management Community Development Department Services Fee Schedule, with an effective date of

Executive Summary
Recommendation that the Board adopt a Resolution designating that portion of Immokalee Road from Oil Well Road to
US Route 41 as the “Charlie Kirk Memorial Highway,” and direct staff to install appropriate signage designating the
“Charlie Kirk Memorial Highway” to be installed at each terminus of the designated roadway segment, at specified
intervals along the road, and at all 4 intersections of I-75/Immokalee Road; consistent with County and FDOT signage
standards.
OBJECTIVE: To honor the memory of Charlie Kirk by designating Immokalee Road as the “Charlie Kirk Memorial
Highway.”
CONSIDERATIONS: Charles James Kirk (Charlie Kirk), at the age of 18, co-founded the conservative organization
Turning Point USA in 2012, and was its CEO, chief fundraiser, and the public face of the organization.
Charlie Kirk later founded Turning Point Action, an advocacy group supporting conservative candidates for office and
the largest youth movement for civic engagement in the history of the United States. Charlie Kirk’s contributions to
public discourse and his engagement with youth organizations reflected a strong commitment to the principles of civic
responsibility and American values.
On September 10, 2025, Charlie Kirk was murdered at a campus event at Utah Valley University; and on October 14,
2025, President Trump awarded Charlie Kirk the Presidential Medal of Freedom, stating, “Charlie was a giant of his
generation, a champion of liberty, and an inspiration to millions and millions of people.”
I am advised that counties may authorize the naming of county roads by resolution of the Board of County
Commissioners, with notice to the Florida Department of Transportation for installation of suitable markers. I would like
the Board to consider recognizing Charlie Kirk’s influence and service by memorializing a portion of Immokalee Road
to commemorate his legacy and to inspire future generations to contribute positively to their communities.
FISCAL IMPACT: It is expected that the installation of up to six signs will cost approximately $3,000.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: The County Attorney has reviewed this item and approved it as to form and legality.

WHEREAS, only 673 individuals have been awarded the Presidential Medal of Freedom, which
is the highest civilian honor in the United States awarded by the President. The award is often presented to
individuals to recognize a lifetime of significant achievements in the arts, public service, science, or other
fields; and
WHEREAS, counties may authorize the naming of county roads by resolution of the Board of
County Commissioners, with notice to the Florida Department of Transportation for installation of suitable
markers; and
WHEREAS, the Board of County Commissioners of Collier County, Florida, desires to recognize
Charlie Kirk’s influence and service by memorializing a portion of Immokalee Road to commemorate his
legacy and to inspire future generations to contribute positively to their communities.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that in honor of Charlie Kirk, this
Board designates a portion of Immokalee Road as the “Charlie Kirk Memorial Highway” and
requests that the Florida Department of Transportation erect suitable markers designating this
transportation facility with the following guidance:
1. Designation.
The Board hereby designates that portion of Immokalee Road from Oil Well Road to US
Route 41 as “Charlie Kirk Memorial Highway.”
2. Signage.
Appropriate signage designating “Charlie Kirk Memorial Highway” shall be installed at
each terminus of the designated roadway segment, at specified intervals along the road,
and at all 4 intersections of I-75/Immokalee Road; consistent with County and FDOT
signage standards.
3. Coordination.
The County Manager, or designee, is authorized to coordinate with the Florida Department
of Transportation and other appropriate agencies to implement this designation and
installation of memorial signage, as required.
4. Transmittal.
A certified copy of this Resolution shall be transmitted to the Florida Department of
Transportation, as needed, for acknowledgment and inclusion in official records.
