Executive Summary
Recommendation to authorize expenditures through an exemption from the competitive process for Software
Maintenance Agreement No. 25-672-NS-EM with the N. Harris Computer Corporation to support the CityView Software
application for an amount not-to-exceed $700,000 per fiscal year through November 30, 2030, and authorize the Chair to
sign the attached Agreement.
OBJECTIVE: To ensure that the Growth Management Community Development Department (GMCDD) continues to
receive uninterrupted service and maintenance support for the N. Harris Computer Corporation (“Harris”) CityView pre-
built land-use software and consumer web portal, and to continue to offer expanded functionality via software
enhancements.
CONSIDERATIONS: On March 27, 2007 (Agenda Item 10.J), the Board approved GMCDD’s request to purchase
Municipal Software Corporation’s land-use software system CityView to replace the outdated and unsupported CD+
application and provide enhanced content management capabilities, electronic routing, geographical information system
services, and real-time, web-based consumer information. Municipal Software Corporation is a division of Harris and is
the sole provider and manufacturer of products and services that support the CityView application. CityView consists of
proprietary software specifically modified and installed for Collier County.
Since purchasing and implementing CityView, the Board has approved three five-year software maintenance agreements
with Harris to provide continuing comprehensive support of the software application (See Board approved software
maintenance agreements as follows: (1) November 8, 2011 (Agenda Item 16.A.8), (2) November 10, 2015 (Agenda Item
11.D), and on November 10, 2020 (Agenda Item 11.G). The most recent software maintenance agreement with Harris is
scheduled to expire on November 30, 2025. The attached proposed replacement agreement contains the same terms and
conditions as the current agreement, except for an increase in prices for the new three-year initial term and two available
one-year renewal terms.
The attached software maintenance agreement No. 25-672-NS-EM (the “Agreement”) provides for, but is not limited to,
the following:
a) Unlimited vendor telephone support
b) Response to all errors found in the Application Software
c) Response to any Application Software non-conformances to the System Specification
d) Online access to all software updates, releases, revisions, or new versions of the application software and
related materials (release notes), including all related
user and technical documentation.
e) Online access to the new or updated documentation for the Application Software
f) Installation by Harris of each update, release, revision, or new version.
g) Semi-annual reviews of the application software and database.
Due to process changes within GMCDD and to meet the evolving requirements of the development community, Harris
has been providing ongoing enhancements to the CityView software since its full implementation. Enhancements are
identified on an ongoing basis by the CityView team, who then task Harris to provide a quote for professional services
before directing Harris to implement the necessary software enhancements.
This purchase is proposed pursuant to Section Twelve, Subsection 2 of the Collier County Procurement Ordinance
2025-34, which provides that purchases necessary to maintain compatibility with existing County systems are eligible
for exemption from the competitive process based upon the lack of available competition and a determination that such
an exemption is in the best interest of the County.
CityView has served as the County’s exclusive and customized software application across a diverse range of municipal
services. This sophisticated software platform meticulously manages building permits, planning projects, code
enforcement cases, contractor licensing, animal citations, and applications related to animal services. By centralizing
those critical functions, CityView enables staff to streamline workflows, maintain updated records, and ensure that every

action complies with state statutes.
At its core, the system is designed to empower each department with real-time access to a wealth of accurate and
detailed data. For instance, when a resident or developer applies for a building permit, CityView facilitates the entire
process—from submission and review to approval and scheduling of inspections. Simultaneously, its integrated
planning projects module provides county planners with tools to oversee new developments, track compliance with
zoning laws, and support sustainable community growth. The code enforcement and contractor licensing modules
further demonstrate the system’s depth by ensuring both public safety and industry standards are met and continuously
monitored through a unified digital framework.
Beyond construction and planning, CityView also serves an essential role in managing animal-related services within
the County. It records animal citations that help uphold public health and safety standards and also efficiently processes
applications for animal-related businesses, ensuring such enterprises comply with regulatory requirements. Without
CityView, GMCDD would be significantly hindered in delivering vital public services.
Staff requests that the Board make a finding that the procurement of services from Harris to support the CityView
software application presents an exemption from the formal competitive process under the Procurement Ordinance,
approve the expenditure for Software Maintenance and enhancements from Harris in the not to exceed amount of
$700,000 per fiscal year within its operating budgets for up to five years ending on November 30, 2030. (See attached
exemption form).
Operate an efficient and customer-focused permitting process and promote data-driven decision-making through
performance management, continuous improvement, and measurable results.
FISCAL IMPACT: The total cost for this three-year Software Maintenance Agreement with two one (1) year renewal
options is $1,933,627.16, which is budgeted in Fund 1013 (the “Building” fund) and shall be paid by the following
annual schedule:
2025 $357,000.00
2026 $371,280.00
2027 $386,131.20
2028 $401,576.45
2029 $417,639.51
Annual spending for enhancements averaged approximately $62,000 over the last three fiscal years. Future
enhancements are budgeted in Fund 1013.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

Annual maintenance and enhancements for the CityView software system.
On March 27, 2007 (Item 10.J), the Board of County Commissioners approved GMCDD's request to purchase the land-use software system
Municipal Software Corporation's CityView to replace the prior system. Municipal Software Corporation is a division of N. Harris Computer
Corporation and is the sole provider and manufacturer of products and services that support the CityView application. CityView is comprised
of proprietary software specifically modified and installed for Collier County. Due to continuous process changes within GMCDD -
Development Services and to meet the evolving requirements from the community, it has been necessary to procure from N. Harris not only
the annual maintenance but also ongoing enhancements to the CityView software since the system was fully implemented in 2011.
The CityView system is currently the system of record for GMCDD - Development Services which has been an integral part of all the division's
processes. GMCDD Development Services will not be able to provide its services to the community without CityView, and replacing the
system could cost several million dollars.
