Agenda 10/28/2025 Item #10C (Recommendation of the East 951 Ad Hoc Advisory Committee to initiate the Rural Golden Gate Area Plan Committee)10/28/2025 Item # 10.C ID# 2025-4247 Executive Summary Request that the Board of County Commissioners review the recommendations of the East of 951 Ad Hoc Advisory Committee and initiate the replacement of the East of 951 Ad Hoc Advisory Committee by converting it to the Rural Golden Gate Estates Restudy Committee. OBJECTIVE: To have the Board of County Commissioners review the recommendations of the East of 951 Ad Hoc Advisory Committee and initiate the Rural Golden Gate Area Master Plan Restudy Committee (Committee) in place of the East of 951 Ad Hoc Committee. CONSIDERATIONS: On March 28th, 2023, the Board of County Commissioners (Board) created by Resolution 2023- 54, the East of 951 Ad Hoc Advisory Committee. This is the second iteration of this type of committee, the original of which concluded in 2009 with recommendations to implement identified position points, such as a bridge study in Golden Gate Estates and annual updates to the Board on the Collier County Interactive Growth Model (CIGM). The Board expressed a desire to initiate a similar study to gather input from community members who both live and/or work within the area. After a period of public applications, the Board made initial appointments of five regular members and two alternate members. The purpose of the Committee was to assist the Board in identifying issues affecting residents of Collier County residing in the geographical area lying East of CR 951 (Collier Boulevard) and north of I-75 (Alligator Alley). The East of 951 Ad Hoc Advisory Committee has been a two-year-long planning effort to assess the issues within the geographical area east of Collier Boulevard and north of I-75 in an attempt to evaluate the needs these community members deemed most important and foster a better understanding of future development within the area East of County Road 951 and North of I-75. To provide the committee with the most appropriate information for constructive discussion, subject-matter experts from multiple departments throughout the County and State were invited to the monthly meetings to present their specific disciplines. Departments and entities that attended included The Florida Department of Transportation (DOT), Local County Transportation Planning/ Metropolitan Planning Organization (MPO), Immokalee Community Redevelopment Agency (CRA), Stormwater Management/South Florida Water Management (SFWMD), Collier County Public Schools (CCPS), both Greater Naples and North Collier Fire Districts, Collier County Public Utilities, Solid Waste Division, and multiple others. All representatives who attended the committee’s monthly meetings provided members with updates on current/future projects and answered questions related to their subject matter. Armed with this information, the members were able to make appropriate decisions, identifying issues affecting residents of Collier County in the geographical area. After hearing from all the subject-matter experts, the Committee sat down with the staff liaison and worked together to draft the aforementioned position points. The points were discussed at length between all members and coalesced into statements by staff to present to the Board. Once completed, the Committee was asked to vote on each position point on a scale of 1 to 10, with 1 indicating low priority and 10 indicating high priority. The list of identified position points is provided in the attached backup documentation with the appropriate rankings. Promote data-driven decision-making through performance management, continuous improvement and measurable results. Encourage active community engagement and participation. FISCAL IMPACT: Fiscal Impacts from this Committee come from operational costs of staffing, equipment setup, and recording of meeting minutes. Additional fiscal impacts may also come from recommendations of additional future studies of specific topics highlighted in the position points. GROWTH MANAGEMENT IMPACT: The impacts on the Growth Management Plan (GMP) are numerous. A number of the position points may lead to direct amendments of the GMP or amendments to the Golden Gate Area Master Plan (GGAMP). BCC Final Presentation Page 891 of 3380 Committee Purpose: To assist the Board in identifying issues relating to the residents of Collier County residing in the geographical area lying East of CR 951 (Collier Boulevard) and north of I- 75 (Alligator Alley). Issues of Concern: These are the identified position points of the committee that are based on data provided by local and state subject matter experts and ranked from most to least important by the committee members. Identified Position Points Page 892 of 3380 • The EMS should be included as a required part of an initial design review committee concerning construction of roads and new home developments. This would allow the Fire Districts to voice their concerns about design plans that do not provide adequate access for fire equipment and to suggest possible solutions before construction begins. With a focus on ensuring response times are below 6 minutes and ensures residents have clear paths for evacuation in the event of a natural disaster. o Score: 10 • Any new development in the Receiving lands within the NBMO shall be required to implement spine roads within any new developments to encourage interconnections in order to facilitate spreading traffic out through a larger roadway network. o Score: 9.6 • The East of 951 Committee would like there to be a feasibility study for a new landfill within Collier County that includes waste to energy, creation of partnerships with local businesses to pull recyclable materials from the waste stream (including but not limited to tire shredding), possible partnerships with neighboring municipalities to consolidate waste, and the feasibility of landfill mining on existing or closed landfills. o Score: 9.2 • Encourage the development of more interconnections between existing gated communities that have limited ways in and out north of Immokalee rd. o Score: 9.2 • Support the implementation of additional cellular service towers, such as within existing storm water retention areas, to ensure better cell service for first responders and residents including during emergency situations and direct the County to maintain coverage maps to help better identify areas with limited service. o Score: 9.2 • Amend the Land Development Code to require schools that do not satisfy the 2008 Collier County Interlocal Agreement for Public School Facility Planning and School Concurrency, to require a conditional use approval. o Score: 9.0 • Support for additional recreational fields in Immokalee and near the Big Corkscrew Island Park, specifically parcel # 00209961005. o Score: 9.0 • Support economic development around the Immokalee airport including the extension of the airport runway. o Score: 8.8 Page 893 of 3380 • The east of 951 committee supports the creation of a fire suppression system in eastern Collier County that considers all fire suppression options in a phased approach. Utilizing all available technologies. In collaboration with the 3 fire districts, City of Naples, and Collier County Water and Sewer. Furthermore, any new water lines planned in Golden Gate Estates to serve the proposed villages in eastern Collier County shall be required to provide fire hydrants along the water line route. o Score: 8.8 • Support the extension and burying of Fiberoptic and electrical lines East of 951. This shall not be interpreted to include the extension public water and sewer into the Estates because the overwhelming majority of the Estate's residents do not want to be connected to the Collier County water and sewer. o Score: 8.4 • Incentivize RLSA and RFMUD Receiving Area Properties to develop Industrial, Heavy and Light Commercial business areas/parks. Make the incentives greater than for building single family homes and commercial retail. o Score: 8.4 • The Committee expressed support for the Immokalee CRA and related CRA projects in Immokalee specifically the Mainstreet redevelopment, the SR29 loop rd., Lake Trafford rd. improvements, and Lake Trafford Restoration. o Score: 8.2 • The Committee would like to promote ecological restoration by diverting water from the canal systems into the underutilized wetland flow ways as noted in the North Golden Gate Flow Way study (2013/2014) while also not interfering with private property rights. o Score: 8.0 • Support further improvements to swale and canal systems specifically primary and tertiary waterway improvements. o Score: 7.8 • The east of 951 Committee would like the there to be special provisions for impact fees deferrals within study area following the Immokalee pilot impact fee deferral program for those of qualifying income levels or those considered to be first responder/essential employes. o Score: 7.6 • Expand the Wilson Blvd. Extension study to include more north to south connections specifically at 13th St SW and 8th St SE. o Score: 7.6 • Direct Code Enforcement to increase enforcement of residents living out of RVs on properties not per mitted for such. o Score: 7.6 Page 894 of 3380 • Direct the Golden Gate Area masterplan restudy to review commercial activities on Estates zoned lots. o Score: 7.6 • Due to the large number of residents that are on septic systems in the study area and proximity to the new NE water plant the committee recommends that a septic system drop off and processing area be added to the facility. o Score: 7.4 • Recognition of the need for continued use of the CIGM to help direct proper levels of development in this area and include a modifier for GGE that applies non-urban criteria. o Score: 7.0 • Support for new Sherriff training center and substations in the study area. o Score: 7.0 • Due to the potential impact to the aquafer system used by a majority of residents East of 951 the committee would like to see a study of the effects of mining on the aquafer system below Collier County. o Score: 6.8 • To maintain a rural character the committee would like to limit roadways to Four (4) lanes within Golden Gate Estates with the exception of Golden Gate Blvd. if mandated by FDOT. o Score: 6.6 • Study of a connection between Immokalee and Bonita Beach Rd. o Score: 6.6 • The east of 951 Committee would like the proposed Rural Golden Gate Estates restudy to review options for new neighborhood centers or expansion of existing neighborhood centers. o Score: 5.0 Page 895 of 3380 Collier County Board of County Commissioners Report and Presentation 10/28/2025 Page 896 of 3380 East of 951 Ad Hoc Advisory Committee This ad hoc committee was established on March 28, 2023, by Resolution No. 2023-54 to assist the Board of County Commissioners in compiling and identifying issues and relevant best practices relating to the geographic area lying east of CR- 951 (Collier Boulevard) and north of I-75 (Alligator Alley), and to provide a forum for the citizens of this area to identify and discuss issues facing their community. The committee shall be composed of 5 regular members and two alternate members who represent a broad base of residents, business and property owners within the targeted geographic area. The first meeting was held on September 20th 2023, at the UF/IFAS Collier Extension at 7:00 PM with the Committee members and Commissioners Saunders and McDaniel present. The preliminary East of County Road 951 Infrastructure and Services Horizon Study was a project that identified multiple levels of service options for public infrastructure and service outlays for the area east of CR-951. These areas include Transportation, Public Utilities, Schools, Parks and Recreation, Law Enforcement, EMS, Libraries, and Stormwater Management. The CIGM (Collier Interactive Growth Model) was vetted during these meetings. Page 899 of 3380 East of 951 Ad Hoc Advisory Committee Since our first meeting we had many topics presented to us for discussion, some found their way into the position points for your consideration. Compared to the original committee’s list, there were some new items I.E. affordable housing and lifecycle of the landfill. We found that several of these were interrelated. The Sheriff and Fire Chiefs discussed affordable housing and poor cell phone reception. Since it is the basis for future planning in our area, we started with the Collier Interactive Growth Model, David Farmer was also back with an update for one of the final meetings. Our host was Christie Betancourt of the Immokalee CRA. The community was welcoming and the meeting was well attended by community leaders and residents. The original East of 951 Committee met in Immokalee too, it is now a tradition. Speakers and presentations: Transportation, Fire Chief, Immokalee Sheriff, Parks and Recreation, DOT, and a representative from the FAA. We enjoyed a presentation and update from Christie and the Immokalee CRA The Sheriff set up the electronic signs at each end of town to notify residents of the meeting. Page 901 of 3380 East of 951 Ad Hoc Advisory Committee Position Points. The following position points were created by the committee members and the language was smoothed out by Parker Klopf. They were ranked on a 10 point scale with 5 members scores averaged to get a final score. If we spent time on them, they should all be important. We did have outside help with a few of them to make sure the language was correct. Mike Bosi and Commissioner McDaniel assisted. These positions and ideas were thoroughly discussed, some are acknowledgements, and some are solid ideas. Committee members took this seriously and invested time in this project. We had just the right mix of people on this committee that led to substantive discussion. There is a treasure trove of information and documentation from our meetings in the minutes of our meetings. Page 902 of 3380 East of 951 Ad Hoc Advisory Committee In Conclusion; I reached out to David Farmer to get current figures from the Collier Interactive Growth Model. Total Collier County buildout population is approximately 815,000 (permanent residents) around the year 2100. Current population East of CR951 is ~113,000. Buildout population for East of CR951 is 499,250. That means 386,250 more residents will be sharing our roads and utilizing parks and other infrastructure too. None of the ideas and position points from the original Horizon Study were acted upon. Due consideration should be given to these ideas. Some of them only cost a vote.
