Good Morning,
Thank you for representing the residents of Collier County and for being our commissioners! I’m sure it’s
not an easy job - including the fielding of a lot of complaints.
My wife and I are residents in Esplanade at Hacienda Lakes (just east of the proposed Costco
location). We attended both Collier County Planning Commission / Costco meetings and within a couple
of minutes of the first meeting starting, residents in attend ance got the sense that our goose was cooked.
This was because of the tone of the commission members (primarily the chair, sadly) had a favorable
bias towards Costco from the get-go. I won’t provide any more details (you may have already heard from
others) because I don’t want this to be a gripe session and I’m sure each member is a good person and
besides that - I believe they donate their time. But the meetings took a lot of steam out of the residents. I
know many are not showing up today because they figure why bother - it’s already a done deal. If the
planning commission meetings hadn’t taken the fire away from people, maybe the same turnout that
was at the first meeting at the racetrack would show up today.
But, I know as county commissioners, you are your own people and you don’t rubber stamp everything
from the planning commission. I hope this is one of those times.
Why we are opposed:
We fully understand that the area is zoned commercial. That’s not the problem and in fact we
would welcome a number of different stores, restaurants, services, etc. to that location. The real
issue is that Costco is a monster that always builds their stores in a larger swath of commercial
space - primarily other big boxes like Best Buy. This is certainly true of their north Naples
location. This location however is surrounded by residences. Why would they want to do
that? My understanding is that this is the only location in the country where they want to do
this. Maybe that’s not true, but plopping down in the middle of residences is certainly not the
norm for any big box. The fact that this would be the only one in the country next to residences
and a hospital probably is true.

Traffic is already crazy and will be getting crazier due to all of the apartments going up in the area
as well as the new developments: Caymas and Seven Shores. Plus, Rattlesnake Hammock
basically dead ends at the Azure community which only adds to the congestion and would be a
nightmare if there was a sudden evacuation. Not only would Collier Blvd get a lot busier, but
Rattlesnake Hammock, would all of its stoplights, would see a larger load of traffic between
Collier Blvd and 41. It’s already very dangerous to cross Collier Blvd as a pedestrian or bicyclist -
even with the stoplights because of people running a red light and because of their rolling right
hand turns. Many more cars would make this more hazardous.
The city of Jacksonsville, Fl, earlier this year, denied Costco to build for this very reason: traffic

Any market study done by an applicant is going to skew in their favor and not be objective. This
was the case with Costco’s study. The Rattlesnake / Collier intersection does not need a third gas
station. 7/11 is already a ghost town as it hardly has cars filing up with gas. I understand that
there is no other intersection in the county where there are 3 gas stations on one
intersection. There is absolutely no need for more gas stations in this area - and especially at that
corner.
When I lived in Maple Grove, MN, a prominent grocery store chain wanted to build in our city -
which we welcomed because of the stores reputation and because there wasn’t any grocery store
very close to us. But the city turned down the application stating that we had enough grocery
stores. Here, at the proposed Costco location, there is a Publix across the street, a Walmart just
a few miles away in either direction and an Aldi to the south. So, like the gas stations, we are not
lacking for grocery stores.
Not that long ago, there was a proposed hotel / conference center on Hwy 41, near downtown
Naples. Neighbors basically said, “hey we know something commercial will go into that lot, that’s
not the problem, but this is just too big because of residences butting up behind it." The city
agreed (or maybe it was the county). The hotel then came back with scaled down plans that I
believe were recently approved.
In summary, just because the area is zoned commercial, that doesn't mean its a good idea for just
anything to go into the space - especially something that will add congestion, back up traffic and
decrease safety.
It’s our hope you vote no today.

Unfortunately I have a prior engagement and can not attend tomorrow's meeting.
I wanted to express a final time what a great idea this Costco location is for the residents of hacienda
lakes and all of southern collier county.
As a full time resident of esplanade hacienda lakes I see zero downfall of adding this location to the
corner of rattlesnake hammock rd and collier blvd.
Please remember this property was zoned for a project just like this decades ago.
This added Costco also would bring safety and peace of mind to me and many other residents
1. It gives us an added opportunity to get provisions that are needed during a storm warning.
2. it adds 2 direct links through its parking lot out onto collier blvd in case of evacuation instead of just
the two currently available.
Costco brings more good paying jobs this county desperately needs. As seen in the link provided

The Costco opposition group is small and loud! Please see past the noise and realize what a great project
this will be and how it will be a positive for decades into the future!

I live in Verona Walk and am writing to let you know that I wholeheartedly SUPPORT the
proposed new Costco in East Naples. With all of the new development in the area, we
sorely need additional supporting businesses, and the addition of the Costco would, in my
opinion, greatly benefit those of us who live in this part of Naples. For us to get to the only
Costco currently in Naples it takes us anywhere from 35-45 minutes depending on the time
of year and the traffic volume, so having a Costco in East Naples would not only
significantly cut down on our travel time, but would also save on fuel costs and emissions.
It would also most probably reduce the traffic congestion in the Pine Ridge Road/Naples
Boulevard area, since fewer people would be driving to get to the Costco located on
Naples Boulevard.
I certainly recognize and understand that there are many people who oppose the building
of the new Costco, and that they have tended to be far more vocal than those who may
support the project. Some of the most vocal opponents seem to be those who live in the
Hacienda Lakes community, and to them, and to you, I would say this: it is my
understanding that the land on which Costco is seeking to build had already been zoned
for commercial use at the time Hacienda Lakes was built, so that anyone who purchased a
home in Hacienda Lakes knew or should have known that there was a good chance that
that land would be developed commercially. For them now to object to the Costco being
built on that land is like the person who purchases a home near an airport and then
complains about the noise.

Be that as it may, I hope that when the Commission votes on the Costco project tomorrow,
you will take into account that there are many people in the area who strongly favor that
project, and that you will consider not only what may be good for the Hacienda Lakes
community, but also what will be best for the East Naples area as a whole.

Blvd and Rattlesnake Hammock Road. I can also share that, as president of the Twelve Oaks I
Condominium Association in Lely Resort, I have had many of our residents voice their support for the
proposal and have not heard anyone in our association express opposition to the proposal. (This has
been my observation and is not supported by an official vote of any type).

Dear Commissioners,
I am asking that you deny the proposed Costco for the intersection of Collier Boulevard and Rattlesnake
Hammock Road.
I live approximately 1.3 miles west of the intersection, off Rattlesnake Hammock.
The expected traffic volume generated by the amount of new development already completed near this
intersection, in the process of being built, and either permitted to be built or waiting on permits or
approval for land use changes, will worsen the already congested intersection.
Additionally, the close proximity to the Physicians Regional Hospital could cause critical delays for those
seeking emergency care and ambulances trying to get to the hospital.
This intersection already has 32 gas pumps, 16 per gas station which are at diagonal corners providing
easy access from all roads at that intersection.
The Collier County Planning Commission's approval of the ASW, allowing a reduction of 368 feet, from
the required minimum of 500 feet to just 132 feet, adding an additional 24 gas pumps to that intersection
is not in the best interest of the community.
With all the clear cutting and development already occurring at that intersection and the immediate
vicinity, along with the proximity to the Picayune Strand State Forest, might it be an option for the county
to purchase those acres and provide residents in this area with a park location similar to Sugden
Regional Park?
While I understand that property owners have a right to sell their land, you have a responsibility to all the
people you represent. There are things you can and should do.
You can choose to not allow Costco to build at that intersection.
You can choose to slow the amount of development occurring to ensure the infrastructure is in place to
handle it.
You can choose to ensure the safety of Florida's state animal, the critically endangered Florida panther,
which roams this area.
If you haven't been over this way recently, I've attached a few pictures from this morning.
Progress and growth are inevitable but please don't allow this area to become another version of North
Naples with the traffic issues they are experiencing and are behind the ball in providing relief.

We are full-time, year-round residents of the Hacienda Lakes PUD, and we are writing
to strongly urge you to deny Costco Wholesale’s request for a waiver from the required
500-foot minimum separation for 12 gasoline pumps, which could accommodate up to
24 vehicles at a time. Granting this waiver would create a detrimental and adverse
impact on adjacent residential areas.
Additionally, we oppose approval of the related application that would bring an
estimated 4,500 additional vehicles per day into the area—not via Collier Boulevard, but
through Rattlesnake Hammock Road, which directly serves a densely populated
residential community.
Our home is located in Sapphire Cove, a neighborhood of 75 homes situated just north
of the proposed site and west of the Swamp Buggy property. Many residents, including
ourselves, access our homes from Rattlesnake via Carmen Drive—a narrow, residential
road directly adjacent to the Swamp Buggy site.
At the most recent Planning Commission meeting, it was suggested that Costco’s fuel
tractor-trailers might use Carmen Drive to loop back to Collier Boulevard, rather than
making a U-turn on Rattlesnake in front of existing residential developments, including
senior housing. Has your Transportation Division evaluated whether these trucks can
safely and effectively navigate Carmen Drive—its tight turns, narrow width, and
proximity to a fire station, homes just 20 feet away, and a potential future school?
We would also like to raise a concern regarding the proposed 820 parking spaces,
some of which fall within the FPL easement, which is designated for the future Collier-
to-Polk Regional Trail. Has this conflict been reviewed?
We respectfully request that you prioritize the safety, character, and livability of our

My name is Brad Wester, and I represent Costco Wholesale for the requested PDI and ASW matters that will
be before you at the BCC hearing on October 14. The PDI is an Insubstantial PUD Change request for certain
development standards. The ASW is a gas facility distance waiver request based on proximity to the existing 7-
Eleven across Rattlesnake Hammock Road. The requests are not to rezone the property, but mainly for
orientation and layout. The proposed Costco Wholesale store and gas-facility are allowed by right in the PUD.
I will lead and present the items in a presentation to the BCC. Our team of experts will be there as well to
discuss specifics and answer questions as needed. I’m available to discuss this matter if needed for any
questions, concerns, or clarifications on anything prior to the hearing.
As you know, there has been a lot of concern from residents in the area, and many in the same PUD, which is
a mixed-use PUD that includes both commercial and residential uses. In addition to the PUD (circa 2011),
commercial uses have been planned for this specific property since the inception of the GMP in 1989, as an
Activity Center.

my personal knowledge of Naples.
My uncle moved here in the mid 50s, becoming one of the most successful Naples architects. His name was Walter
Keller. He convinced my dad, his brother, Chuck, to move here in 1966 to this wonderful place I have called home since
that date. Growing up in Naples I have seen all the changes take place and weathered many storms.
I also worked at the courthouse in Collier County for 39 years for an elected official as a state employee. I’m totally aware
of the commitment it takes, dedicaƟon, honor, challenges, and demands on being an elected official. It has its rewards,
but it also has it downfalls. So I thank each and every one of you for your service. I have seen the success of the
commissioners over many years and how they handle growth, traffic concerns and the expansion of our infrastructure. I
commend you for a job well done.
As a long Ɵme, resident, I’m concerned with all the brick and mortar that is going up in Collier County. Flood zones have
been forced to change because of the growth. Many homes that did not have to worry about flooding in the past, now
many of them do as flood zones conƟnue to change. I realize we can’t stop growth, and as I have said to others, if I lived
up north, I would want to move here too. I am requesƟng you review each large brick and mortar major project that
comes before you in the future carefully as, again, it will affect so many aspects of this beauƟful city I call home. With
the volume of brick and mortar growing daily, and minimizing the green space, this is going to cause more severe
flooding in our area when we are hit with another major storm. Maybe part of the soluƟon could be encouraged these
developers to put more green space in these large projects.
I am currently living in Hacienda Lakes, behind the proposed Costco‘s. I am not against Costco‘s being out in East Naples
as I like Costco‘s and I’ll conƟnue to shop there. However, puƫng Costco‘s on the corner of RaƩlesnake Hammock Road
and 951 concerns me because we have all these gas tanks, unnecessarily so, in one corner. My understanding is the
variance does not permit that so an excepƟon would have to be made. Why? What’s the necessity? Won’t this hurt the
two establishments that are already there? As I stated earlier, you’ve done a great job on the infrastructure, but adding a
business that is going to add volumes of traffic on this corner, creates many concern about the safety of many people
that they have packed in this liƩle corner. As you are aware, they’ve added many apartment buildings, low-cost
apartment building, assisted living, and soon to be added, a nursing home all on the corner of Ra Ʃlesnake and 951. I
realize there will be a commercial project on that corner, but why does it have to be one with gas tanks and huge
volumes of traffic? Why does it have to be a Members Only project, as it should benefit all those living on that corner
and not require membership only such as Costco‘s.

Dear Mr. McDaniel,
Most Naples residents, including myself, would enjoy having a second Costco in Naples, especially in
the southeast area of Naples.
However, the current location planned for the Costco has some real issues and I would like to point out
the following:
1. The general area for the proposed Costco is residential with many new residential buildings going up
every month and more planned. There are no Costco stores in Florida that have ever been built in
residential areas. This would be a first and will potentially create unusually significant traƯic issues for a
residential area. We all understand the land for the Costco is zoned commercial, but building a typical
neighborhood strip mall is very diƯerent from a Costco that is open until midnight.
2. The Costco representative has often referred to Rattlesnake Hammock as a multi-lane divided
highway. That statement is true for Rattlesnake Hammock west of Collier Blvd., but east of Collier, the
number of lanes is reduced to 4 instead of 6 and the speed limit drops. That was done because east of
Collier is residential and no businesses face Rattlesnake Hammock. Funneling Costco traƯic to a
residential road seems illogical and ineƯicient. Costco would be better oƯ having their entrance and exit
on Collier Blvd. Doing that would significantly reduce congestion on Rattlesnake Hammock.
3. If the Costco is approved by the County, I assume the County has set aside money and planning to
make major renovations to the intersection of Rattlesnake Hammock and Collier. Additional turn lanes
are going to be required in all directions, plus additional traƯic lights.
4. The planning commission apparently accepted the study from Costco justifying a 3rd gas station on
the corner and thus allowing Costco a huge variance from County rules. Not sure why the County has a
rule separating gas stations when it is so easy to get a variance. Any study presented by the petitioner
should be reviewed very carefully.
My request to each of the Commissioners is to please come and spend a few minutes at the intersection
of Collier and Rattlesnake Hammock during a weekday. Please do not cast your vote without visiting the
site, unless you have done so already.

However, it still remains to be seen if Costco is approved. The 7-member Planning Commission who
heard the case over two different long meetings all voted on a "recommendation" of

approval. However, the actual vote and approval rests with the five County Commissioners… and we
will all hear the case for the first time on October 14th. It's already been vetted by County staff, quite
a few agencies, and the 7-member Planning Commission... all by my direction.
Although this case might be controversial to some -- the decisions of approval or disapproval are few
in number... and by normal County procedure this could have gone to the one-member Hearing
Examiner for his immediate decision. On my motion however, I put it through the most intense
County vetting system so in the end if the project is approved or not... nobody can say we didn't peel
back a full analysis to the maximum with multiple levels of County staff and Boards to examine all of
the issues involved for such a project… and with plenty of public comment.
Whether citizens want Costco or not -- the five County Commissioners are entrusted with the legal
and final decision for it -- deciding if Costco can actually develop this property and meet all of the
requirements associated with it. At our County Commissioner meeting on October 14th -- everything
of concern will be looked at with a very strong microscope to ensure we have covered all the
bases. Oftentimes I might personally "desire" something else if I was king for a day and could "make"
a certain developer or business come to a certain tract of land -- but that's not how it works. When
anybody (developer or private citizen) eyes a piece of property -- they have the legal right to explore
the possibility of construction. No County Commissioner has the legal authority or right to
prematurely shoot it down just because some citizens don't want it. We must follow a strict vetting
process -- and we are.
On October 14th, when the five-member County Commissioners hear the entire presentation -- we
will make a final ruling, and Costco will either be allowed to move forward or not. "If" we agree with
all of the recommendations for approval... I can assure everyone it will come with many required
changes to roads, stoplights, ingress and egress, etc… to make room for added traffic -- the same
way all those things were adjusted for the many communities that have been built in Collier County
over the years. Many citizens raise traffic as a major concern… definitely always a valid point -- but
anything that gets built increases traffic. All those questions will be presented and asked and
answered during the upcoming October 14th Board of County Commissioner meeting where we will
analyze the entire proposal.
I look forward to the presentations to hear all the details. I sincerely thank you for your input… and
for being an involved and concerned citizen. Sending your email to ALL FIVE County Commissioners
would contribute to them all hearing we have many citizens who are also supportive of Costco.

Just wanted to add my two cents on the Costco vote. Putting a business in anywhere is always going to make
someone unhappy. However the overall benefit is much greater than the few complaining. Having this Costco in
south Naples will save a tremendous amount of traƯic from traveling several miles up into Naples. I’m sure you
have been to a Costco and have seen how busy they are. A lot of those people are traveling up from South Naples
and Marco adding to the traƯic in between. I know the majority of the people on Marco Island like myself are
ecstatic about having a Costco much closer! If the people in the proposed area are so worried about the extra
traƯic they should look to all the apartment/condos going up in the area. It would be much better for all the new
people coming in that want to go to Costco to have a Costco closer and not travel so far. We are all holding our
breath and hoping that this can happen for the good of our entire growing community.

PLEASE APPROVE THE NEW COSTCO - We need addiƟonal shopping like this in south and east Naples.
One point I would like to make is that if it’s not Costco then it’s going to be something else on that corner. It’s zoned
commercial for a 180,000 square foot building. The developer / owner isn't going to leave that land vacant. I firmly
believe that the proposed site is going to be developed and a Costco on that site is a huge win for south + east Naples.
Also a BIG concern is that SWFL is hurricane prone and having a Costco in south + east Naples is a huge benefit for the
residents in this part of town, prior to and post hurricane. Everyone trying to run to the only Costco in north Naples is a
challenge when a storm is named and heading our way. And during season the Costco in north Naples is way
overcrowded.
There are many residents that I know including my family that live near the site of the proposed Costco and with your
approval we all look forward to the New Costco at RaƩlesnake Hammock + Collier Blvd.

I am puzzled as to why Costco is adamant to build their new warehouse store on the corner of
Rattlesnake and Collier? The land at the corner of Davis and Santa Barbara, if available, would be the
ideal location for new Costco, easier access from either direction as compared to Rattlesnake and
Collier. This question was brought up by a member of Costco Opposing Group at this week's county

of Hacienda Lakes. I am begging you not to let the Costco build

not against Costco but that intersection is not the place for a big
store of that caliber. If you have not been down here, please
look at the amount of building that has been allowed to go on
down here. The cars that use this road already and these new
communities that have not been occupied yet are enough to

they attract 4,500 shoppers per day, you have a hospital right
next door. A hospital!!!! People needing to get therefor
emergencies competing with people who are competing to get

we honestly need another big gas station down here? This is all
next to a hospital!!! People are trying to heal and you will be
subjecting them to dust, noise, lights, perhaps blasting, please I
am truly begging you to reconsider this plan. I heard on Wink
news that building dust causes dementia, do we really need to
add that to more people in Naples. How many Costco's are next
door to a Hospital? I am begging for common sense and
compassion. There are 5 nursing communities within steps that
bring patients to Physician's Regional constantly. Should they
have to compete with the congestion that you would be
allowing there? People will go wherever the new Costco ends
up. There is plenty of room going down the East Trail, run a Cat
bus route there and people will go. The Estates are screaming
for gas stations and they have the land, suggest Costco go there.
I am surprised that the Fire station nearest this proposed land
doesn't have something to say. People don't stop for the fire
trucks or ambulances down in Naples, they speed up, they run
lights, it is like Indianapolis Speedway on Collier already and
season hasn't started and all those homes haven't even started
to be occupied. We have enough accidents down here!
As a resident, with the trees being knocked down we have
already been subjected to more noise pollution. If you could
please put yourself in our situation as a homeowner, what we
bought is changing constantly. People hear that Costco is
coming and they walk away from our real estate. You wouldn't
want that for your investment.

My name is Jim Cerkleski, and I am currently building a home at 10030 Gulf Shore Drive, directly
across the street from the proposed site of the Paraiso Beach Club. While my new home is under
construction, I own and reside at 103 Bayview Avenue. Both properties are within 200 feet of the club.
I have been in direct communication with the Paraiso leadership team for more than 18 months, and I
greatly appreciate the respectful and collaborative way they have approached this project. They have
kept me informed and have taken the time to share detailed club design and landscape plans. Many
of the immediate neighbors have met with their landscape architect. If the club is approved, their plan
is to have the landscape architect work directly with the closest neighbors to create a design that best
suits our properties and the community.
One of the more meaningful aspects for me personally is their decision to intentionally create viewing
corridors that preserve our line of sight to the gulf. If two large residential homes were built on that
property instead, that view would be lost. Their design is not only smaller in footprint but also more
considerate of surrounding neighbors — which speaks volumes about the vision and values behind
the project. This design is great for everyone, giving pedestrians, drivers and neighbors views of the
gulf they would otherwise not have.
I have heard that there is an individual from Naples Park who opposes the beach club. My wife and I
often walk the shoreline from LaPlaya to Wiggins Beach, including during the busiest weekends of the
season, and what we consistently observe is that —other than Wiggins Beach —the sand along that
stretch is almost always empty. It is difficult to understand why anyone would bypass multiple public
easements, where no one is using the beach, only to enter at the easement directly across from
Bayview.
Like many residents in our community, my family is not comfortable setting up on the beach directly in
front of private homes. While we recognize that the beach closer to the water is public, there remains
a natural hesitation to occupy space right in front of someone's residence. As a result, the areas in
front of private homes and condominiums are rarely, if ever, used.
Once my home is completed, I will live directly across the street from the proposed club location, and
I feel strongly that the beach club would greatly improve the current situation. Instead of the beach in
front of two large homes being used by only a couple of families —or not at all —it would become an
active and welcoming area that many could enjoy. It would also provide nearby residents like us a
place to comfortably enjoy the beach, much like the community experience that Pelican Bay has
benefited from for years. The beach clubs there have enhanced both the enjoyment and the value of
their properties.
I fully support the Paraiso Beach Club and believe it will be a tasteful, well -designed, and positive
addition to our community. I respectfully urge you to approve the project and allow the club to make
use of a portion of the beach that would otherwise remain unused.

My name is Rob Longwell, and I live at 10073 Gulf Shore Drive, just north of the proposed
beach club site. The beach club team has been in communication with me and the other
nearby homeowners for quite some time. They've taken a very thoughtful approach to the
project, ensuring it fits well within the area and incorporates viewing corridors to both the
north and south.
They've also made their landscape architect available to speak with us, which I
appreciated. The current tree line along the easement is unkempt and messy, with
overgrown and untrimmed vegetation with branches oftentimes touching my house. I had
to hire someone to trim and maintain the trees. The club's landscape architect is
committed to working with the county to greatly improve the appearance of this area by
using more attractive, manageable trees and maintaining them properly.
I've shared one simple request with them — "just make sure it looks beautiful" — and
based on their plans and communications so far, I believe that's what they intend to do
support this project.

I purchased my home at 10150 Gulf Shore Drive in March of this year knowing that a
beach club may be developed across the street, and I am very supportive of the project.
My house is almost directly across the street from the club and just to the north on Gulf
Shore. Having lived in and around the Vanderbilt Beach area for years, I understand
both the opportunities and challenges of our community.
Living directly across from the shoreline and even with the public access easements to
the beach, I see firsthand how little the usable space in front of private homes is actually
used. Even during the most crowded holidays, the beaches in front of easements 4, 5
and 6 are almost never used.
I saw someone on WINK news say they use easement #4 and not being able to sit
there doesn't seem right. Easement #4 can still be used by everyone. If you turn right,
no one is there and everyone knows this. Not sure why anyone would go further from
public parking and pass easements 5 and 6 with empty beaches to get to easement 4. It
is further from public parking.
The person also mentioned his taxpayer dollars will be used to groom and replenish the
beach for a beach club. That may be the case with 2 homes, but the real estate and
sales taxes paid by a club would more than pay for any grooming and replenishment. In
fact, the taxes paid by the club would probably be 20X what is paid today by 2
homeowners.
A thoughtfully managed club would give residents and members a welcoming place to
enjoy the beach without feeling as though they are intruding on someone's property. It
would also provide a tranquil setting where friends and neighbors can gather, which
adds real value to the community.
We all recognize the problems on the public beaches. This club offers a positive
solution that will help alleviate crowding and provide an alternative for those who want
to enjoy Vanderbilt Beach in a respectful and responsible way.
I strongly support this process and hope the county approves. It would be a win for all
parties involved and a meaningful addition to our neighborhood.

To the Honorable Members of the Collier County Commission,
I am writing to express my strong support for the proposed Paraiso Beach Club. As a resident
who deeply values our coastal community and its future, I believe this project offers a
thoughtful and much -needed solution to several pressing challenges. The surge in
population and tourism has placed unprecedented pressure on local infrastructure and
natural resources, making thoughtful solutions more essential than ever. It is crucial to
consider projects that not only preserve but also enhance the unique charm and
accessibility of Vanderbilt Beach for generations to come.
We have been visiting the Vanderbilt Beach area for the past 25 years with our family and
friends. The public beach was a delight with area to spread out and playwith the kids but has
increasingly become crowded over the years, specifically since the completion of the public
parking garage. Public beach access in Collier County —particularly at Vanderbilt and
Wiggins Pass —is increasingly overwhelmed. This overcrowding isn't limited to peak tourist
season; weekends throughout the year see parking lots full, long lines, and families turned
away. With new developments like the Ritz -Carlton Residences and other luxury projects
underway, this pressure will only intensify.
Paraiso Beach Club presents a rare opportunity to alleviate some of that strain while
enhancing the character of our coastline. The proposed design is elegant and community -
conscious. Its footprint is smaller than what two single-family homes would occupy on the

A vital feature of the Paraiso Beach Club is its "shuttle -only" policy, meaning members and
guests will no longer drive to the beach or occupy public parking lots —the club will not
provide parking on -site. This approach directly reduces traffic and congestion, ensuring that
more of our beautiful coastline is enjoyed by local residents and the community, rather than
sitting unused. Such a model is truly a public good, expanding meaningful beach access
while relieving strained infrastructure.
Furthermore, the club's presence fully appreciates and uplifts the value of homes in the
area. Memberships can be transferred with property sales, offering homeowners an added
benefit and fostering a sense of community well into the future.
This is not just about aesthetics; it's about access, experience, and smart planning. The
Paraiso Beach Club would serve as a beautiful, functional addition to our community —one
that respects the environment, honors the neighborhood's scale, and provides relief to our
overburdened public beaches.

We were excited to see the sign last week about the Paraiso Beach Club which would be within walking
distance from our house. We wholeheartedly support the project, and think it would further cement
Vanderbilt Beach as one of Florida's most desirable.
We beach walk regularly and see so much open space, even on the busiest days, in front of houses and
condos. The vast majority of beachgoers crowd on either end of the beach, near the public parking areas.
There is more than enough room in the area proposed to support a beach club.
We were sorry to hear there are people in our neighborhood fighting this progress. It seems as though a
group of people in Naples Park fight everything we could be doing to modernize the area. They even
fought a sidewalk on our side of Vanderbilt Drive. This was desperately needed to keep pedestrians
safer. We donated an easement on our corner property (111th and Vanderbilt) to the county to help
make this project happen.
We hope the beach club is approved as it will be benefit the community. Please reach out if you need any

As a homeowner in the Conners area on Heron Ave in Vanderbilt Beach and a real estate broker
here in Naples, I offer a unique perspective on the proposed Paraiso Beach Club. I live in the very
area that would be directly affected by this project, and I also see firsthand the impact that
thoughtful amenities can have on property values, community quality of life, and our city's
reputation as a world -class destination.
Initially, I had concerns. Like many residents, I experience the seasonal congestion on Immokalee
Road and Vanderbilt Drive, and the thought of adding a private beach club raised fears of
multiplying that traffic tenfold. However, after speaking with the representatives of Paraiso Beach
Club, I quickly realized this was not the case.
Unlike many clubs in Naples that serve only select communities, this club is designed to be open
to EVERYONE. More importantly, it is being planned with limited ( staff) parking, which means it
will not add to the car volume already burdening Vanderbilt Beach and Delnor-Wiggins entrances.
Instead, it has the potential to alleviate traffic and reduce crowding by redirecting access in a more
controlled and managed way.
From my dual perspective as both a resident living in the affected area and a broker who sees the
broader market impact, I believe the Paraiso Beach Club represents a creative and forward -
thinking solution. It expands access while helping manage traffic more responsibly, and it will bring
significant value not just to homeowners, but to Naples as a whole.
I respectfully encourage you to give this project your full consideration.

My husband and I own a house in Naples Park, 799 96th Ave. I'm writingto let you know that I fully
support the proposed beach club. I believe it's an excellent use of the beach and a real solution to a
problem we all see every season and even year round on weekends.
When friends or family visit Naples, they want to go to the beach. It is 1 of the reasons people visit SWFL.
Unfortunately, it's nearly impossible to find a spot to sit during season and even on weekends out of
season it's a struggle. Parking is just as bad. Anyone trying to reach the beach at the proposed club
Location who doesn't live in the immediate neighborhood is likely driving in, adding more cars to already
busy streets. And honestly, they aren't dragging chairs and umbrellas all the way down there anyway.
The beach up toward Wiggins, is almost always vacant. I walk it often, and it's rare to see anyone using it.
In addition to being close to public parking and restrooms, I think people prefer to be on a beach with
others. The club improves the current beach situation. It gives families like mine, and our VERY LARGE
group of friends, a place to go —taking pressure off the packed public beaches while making good use of
land that otherwise goes unused. Also, people will use a shuttle rather than drive thereby taking traffic off
of the roads.
The alternative is that two private homes get built, and once again, a beautiful stretch of beach becomes
inaccessible and not used by anyone. This may be the last real chance we have to expand usable space
on Vanderbilt Beach. I really believe that makes this project a win for everyone!
I sincerely hope you approve the club and give it the same rights to the beach as any other beachfront
property owner. It's an opportunity to make our beaches, public beaches included, better for more
people, and I strongly believe it's the right decision!

At Tiburon Golf Club, we currently provide shuttle service for our members and guests to the public beaches at
Vanderbilt Beach, where we reserve beach chairs and umbrellas in advance through Cabana Dan's.
Our parent company, Troon, has been engaged with Paraiso Beach Club on a consulting basis and is exploring
opportunities to formalize a direct relationship should the club receive the necessary approvals from the County.
With this in mind, if Paraiso Beach Club is approved, we would like to establish a reciprocal agreement that
allows our members to visit Paraiso Beach Club as an alternative to the public beaches. Tiburon already owns
and operates its own shuttle service, which would transport members directly to and from the club.
We believe this arrangement would enhance the beach experience for our members while helping to reduce
congestion and parking challenges at the public access points. I strongly support the approval of the proposed

Dear Chairman Saunders,
I respectfully urge you to reconsider your vote to approve the Paraiso Beach Club project
until clear language is added requiring the petitioner to fully comply with Collier County’s
Vanderbilt Beach Customary Use Ordinance 2018-31.
During the hearing, you asked County Attorney Klatzkow, “I’m assuming that this petition is
subject to that Ordinance?”
He responded, “I would assume that too, but like suspenders with the belt, if Mr. Yovanovich
agrees to that condition, I would put it in there.”
Instead of confirming compliance with the Ordinance, Mr. Yovanovich proposed a 15-foot
setback, which overrides key provisions of Ordinance 2018-31. Why was his request granted
without first reviewing the Ordinance itself?
Allowing this exception sets a concerning precedent. Other commercial property owners
along Vanderbilt Beach can now seek similar privileges, effectively undermining the
Ordinance designed to protect public access to the beach.
From the Ordinance:
Ordinance 2018-31 Section Three: Definitions
As utilized herein, Vanderbilt Beach shall mean the entire beach commencing at the
southern terminus of Delnor-Wiggins Pass State Park thence running southerly past
Vanderbilt Beach Road until FDEP Monument R-31.5. Vanderbilt Beach shall include
not only that part of the beach seaward of the mean high water line, but shall also
include the dry sandy area adjacent to the mean high water line up to the vegetative
line.

Re: BOCC Meeting of October 14, 2025, Agenda Item: Recommendation to consider directing the
Zoning Director to sign a Florida Housing Finance Corporation "Local Government Verification that
Development is Consistent with Zoning and Land Use Regulations" form in accordance with Florida
Statutes 125.01055. "Gallery at Naples, LLC"
I am writing on behalf of the Naples City Council, following direction provided to me late yesterday
at the conclusion of a Council Workshop. While we are not expressing a position on the merits of the
proposed 120-unit affordable housing development at 1465 Golden Gate Parkway (a 2.03-acre site),
we do wish to reaffirm our support for the broader goal of increasing affordable housing in our
community.
However, we are deeply concerned that the established and valued process of community involvement,
conducted through open and transparent public dialogue, appears at risk of being bypassed in this
instance. This is especially troubling given the size, scope, and limited public awareness of the project,
which is located directly adjacent to the City's borders.
We have recently convened a meeting between City and County planning staff to promote greater
information exchange and collaboration. Yet, the supporting documentation provided for this particular
agenda item is notably limited. We are concerned that any action taken today could inadvertently hinder
the City's ability to engage meaningfully in the project's development process moving forward.
As you are aware, this project will require the City to provide critical services, including water, police,
fire, and rescue support for approximately 120 families. Unfortunately, at this time, insufficient
information is available on this project to assess the potential demands on these services or determine
our capacity to meet them.
Additionally, this is a unique lot configuration surrounded by distinctive and heavy traffic patterns. We
are concerned about the traffic and access implications associated with this development, given the
constraints of the proposed site. We currently lack the necessary data, given the limited information
available on this project, to evaluate these impacts.

Moreover, the City is in the midst of conducting a comprehensive and scientifically grounded traffic
study, which has already highlighted significant strain along the Goodlette-Frank Road corridor, a
situation that this project is likely to exacerbate.
For these reasons, we respectfully request that, regardless of any action taken today, the Board of
County Commissioners require the project's developer to provide the City and the broader community
with a meaningful opportunity for input should the project proceed.
