Executive Summary
Recommendation to appoint the County Manager or her designee to serve on the Collier County Community Alliance as
required by Section 20.19(5)(d), Florida Statutes.
OBJECTIVE: To appoint the County Manager or her designee to the Collier County Community Alliance.
CONSIDERATIONS: Circuit Court Judge Krier contacted the County Attorney’s Office to request that the Board of
County Commissioners appoint a County representative to serve on the Collier County Community Alliance as required
by Section 20.19(5)(d), Fla. Stat. Staff recommends that the County Manager or her designee be appointed to serve.
The statute requires the Department of Children and Families (DCF) or its designated “lead agency” to establish a
community alliance to provide a focal point for community participation and governance of community-based services.
The lead agency, also known as a “community-based care” organization (CBC), in Collier County is the Children’s
Network.
The duties of the Community Alliance include, but are not limited to: (1) Joint planning for resource utilization in the
community, including resources appropriated to the department and any funds that local funding sources choose to
provide; (2) Needs assessment and establishment of community priorities for service delivery; (3) Determining
community outcome goals to supplement state-required outcomes; (4) Serving as a catalyst for community resource
development; (5) Providing for community education and advocacy on issues related to delivery of services; and (6)
Promoting prevention and early intervention services.
The statute requires a minimum of 8 members, including a representative from County government. The representative is
not required to be an elected official.
The next Alliance meeting is on October 20, 2025, at noon on the 6th floor of the Courthouse. The meetings are publicly
noticed and held in compliance with Florida’s Sunshine Law.

GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
