Executive Summary
Recommendation to appoint Don Romoser and reclassify Ronald Fowle and Sam Saad on the Bayshore/Gateway
Triangle Local Redevelopment Advisory Board.
OBJECTIVE: To appoint Don Romoser to the Bayshore/Gateway Triangle Local Redevelopment Advisory Board as
an at-large member and reclassify Ronald Fowle from an At-Large seat to the category of US41 Business Owner and
reclassify Sam Saad from the US41 Business Owner to the Davis Blvd Business Owner category.
CONSIDERATIONS:
On March 14, 2000, the Board of County Commissioners adopted Resolutions 2000-82 and 2000-83 establishing the
Collier County Community Redevelopment Agency and identifying two areas within unincorporated Collier County
(Bayshore/Gateway Triangle and Immokalee) as areas in need of redevelopment. In addition, Resolution 2000-83
authorized the creation of Local Advisory Boards by separate resolution to assist in the implementation of the
redevelopment plan. The CRA adopted Resolution 2001-98 on March 27, 2001, which included a set of bylaws for the
Bayshore/Gateway Local Redevelopment Advisory Board.
The purpose of this nine-member committee is to review the Redevelopment Plan, to make recommendations to the
Community Redevelopment Agency, to receive input from members of the public interested in their respective
component areas and to report such information to the Community Redevelopment Agency. Members are to be
comprised of Bayshore residents, Gateway Triangle residents, Bayshore business owners, Tamiami Trail (US41)
business owners, Davis Boulevard (SR84) business owners, Bayshore MSTU representatives, and at large
representatives who reside or engage in business or both in the Bayshore/Gateway Triangle Redevelopment Area.
Terms are three years. A list of the current membership is included in the backup.
There is currently one vacant seat on this board for a Davis Blvd. Business Owner. The vacancy was advertised, and the
following application was received:

COMMITTEE RECOMMENDATION: At its meeting on September 2, 2025, the Bayshore/Gateway Triangle Local
Redevelopment Advisory Board voted unanimously to reclassify Ronald Fowle and Sam Saad, so that Don Romoser can
then be appointed to the committee in the newly vacated category of At-Large member for a three-year term expiring
May 22, 2028. A recommendation memo is included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATIONS: That the Board of County Commissioners adopts the Committee Recommendation and
authorizes the CRA Chair to execute the attached resolution confirming the appointment and reclassification.

CRA RESOLUTION NO. 2025 - ____
A RESOLUTION OF THE COLLIER COUNTY COMMUNITY
REDEVELOPMENT AGENCY APPOINTING DON ROMOSER TO THE
BAYSHORE/GATEWAY TRIANGLE LOCAL REDEVELOPMENT
ADVISORY BOARD.
WHEREAS, on March 27, 2001, the Collier County Community Redevelopment Agency
(CRA) adopted CRA Resolution No. 2001-98 creating the Bayshore/Gateway Triangle Local
Redevelopment Advisory Board to advise the CRA on matters relating to this redevelopment area; and
WHEREAS, CRA Resolution No. 2001-98, as subsequently amended, provides that this
Advisory Board shall consist of nine members to be appointed by the CRA and, when possible, the
appointees shall represent the categories set forth in its current Bylaws; and
WHEREAS, one seat on this advisory board is vacant; and
WHEREAS, the CRA previously provided public notice soliciting applications from interested
parties; and
WHEREAS, the Bayshore/Gateway Triangle Local Redevelopment Advisory Board has
provided the CRA with its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE COLLIER COUNTY COMMUNITY
REDEVELOPMENT AGENCY, that ROBERT FOWLE JR., who is currently classified as an At-
Large member, be reclassified to the category of US41 Business Owner and that SAM SAAD JR., who
is currently classified as the US41 Business Owner be reclassified to the category of Davis Blvd
Business Owner.
BE IT FURTHER RESOLVED that DON ROMOSER, is hereby appointed to the
Bayshore/Gateway Triangle Local Redevelopment Advisory Board as an At-Large member to a three-
year term expiring on May 22, 2028.
THIS RESOLUTION ADOPTED after majority vote on the 14th day of October, 2025.
