Executive Summary
Recommendation to continue to authorize expenditures through the exemption from the competitive process to provide
software products for the County’s learning, development and performance management processes, approve the Fifth
Amendment to extend Agreement No. 16-6621 with Cornerstone OnDemand, Inc., for five years, that includes for the
first year an amount of $159,875.09 and subsequent annual price increases in the amount not to exceed 2.5%, and
authorize the Chair to sign the attached Amendment.
OBJECTIVE: To secure approval for continued use of the Cornerstone OnDemand, Inc. (“Cornerstone”) web-based
Learning Management software tool for the purpose of providing online and on-demand learning options to County
employees, as well as a Performance Management tool for agency managers to conduct performance reviews, oversee
staff development planning, effectively establish goals, and facilitate continuous feedback between management and
staff.
CONSIDERATIONS: On October 11, 2016 (Agenda Item 16.E.15), following a Request for Proposal competitive
process, the Board approved the use of the Cornerstone web-based Learning Management software tool for the purpose
of providing online and on-demand learning options to County employees.
Since implementation, the County has been able to enhance the quality and scope of learning resources available to
support its talent development strategy and make training continually available to employees. The Cornerstone Learning
Management System (“LMS”) is used to coordinate and monitor both in-person (Instructor-Led Training or “ILT”) and
virtual training sessions. Employees can browse the training calendar and enroll in courses that align with their training
needs during their scheduled working hours.
• In the 2024 calendar year, Collier County Human Resources and Procurement staff have delivered internal in-
person training programs to more than 312 employees. In addition to these sessions, the platform also supports
registration for external training opportunities coordinated by Human Resources with contracted training
partners, with attendance and completion fully tracked; nearly 348 employees participated in these external
offerings. In total, around 660 employees engaged in instructor-led training, facilitated through the LMS.
• In the 2024 calendar year, over 2,034 users had 90,000 unique interactions with the virtual Cornerstone LMS
for compliance and professional development training. The platform and content bundles that the County
subscribes to offer 6,700 course titles for professional development in a variety of areas including business
skills, technology, leadership and management, health and well-being, compliance and safety, office
productivity, communication, customer service, and personal development.
• Using Cornerstone gives County staff the ability to create and publish organization-specific training programs
and content that can be assigned to a targeted group or to all County employees on a variety of topics. This
functionality has proved to be extremely valuable to reach individuals across the organization on topics
including declared emergency/disaster work assignments, 214 recordkeeping during a declared emergency, and
most recently, use of the SAP SuccessFactors Employee Central (“EC”) and Time and Attendance (“TMA”)
systems. The content can be accessed any time for initial or refresher training, or to view valuable quick
reference guides.
• On average, each County employee completed 42 classes in a 12-month period.
• The cost per County employee for the last 12-month period to access all virtual and ILT programs, user
transcripts, and the performance evaluation system is $68.03.
On June 9, 2020 (Agenda Item 16.E.2), the County amended its agreement with Cornerstone to add the Performance
module to the existing platform through the Fourth Amendment. Having this module in place automates the 3-month, 6-
month, and annual evaluation processes for team members and their managers, with automatic notifications of upcoming
evaluation due dates. The system provides County leaders with a more effective way to establish goals and manage
position competencies; assists in the oversight of staff development planning; allows for continuous feedback between
management and staff; and centralizes the location for all performance data, even if an employee moves between
divisions or departments. The system assigns different weightings to Key Result Areas, as well as number ratings and

produces detailed and comprehensive reports. The platform also offers robust reporting capabilities, allowing
supervisors, managers, directors, and department heads to generate reports on completion rates, scoring trends, and
comparative performance data.
In 2023, the Clerk of the Circuit Court of Collier County made the decision to enter into a cooperative arrangement to
implement Cornerstone OnDemand Learning Management for its employees. This system supports employees of the
Clerk’s agency by providing the same access to thousands of course titles for professional and technical development.
Further, having a second local agency utilize the system is a great benefit through enhanced collaboration and
consistency in training for programs that are offered to both organizations, such as SAP SuccessFactors EC and TMA.
This cooperative approach enhances staff development, minimizes duplication of effort, and fosters inter-agency
learning, ultimately improving service delivery and workforce readiness across the participating organizations.
In addition to regular online learning content, this request also includes expanding the utilization of the Cornerstone
OnDemand system to incorporate a comprehensive safety training package from J.J. Keller including over 290 safety
training courses. Integrating J.J. Keller's specialized safety training not only enhances employee skillsets in crucial risk
management practices but also ensures compliance with industry standards and promotes a safer work environment. By
offering robust safety and risk management training, the County not only prioritizes employee well-being but also
mitigates operational risks and potential liabilities, demonstrating a proactive approach to workforce development and
safety culture.
Cornerstone OnDemand is a recognized innovator in cloud-based human capital management solutions. Today,
Cornerstone serves more than 7,000 customers and approximately 140 million users in over 185 countries and nearly 50
languages. Its reliable and scalable platform continues to support the County’s strategic goals for employee development
and performance excellence.
Market research was conducted at the time the system was selected in 2016. Since 2016, the system has accumulated
nine years of comprehensive employee data, including records ranging from mandatory training to performance
evaluations. Implementing a new platform would require at least an 18-month rollout, involving significant employee
participation and extensive data transfer from the current system. This process would incur substantial costs and
resource demands, making it fiscally unwise to pursue at this time. Additionally, transitioning to a new system carries
risks, including potential disruptions to ongoing training, reductions in reporting accuracy, and the learning curve
associated with a new platform. Maintaining our commitment to this platform allows us to leverage an established,
robust system while minimizing risk, cost, and operational disruption.
Pursuant to Section Twelve, Subsection 2, Exemption to the Competitive Process of Collier County Procurement
Ordinance No. 2025-34, staff requests that the Board find that it is in the best interest of the County to purchase software
products for the County’s learning, development and performance management processes from Cornerstone OnDemand,
Inc. using Category b) Education/Academic Programs, Trainers/Speakers exemption category from October 21, 2025,
through October 20, 2030, and find that Cornerstone is eligible for an exemption from the competitive process based
upon the determination that such an exemption is in the best interest of the County.
Prior to the expiration of the proposed five-year extension, Division staff shall conduct a review and analysis of
competitors for the purpose of determining if the County should continue with the vendor for the purpose of providing
goods and/or service or consider transition to a different vendor.
Approval of this item supports the strategic plan in the area of responsible governance by providing resources to
develop, assess, and retain a high-quality workforce.
FISCAL IMPACT: The fiscal impact of renewing the current learning and performance management platforms is
$143,337.59; additional annual costs for J.J. Keller package are estimated at $16,537.50, for a total first year annual cost
of $159,875.09 for the period 10/21/2025 – 10/20/2026. This equates to a cost per system user per year of $76.20 for
approximately 7,000 continually available online training courses. For the remainder of the agreement period, costs will
increase annually Year 2 (10/21/2026 – 10/20/2027) $163,871.95, Year 3 (10/21/2027 – 10/20/2028) $167,968.74, Year
4 (10/21/2028 – 10/20/2029) $172,167.97, and Year 5 (10/21/2029 – 10/20/2030) $176,472.16.; the exact costs to the

County will be based on total number of system users. Funding will be available in the Information Technology
Division's FY 2026 budget (Fund 5005) and beyond in support of the Board’s operating departments.

THIS AGREEMENT, made and entered into on this \S' day of 2016,
by and between Cornerstone OnDemand, Inc., authorized to do business in the State of
Florida, whose business address is 1601 Cloverfield Blvd., Suite 600S, Santa Monica, CA
90404 (the "Contractor" or "Cornerstone") and Collier County, a political subdivision of the
State of Florida, (the "County" or "Client"):
WITNESSETH:
AGREEMENT TERM. The Agreement shall be for a one (1) year period, commencing
on Date of Board award and terminating one (1) year from that date or until all
outstanding Purchase Orders issued prior to the expiration of the Agreement period
have been completed or terminated.
The County may, at its discretion and with the consent of the Contractor, renew the
Agreement under all of the terms and conditions contained in this Agreement for three
(3) additional one (1) year periods. The County shall give the Contractor written notice
of the County's intention to renew the Agreement term prior to the end of the
Agreement term then in effect.
The County Manager, or his designee, may, at his discretion, extend the Agreement
under all of the terms and conditions contained in this Agreement for up to one hundred
and eighty (180) days. The County Manager, or his designee, shall give the Contractor
written notice of the County's intention to extend the Agreement term prior to the end of
the Agreement term then in effect.
COMMENCMENT OF SERVICE. The Contractor shall commence the services upon a
written Notice to Proceed.
STATEMENT OF WORK. The Contractor shall provide a Learning Management
System in accordance with the terms and conditions of'RFP #16-6621, Exhibit B -
Scope of Work, and the Contractor's proposal referred to herein and made an integral
part of this Agreement. This Agreement contains the entire understanding between the
parties and any modifications to this Agreement shall be mutually agreed upon in writing
by the Parties, in compliance with the County's Procurement Ordinance, as amended,
and Procurement Procedures in effect at the time such services are authorized.

Human Resources is requesting an Exemption from the Competitive Process for the County's
Cornerstone OnDemand Learning Management System (LMS) to continue to provide training and
development opportunities, manage compliance and regulatory trainings, and utilizing a
Performance Suite.
Retain Cornerstone On Demand as the vendor of the County's training platform and to renew Agreement
#16-6621 for an additional 5 year term (10/21/2025 - 10/20/2030), which includes the Performance
Management Suite, and the addition of the J.J. Keller safety training package, for a nominal annual increase
of 2.5%. Without approval of this exemption, Human Resources will be unable to continue providing online
training or effectively manage training compliance with mandatory training requirements. Human Resources'
goal is to provide the best learning and performance platform that will effectively work with the County's
systems and improve employees' knowledge and abilities to align with business objectives.
