Agenda 10/14/2025 Item #16D 9 (Resolution - for the Substantial amendment to Collier County's HUD Annual Action Plans for PY2023-24 and 2025-2026)10/14/2025 Item # 16.D.9 ID# 2025-3642 Executive Summary Recommendation to adopt a resolution authorizing approval of a substantial amendment to Collier County's U.S Department of Housing and Urban Development (HUD) Annual Action Plans for Program Years (PY) 2023-2024 and 2025-2026 to reallocate $329,706 from PY2023 and $927,369.85 from PY2025 in Community Development Block Grant (CDBG) funds to Collier County Redevelopment Agency in the Bayshore Gateway Triangle Community Redevelopment Area (BGTCRA) for a land acquisition activity to align with timely expenditures and authorize the submission of the substantial amendment to HUD. (Housing Grant Fund 1835) OBJECTIVE: To maintain compliance with federal regulations that allow for the acceptance and use of federal U.S. Department of Housing and Urban Development entitlement funds to advance the County’s strategic plan by optimizing the useful life of all public infrastructure and resources through proper planning and maintenance for low- to moderate- income households of Collier County. CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) provides entitlement funds to local governments to meet program-specific community needs. Entitlement programs include Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG). Community and Human Services (CHS) staff have recently identified changes to activities to better address community needs and timely expenditures. HUD regulations at 24 CFR Part 91.505 require amendments to Annual Action Plans whenever there is a change in the allocation priorities or method of distributing funds presented in the plan; a change in the use of funds to an activity not described in the Annual Action Plan; or a change in the purpose, scope, location, or beneficiaries of an activity. Collier County is proposing to amend Program Years (PY) 2023-2024 and 2025-2026 U.S. Department of Housing and Urban Development (HUD) Annual Action Plans. The Board of County Commissioners (Board) approved the PY 2023-2024 Annual Action Plan on July 11, 2023 (Agenda Item #16.D.3) and PY 2025-2026 Annual Action Plan on July 8, 2025 (Agenda Item #16.D.2). The Board approved substantial amendments for PY 2023-2024 on May 28, 2024 (Agenda Item #16.D.4), January 14, 2025 (Agenda Item #16.D.5), and May 13, 2025 (Agenda Item #16.D.5). A substantial amendment to an Action Plan or Consolidated Plan requires advertising and a 30-day public comment period. The required notice was published in the Naples Daily News on September 10, 2025. The advertisement identified a 30-day public comment period from September 11, 2025 to October 11, 2025. On October 6, 2025, a public hearing was held to address the proposed actions and as of the agenda publication, no comments regarding the substantial amendment were received. The following substantial amendment changes are proposed to the PY2023-2024 Annual Action Plan (in all areas where the activity description is referenced). Amend Project: CDBG: Affordable Housing to CDBG: Public Facilities & Infrastructure Modify activities as follows to reallocate funding: Remove the Renaissance Hall Senior Living LLLP predevelopment costs activity (CD23-03) and reallocate the $329,706.00 of CDBG entitlement funds to Collier County Community Redevelopment Agency in the Bayshore Gateway Triangle Community Redevelopment Area (BGTCRA). These funds will be used for land acquisition of parcels located on Bay Street, Naples, Florida to support future long-term redevelopment of the target area primarily focusing on storm water management systems and public park improvements. The following substantial amendment changes are proposed to the PY2025-2026 Annual Action Plan (in all areas where the activity description is referenced). Amend Project: CDBG: Affordable Housing to CDBG: Public Facilities & Infrastructure Modify activities as follows to reallocate funding: Remove the PY2025 Renaissance Hall Senior Living LLLP predevelopment costs activity and reallocate the $927,369.85 of CDBG entitlement funds to Collier County Community Redevelopment Agency in the Bayshore Gateway Triangle Community Redevelopment Area (BGTCRA). An agreement between Bayshore Gateway Triangle Community Redevelopment Area and the County will be presented to the Board at a future meeting. This item is consistent with the Collier County strategic plan objective to optimize the useful life of all public infrastructure and resources through proper planning and preventative maintenance. FISCAL IMPACT: There is no new fiscal impact for this Executive Summary. Funds are available in Housing Grant Fund (1835) PY2023 Project 33855 and PY2025 Project 33950. GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this HUD substantial amendment furthers the Goals, Objectives, and Policies of the Housing Element and the Growth Management Plan. The Annual Action Plan sets forth dollar amounts and proj ectlactivity descriptions to be funded by CDBG, HOME and ESG grants. A description of the proposed projectsiactivities and associated funding is included in the Executive Summary and incorporated by reference. 3.
